MY QUESTION TO, TO ALL, AS THE PROTECTORS OF THE CITY, PORT ARTHUR AND THE PEOPLE IN PORT ARTHUR, WHY CAN'T WE DELEGATE FUNDS TO GET THESE SCHOOLS, THESE, THESE PARKS UP TO STANDARD? A LOT OF 'EM ARE NOT HANDICAPPED ACCESSIBLE.

THE ONLY REASON THAT WE'VE GOT HANDICAP ACCESSIBILITY NOW IS CUZ WE MET WITH THE MAYOR AND A FEW OTHER PEOPLE AND THE PARKING LOT GOING TO, UH, THE, UH, PAVILION AND TO THE, UH, PLAYGROUND FOR THE KIDS.

I DEEPLY APPRECIATED THAT THEY DID THAT.

BUT WE HAD TO GO THROUGH THREE KINDS OF HELL TO GET IT DONE.

UH, NOW THEY NEED TO FINISH THE HANDICAP PARKING AND THEY NEED TO TAKE AND TIE IN TO WHERE THE PARKING, THE NEW PARKING WOULD GO INTO THE WALKWAY.

AND THAT WAY THERE, THAT WOULD COVER THE BATHROOMS THAT ARE OUT THERE AND THE PEOPLE WOULDN'T HAVE TO WALK IN THE GRASS IN THE MUD WHEN IT RAINS.

UM, OTHER THINGS NEED TO BE DONE THAT HADN'T BEEN DONE BECAUSE OF LACK OF FUNDS.

AGAIN, I ASK YOU ALL AGAIN, WHY CAN'T YOU GIVE CHANDRA THE MONIES THAT SHE NEEDS TO GET DONE? THE ONLY REASON THAT WORK WAS DONE YESTERDAY, MELLOW FROM CHANNEL, FOX NEWS CALLED ME AND ASKED ME WHAT WAS GOING ON.

SO WE NEED, THESE KIDS ARE OFF OUR FUTURE AND WE NEED TO DO SOMETHING TO GET THESE KIDS OFF THE STREETS BECAUSE IF WE DON'T GET SOMETHING DONE, THEY'RE GONNA END UP GOING TOGETHER, FOUND THEY'RE GONNA GO START GANGS, THEY'LL DO MISCHIEVOUS THINGS AND THEN THEY'LL START DOING OTHER THINGS.

AND WE NEED TO STOP THAT BEFORE IT STARTS.

AND IT STARTS WITH Y'ALL GETTING THESE PARKS IN SHAPE.

THIS MANAGER, UH, WE DON'T INTEND TO BE IN FRONT OF YOU TOO LONG, BUT WE WANTED TO PRESENT AN OVERVIEW OF WHAT MANY CONSIDER TO BE THE MOST IMPORTANT BENEFIT AFTER SALARY OFFERED TO EMPLOYEES HERE AT THE CITY.

AND THAT IS HEALTH INSURANCE.

UH, AS YOU ARE AWARE THAT IN THE BUDGET PROCESS WE DISCUSS THAT WE WOULD BE HAVING A 9.5% INCREASE IN THE RENEWAL, AND WE'RE GOING TO GO INTO MORE DETAILS.

THAT WAS HOWEVER DIVIDED WITH 75% OF THAT BEING ABSORBED BY THE CITY.

AND, UH, ONE FOURTH, ONE THIRD OF IT, GOING TO EMPLOYEES WHO HAVE DEPENDENT COVERAGE.

AND OF COURSE, WE WOULD WANT TO NOTE THAT THE CITY OF PORT ARTHUR PAYS FOR THE COVERAGE FOR ALL OF ITS EMPLOYEES, SOMETHING WHICH DOES NOT MATCH THE INDUSTRY TREND, BECAUSE THOSE OF YOU, ESPECIALLY IN THE CORPORATE WORLD, ARE AWARE THAT MANY COMPANIES REQUIRE EMPLOYEES TO PARTICIPATE IN THEIR HEALTHCARE COVERAGE, EVEN IF IT'S JUST SINGLY FOR THEM.

SO WE HAVE ON THE AGENDA TWO DIFFERENT RESOLUTION.

ONE OF COURSE IS THE MEDICARE ADVANTAGE PLAN, WHICH IS THE PLAN WHICH COVERS THOSE INDIVIDUALS WHO ARE RETIRED AND OVER 65.

AND THERE WAS ABSOLUTELY NO CHANGE IN THAT PLAN.

SO THAT WAS A 0% RENEWAL.

UH, SO IT WOULD BE THE SAME AS IT WAS ON LAST YEAR, UH, THIS YEAR.

RENEWAL OF COURSE, AS WE SAID, DOES HAVE AN

INCREASE.

AND I HAVE WITH ME, MISS MILANO, JAMES AND MS. MR. MICKEY MOSER WHO'RE GONNA SPEAK TO DIFFERENT ASPECTS OF THAT.

MS. JAMES IS WITH BLUE CROSS BLUE SHIELD, AND SHE'LL EXPLAIN THE UNDERWRITING CRITERIA AND ITS IMPACT, AND MR. MOSER WILL GIVE AN OVERVIEW OF THE OVERALL RENEWAL AND HOW THAT HAS IMPACTED THE CITY.

