THE ABUTTING ZONING NORTH AND WEST ARE LOW DENSITY.
RESIDENTIAL SOUTH IS COMMERCIAL RETAIL, EAST HIGH DENSITY RESIDENTIAL.
AND THE PURPOSE OF THIS REQUEST IS TO CHANGE THE ZONING FROM COMMERCIAL RETAIL TO A PLANNED DEVELOPMENT DISTRICT FOR RESIDENTIAL AND COMMERCIAL RETAIL ACTIVITY ON WEDNESDAY, FEBRUARY 5TH, 2025.
SIX NOTICES WERE MAILED TO ADJACENT PROPERTY OWNERS WITHIN A 200 FOOT RADIUS AND PUBLISHED IN THE PORT ARTHUR NEWSPAPER A MINIMUM OF 15 DAYS BEFORE THE PNZ PUBLIC HEARING SCHEDULED FOR TODAY, FEBRUARY 20TH, 2025.
AND I WOULD ALSO LIKE TO REITERATE, WELL MENTION THAT WE DID NOT HAVE ANY LETTERS OF OPPOSITION OR ANYONE SPEAKING.
I THINK A FEW PEOPLE DID CALL ASKING QUESTIONS BUT THEY WEREN'T FOR OR AGAINST, THEY WERE JUST ASKING QUESTIONS.
THIS IS ALL THE CURRENT ZONING RIGHT NOW IS COMMERCIAL RETAIL.
DO THEY HAVE ANY ALREADY? ANY ROADS? NO MA'AM.
WHO'S GONNA BE RESPONSIBLE? WE DID HAVE A PRE-DEVELOPMENT MEETING.

AND THERE'S A COPY OF THE SITE PLAN I, I BOUGHT ONE THAT WAS MORE CLEAR JUST IN CASE YOU WANT TO TAKE A LOOK AT IT.
AND UM, THE BUILDING OFFICIAL DID TAKE AN EXTRA VIEW AT IT AND HE LEFT ONE COMMENT.
HE JUST, UM, WANTS THEM TO KNOW THAT THEY WILL HAVE TO FOLLOW ANY PIPELINE REGULATIONS AND HE DID PROVIDE A SIGNATURE.
YEAH, THAT WAS MY OTHER CONCERN.
THE FACT THAT I DON'T TRUST, BUT I MEAN IF IT'S UNDEVELOPED, THAT MEANS THERE'S NO ROADS, NO STREETS, NO ANYTHING THERE.
IT'S ALL LENGTH, WHICH MEANS IT'S GOTTA PUT WATER, GAS, LIGHT, ALL OF IT IN.
AND WE DID, UM, ON LAST WEEK WE DID MEET WITH THEM IN PRE-DEVELOPMENT.
I DO HAVE THE PRE-DEVELOPMENT FORMS HERE AND EACH UM, DIVISION OR EACH DEPARTMENT DID LET THEM KNOW WHAT THEY NEEDED TO DO IN ORDER TO MAKE THIS DEVELOPMENT HAPPENED.
SO WE ARE SURE THAT THIS IS GONNA BE SINGLE FAMILY HOMES.
DID I KNOW LARRY SPOKE TO DR. HANEY ABOUT IT? DID HE MENTION THE TYPE OF RESIDENTIAL GOOD EVENING COMMISSIONERS? UM, YES.
HANNEY CAME TO ME WITH THIS PARTICULAR UH, UH, PROJECT AND HE SAID THAT HE WOULD

LIKE TO PUT, THEY WERE GOING TO PUT SINGLE FAMILY RESIDENCES ON IT AND WITH THE COMMERCIAL IN THE FRONT AND THAT'S WHY HE WOULD'VE JUST DONE, UH, UH, WANTED TO DO A SINGLE FAMILY, CHANGE IT TO SINGLE FAMILY.BUT HE SAID THEY WANTED TO PUT SOME COMMERCIAL ACTIVITY IN THE FRONT OF IT.
SO THAT'S WHY HE'S DOING A PLAN DEVELOPMENT.
AND WHEN YOU DO A PLAN DEVELOPMENT, YOU HAVE TO WRITE DOWN EXACTLY WHAT YOU'RE GONNA DO.
SO WE'LL BE ABLE TO LOOK AT IT AND MAKE CHANGES IF NEEDED.
IF HE CHANGES THE WAY HE'S GONNA LOOK.
PLAN DEVELOPMENT IS DIFFERENT THAN SOMEBODY COMING AND SAYING I'M GONNA PUT AN APARTMENT COMPLEX AND THEN THEY PUT ANYTHING THERE, ANY KIND OF APARTMENT COMPLEX OR SO.
BUT PLAN DEVELOPMENT IS SOMETHING THAT WE CAN CONTROL.
