THE CITY'S PUMP STATION ON PROCTOR EXTENSION HAS OPERATED FOR MANY YEARS SINCE I'VE ACQUIRED THE PROPERTY IN 2021 AND REZONED IT TO INDUSTRIAL. WE'VE BEEN WORKING COLLABORATIVELY WITH THE CITY MANAGER, THE LEGAL DEPARTMENT, AND ENGINEERING TEAMS TO DOCUMENT THAT USED PROPERLY. THE ADMINISTRATIVE OCCUPANCY PAYMENT PROPOSAL OR A OPP SIMPLY ACKNOWLEDGES THE CITY'S CONTINUED OPERATION THROUGH THE END OF 2025, WHILE BOTH SIDES FINALIZE A PERMANENT OCCUPANCY AND ACCESS AGREEMENT NEXT SPRING. UM, IT PROTECTS THE CITY'S INFRASTRUCTURE, PRESERVES ACCESS TO SERVICE TRUCKS, AND ALLOWS MY DEVELOPMENT TO PROCEED RESPONSIBLY AROUND THE SITE. THE PROPOSED $250,000 IS NOT A SETTLEMENT. UM, MY INTENT WAS THROUGHOUT THE CITY OF PORT ARTHUR TO HELP US TO CLEAN UP THE CITY OF PORT ARTHUR AND TO MAKE SURE THAT WE HAVE ALL THE TOOLS THAT WE NEED FOR CODE ENFORCEMENT TO BE ABLE TO ENFORCE, UM, THE CODE. HOWEVER, THROUGH DISCUSSIONS WITH THE CITY ATTORNEY, WE REVIEWED SOME ORDINANCES. ONE WAS FROM THE CITY OF DALLAS THAT WOULD, UM, ENCOURAGE US TO IMPLEMENT THIS TYPE OF ORDINANCE IN A ZONE. AND MY REQUEST IS FOR US TO ALLOW THE CITY ATTORNEY TO DRAFT AN ORDINANCE THAT WOULD ALLOW US TO CREATE A REGISTRY OF ALL OF THE VACANT BUILDING STRUCTURES IN THE DOWNTOWN AREA SO THAT WE CAN HELP TO PROMOTE THE, UM, DOWNTOWN REVITALIZATION PLAN. AND I'M SURE THAT'S SOMETHING WE ALL CAN AGREE TO, SO THAT WE CAN HELP, UM, REFRESH OUR DOWNTOWN AREA AND THEN POSSIBLY LOBBY THE LEGISLATURE TO INCREASE THIS, UM, TERRITORY TO HELP US DO THIS THROUGHOUT THE ENTIRE CITY. ONE GOOD EXAMPLE OF THAT IS, GOD FORBID, ONE OF THE BUILDINGS CAUGHT ON FIRE OR SOMEONE WAS HURT INSIDE OF THE BUILDING. WE NEED A TRUE POINT OF CONTACT, UM, TO BE ABLE TO DO WHAT WE NEED TO DO TO, TO REVITALIZE THAT TYPE OF STRUCTURE. BUT ALSO IT WOULD HELP US TO HOLD THEM ACCOUNTABLE IF THE PROPERTY HAS BEEN VACANT FOR APPROXIMATELY SIX MONTHS OR SO. UM, AGAIN, CITY MANAGER THAT'S SUPPORT, YOU KNOW, FROM CODE ENFORCEMENT AND YOUR STAFF TO BE ABLE TO HELP US WITH THAT. BUT IF THEY ARE NOT MAINTAINING THAT PROPERTY, HAVING IT BOARDED THE GRASS CUT, THEN WE COULD MOVE FORWARD WITH FINES.