WE WANTED THE COUNCIL TO BE AWARE THAT THERE WERE MANY CONSIDERATIONS AND A LOT OF INFORMATION DISCUSSED, UH, WITH THE CITY MANAGER AND WITH THE HUMAN RESOURCES TEAM AS IT RELATED TO THE RENEWAL.

THERE WERE SOME OPTIONS THAT WERE LOOKED AT, BUT THOSE OPTIONS REQUIRED RAISING THE DEDUCTIBLE TO LEVELS WHICH WERE DEEMED INAPPROPRIATE IN THE SENSE THAT THEY REQUIRED DOUBLING THE DEDUCTIBLE.

SO IN THAT SENSE, YOU WOULD SAY THE CITY HAD, UH, INSURANCE COVERAGE, BUT IT WOULD BE COVERAGE, WHICH WOULD BE INACCESSIBLE BY MOST OF THE EMPLOYEES.

AND IT WAS THE MANAGER'S DIRECTION, HIS BELIEF THAT THAT WOULD NOT BE SOMETHING THE CITY COUNCIL WOULD WANT FOR THE CITY'S EMPLOYEES.

FOR THOSE OF YOU WHO MAY HAVE HAD THE EXPERIENCE OF BEING HOSPITALIZED RECENTLY, I WAS HOSPITALIZED A YEAR AGO FOR COVID.

UH, YOU UNDERSTAND THE ISSUES COMING OUTTA THE HOSPITAL AND RECEIVING THE BILL AND RECEIVING A SIX FIGURE BILL AND THEN KNOWING THAT YOUR INSURANCE IS GONNA TAKE CARE OF THAT IS A WONDERFUL FEELING AND I BELIEVE ACTUALLY HELPS WITH YOUR RECOVERY.

SO WE ARE HERE TODAY TO TALK ABOUT THAT INSURANCE PLAN AND WHAT'S BEING OFFERED TO EMPLOYEES.

UH, THE PLAN, OF COURSE, IS TO HAVE OPEN ENROLLMENT TO BEGIN ON OCTOBER 1ST.

UH, ONE OF THE EMPHASIS THIS YEAR IS GOING TO BE ON WELLNESS.

WE ALL KNOW THAT WELLNESS PLAYS A PART NOT ONLY IN THE IMPACT ON THE PLAN, BUT MORE IMPORTANTLY IT'S IMPACT ON THE QUALITY OF LIFE.

THE IDEA OF BEING ABLE TO MOVE TO ENJOY YOUR LIFE IS SOMETHING WHICH IS IMPORTANT.

AND WE BELIEVE THAT THE WELLNESS OPTIONS THAT WE'RE GOING TO OFFER THIS YEAR ARE GOING TO ALLOW EMPLOYEES TO DO THAT.

WE ALSO WANT TO EMPHASIZE SOME OF THE THINGS THAT ARE, UH, ABLE OR AVAILABLE TO EMPLOYEES, SUCH AS TELEHEALTH, WHICH MEANS THAT YOU CAN ACTUALLY GO TO THE PHYSICIAN WITHOUT LEAVING YOUR HOME.

WE ALSO HAVE THE EMPLOYEE HEALTH CLINIC, WHICH EMPLOYEES CAN TAKE ADVANTAGE OF WITHOUT PAYING A COPAY.

SO THERE ARE MANY THINGS AVAILABLE TO OUR EMPLOYEES HERE AT THE CITY OF IMPORT ARTHUR, WHICH ALLOWS THEM TO HAVE A POSITIVE IMPACT ON THEIR HEALTH.

NOW, WE RECOGNIZE THAT THE IDEA OF A NINE AND A HALF PERCENT INCREASE SOUNDS IS FOUNDING, AND WE WANTED TO MAKE ONE PARTICULAR POINT, AND THAT IS THAT ALTHOUGH IS NINE AND A HALF PERCENT, AGAIN, THE NINE AND A HALF PERCENT IS GONNA BE MOSTLY FOR THE CITY TO ABSORB BECAUSE ONLY EMPLOYEES WHO HAVE DEPENDENT COVERAGE ARE GOING TO SEE ANY ASPECT OF THAT INCREASE.

AND SO IF YOU TALK ABOUT SOMEONE WHO IS A MAINTENANCE WORKER TOO, WHICH IS AN AVERAGE SALARY OF $42,000, THAT THEY'RE GOING TO RECEIVE AN INCREASE THIS YEAR BASED ON THE 4% OF OUR INCREASE OF $140 A MONTH.

AND WE HAVE, UH, CALCULATED THAT THE AVERAGE INCREASE FOR DEPENDENT COVERAGE IS GONNA BE $35 A MONTH.

SO IT IS GONNA BE SOMETHING THAT IS GONNA BE MORE THAN MANAGEABLE FOR EMPLOYEES THAT ARE HERE.

AND SO WE WANTED TO TALK ABOUT THE HEALTH INSURANCE COVERAGE TO LET YOU KNOW, UH, WHAT'S DRIVING THIS INCREASE.

