OKAY, SO THEY WORK HAND IN HAND WITH EACH OTHER, RIGHT? IT'S NOT A SEPARATE PLAN. IT IS MEANT TO IMPLEMENT WHAT WAS IDENTIFIED IN THE CITY'S STRATEGIC PLAN.
AND WE HAD A LOT OF DIFFERENT FOLKS INVOLVED. AND IF YOU LOOK ON THE SECOND PAGE OF YOUR EXECUTIVE SUMMARY, YOU CAN SEE THE TIMELINE HERE WHERE THE PARTNERSHIP BEGAN IN FEBRUARY OF 2025. AND THEN WE DID A KICKOFF CALL AND STARTED ORGANIZING ABOUT WHAT, WHAT, WHEN, WHY, WHERE, AND HOW RIGHT WE ADDRESS THOSE QUESTIONS. AND THEN WE HAD A STRATEGIC VISIONING WORKSHOP THAT THE PUBLIC WAS INVITED TO COME TO, AND WE HAD IT OVER IN THE PRESS BUILDING, AND WE HAD A NUMBER OF CONSTITUENTS AND CITY LEADERS AND OTHER INDIVIDUALS WHO WERE INTERESTED IN GETTING THE MAYBE SOME PROPERTY OWNERS, SMALL BUSINESS OWNERS, PEOPLE THAT WERE INVOLVED IN HELPING US DRIVE THIS IMPLEMENTATION PLAN ON HOW WE WERE GOING TO GET THINGS STARTED, AND GETTING DOWNTOWN WHERE WE WE VISUALIZE IT TO BE OKAY. THERE WAS A MARKET ANALYSIS PRESENTATION DONE ABOUT, YOU KNOW, FINDINGS OF THE MARKET WHERE SOME OF THE GAP ANALYSIS WERE WHAT TYPE OF BUSINESSES WOULD BE A TARGET FOR IMPLEMENTING IN DOWNTOWN.
AND AS THE DIRECTOR OF THE SMALL BUSINESS DEVELOPMENT CENTER, I HAD A LOT OF INTEREST IN THAT MARKET ANALYSIS BECAUSE I WANTED TO SEE WHAT TYPE OF SMALL BUSINESSES I NEEDED TO BE LOOKING FOR TO HELP GET READY TO START A SMALL BUSINESS IN DOWNTOWN PORT ARTHUR. SO THAT INFORMATION WAS VERY HELPFUL. AND THEN WE DID AN IMPLEMENTATION PLAN PRESENTATION IN OCTOBER. AND THAT PLAN WAS A ROUGH DRAFT, IF YOU WILL. AND WE GOT SOME

AND THEN I PRESENTED ALONG WITH THE PRESIDENT OF DOWNTOWN STRATEGIES TO THE PORT ARTHUR EDC, AND GAVE THEM AN UPDATE ON WHERE WE WERE WITH THIS IMPLEMENTATION PLAN. THERE IS A SECOND YEAR OF RENEWAL WITH THE CONSULTANT DOWNTOWN STRATEGIES THAT WE ARE WORKING ON GETTING THEM THEIR SECOND YEAR CONTRACT RENEWED TO HELP US WITH THE NEXT PHASE OF GETTING THIS IMPLEMENTATION STARTED FOR DOWNTOWN. SO WITH THAT. THERE'S FOUR AREAS OF FOCUS THAT THE IMPLEMENTATION PLAN IDENTIFIES. AND THESE ARE RECOMMENDATIONS OF THE CORE COMMITTEE AND THE CONSULTANT OF HOW WE CAN GO ABOUT GETTING SOME THINGS MOVING AND IMPLEMENTED FOR DOWNTOWN. THESE ARE RECOMMENDATIONS. IT DOESN'T MEAN THAT WE CAN'T FLEX A LITTLE, RIGHT? IN SMALL BUSINESS WORLD, WE CALL IT PIVOTING. WE PIVOT, RIGHT? IF SOMETHING'S NOT GOING TO WORK FOR ONE, MAYBE WE CAN DO IT A DIFFERENT WAY. BUT AT LEAST THIS GIVES YOU A GUIDANCE ON HOW WE CAN DO IT AND WHO ULTIMATELY COULD BE THE THE POINT PERSON FOR THAT PARTICULAR PROJECT. SO AS YOU LOOK THROUGH THE DIFFERENT BULLET POINTS, THERE'S ACTION YOU KNOW, SOMETHING THAT WE CAN NOD TO THE CITY THAT THEIR PROPERTY AND WHAT THAT LOOKS LIKE. AND HAVING US WITH THE ABILITY TO ASSESS THE PROPERTY AROUND AND HELP IT LOOK BETTER. AND SO THAT WAS SOMETHING I KNOW THE CITY PUT IN PLACE AT THE END OF LAST YEAR, AND THAT'S INCREDIBLE. WAS IT A THINK TANK? IT WAS CALLED A WORKSHOP, YES.SO JUST THEREAFTER, YOU KNOW, WE MET WITH BOTH THE MAYOR AND MYSELF, MET WITH THIS COMMITTEE THAT HAS ALREADY BEEN ESTABLISHED THROUGH THE EDC, THROUGH MR. STOKES, WHEN MR. STOKES WAS THERE. AND IF YOU REMEMBER, MR. CHAIRMAN, WE APPROVED THE RESOLUTION FOR $45,000 FOR RETAIL STRATEGIES TO BUILD ON THE DOWNTOWN PLAN. YOU KNOW, SO IT WAS LIKE REINVENTING THE WHEEL, YOU KNOW, SO WE THOUGHT IT WAS A GOOD IDEA TO BRING THEM ALREADY. THE WORK IS ALREADY DONE. THEY HAVE ALREADY DONE THE WORK. ALL WE HAVE TO DO IS LOOK AT THE OPPORTUNITY, AS CLAIRE SAID, OF WORKING IN PARTNERSHIP WITH THE CITY, WITH THE CONVENTION AND VISITORS BUREAU, WITH THE EDC TO FUND IT. IF WE STUDY THOSE AND IT PROVIDES US AN OPPORTUNITY, A VERY SOLID OPPORTUNITY TO GET PICK SOME LOW HANGING FRUIT IN THE DOWNTOWN AREA AND MOVE FORWARD TO GET SOMETHING DONE. YOU KNOW, AS YOU LOOK AT THE BUDGET OF THE CURRENT FINANCES OF THE TURRETS, WE HAVE ABOUT PRETTY MUCH CLOSE TO $300,000, BUT I'M SURE WE WILL GET BUY IN FROM THE EDC IF WE GO TO THEM WITH A PROPOSAL.