AND THE REASON WE SAY THIS INCREASE FROM 2016 TO 2018, EMPLOYEES EXPERIENCED A 0% INCREASE, AND THEN IN THE FOLLOWING YEARS, THE TOTAL INCREASE FOR THE NEXT THREE YEARS WAS 4.9%.

SO WHEN WE LOOK AT THE INCREASE EVEN THIS YEAR, WHICH IS GONNA BE 2.4% FOR ONLY EMPLOYEES THAT HAVE DEPENDENT COVERAGE, WE ARE LOOKING AT THE FACT THAT ON AVERAGE WE HAD A 1.8% INCREASE OR 2% INCREASE OVER THOSE YEARS.

SO WHEN YOU THINK ABOUT THAT VERSUS THE COST OF LIVING, THE CITY'S HEALTH INSURANCE HAS REMAINED COST EFFECTIVE.

UH, WE HAVE A COMPANY THAT DOES AN EXCELLENT JOB IN TERMS OF REPRICING AND MAKING SURE WE GET THE MOST VALUE FOR THE DOLLAR.

UM, WE ARE IMPLEMENTING SOME PHARMACY CHANGES THAT WE'LL SEE AN APPROXIMATE, UM, $188,000 OF SAVINGS OVER THE NEXT 12 YEARS.

THERE'S LIKE 2% OF THE MEMBERS THAT WILL BE IMPACTED FOR THESE PROGRAMS THAT WE ARE IMPLEMENTING FOR PHARMACY.

UM, ON WELLNESS, WE TALKED A LOT ABOUT WELLNESS.

WE ARE IMPLEMENTING, UM, THE FULL WELLNESS PROGRAM THAT BLUE CROSS OFFERS.

IT'S OUR WELLBEING MANAGEMENT PROGRAM.

MEMBERS WILL HAVE ACCESS TO, UM, GYM MEMBERSHIPS, DISCOUNTED GYM MEMBERSHIPS, UM, ALL THE THINGS THAT, THAT, UM, MOBILE APP, EVERYTHING.

YOU CAN DO A LOT OF STUFF THAT IS NOT IN PERSON.

UM, IT CAN BE, YOU KNOW, YOU HAVE COACHING, YOU HAVE WELLNESS ONLINE, THAT TYPE OF THING.

UM, WE HAVE NOTICED OVER ALL OF OUR, UH, BOOK OF BUSINESSES, THE ACCOUNTS THAT DO IMPLEMENT THESE PROGRAMS, THEY'VE SEEN A DECREASE IN THEIR CLAIMS. UM, THERE'S A COACHING THAT COMES WITH EVERY, THERE'S A COACH THAT COMES WITH EVERY MEMBER THAT ENROLLS IN THIS.

CURRENT STOP LOSS COVERAGE, KINDA LIKE YOU BREAK YOUR WINDSHIELD, PAY THE FIRST A HUNDRED DOLLARS AND THE INSURANCE COMPANY PAYS THE REST WELL UNDER YOUR HEALTH INSURANCE PLAN.

WE STARTED OUT WITH A 12% RENEWAL FROM BLUE CROSS AND BLUE SHIELD.

WE DID NEGOTIATE THAT DOWN WITH SOME UPDATED REVIEW TO NINE AND A HALF PERCENT.

AGAIN, NINE AND A HALF PERCENT IS STILL TOUGH, BUT LIKE DOC HAD MENTIONED, THE MOST RECENT TWO YEARS OF SUGGESTED FUNDING LEVELS REFLECTED LAST YEAR 0.45%, LESS

THAN HALF A PERCENT THE YEAR BEFORE THAT 3.85%.

UM, UNFORTUNATELY, DUE TO THE SIGNIFICANT CLAIMS INCREASES IN THE PAST YEAR, THE FUNDING LEVELS REFLECT THE 9.7 9.5% ADJUSTMENT.

DO REMEMBER THAT IF CLAIMS ARE LESS THAN THAT NUMBER, THE CITY KEEPS THE MONEY, THE, THE ONLY TIME IT GETS PAID IS IF THE CLAIMS ARE MORE THAN THE EXPECTED FUNDING LEVELS.

UM, ONE OTHER THING, JUST AS AN ASIDE, DOC SAID SOMETHING ABOUT THE BLUE CROSS AND BLUE SHIELD NETWORK, AND I CAN'T REITERATE THAT ENOUGH, JUST KIND OF AS AN EXAMPLE OF THAT.

TML, THE TEXAS MUNICIPAL LEAGUE JUST MOVE ALL OF THEIR EMPLOYEE GROUPS TO BLUE CROSS AND BLUE SHIELD EFFECTIVE JANUARY ONE OF THIS YEAR.

THEY DID A SIGNIFICANT SURVEY FROM NORTH TEXAS TO SOUTH TEXAS AND EAST TO X THE CLAIM SAVINGS BY MOVING FROM THEIR OLD CARRIER TO BLUE CROSS AND BLUE SHIELD WAS ESTIMATED TO BE AT 8%.
