THE OTHER 6 MILLION WAS RECONSTRUCTION OR CONSTRUCTION STREET STREET TO BE CONSTRUCTED OUTSIDE, WHICH WAS STREET LIKE A SUNKEN COURT, UH, FOREST, THOSE TYPES OF, UH, PROJECTS.

THEY TOOK UP THE BULK OF THAT MONEY, WHICH LOOKING AT ABOUT A MILLION, 2 MILLION FOR EACH ONE OF THOSE PROJECTS, REMEDIATED STREETS, YOU'D PROBABLY WAS RUNNING SOMEWHERE AROUND SIX, 700,000, MAYBE A LITTLE BIT LESS THAN THAT.

THOSE ARE JUST SOFT NUMBERS RIGHT NOW.

SO WE WERE TALKING ABOUT THE REMAINING TWO YEARS OF THE FIVE-YEAR PROJECT THAT WE'RE GOING TO HAVE $11 MILLION TO BE SPENT IN DISTRICT THREE SOFT NUMBERS.

LET ME SAY AGAIN, SOFT NUMBERS, BECAUSE THERE WAS STREETS THAT WAS DONE IN DISTRICT THREE WORD CONSTRUCTED STREETS, LIKE A SUNKEN COURT.

SO THEIR PERCENTAGES ARE ACTUALLY FOR COMPLETION HAS DROPPED BECAUSE GUESS WHAT? THE STREETS ARE BEING REMEDIATION OR REPAIRED OR RECONSTRUCTION.

RIGHT.

YOU KNOW, SO SOME OF THE OTHER DISTRICTS ARE GOING TO BE CATCHING UP WITH THAT PERCENTAGE NUMBER.

SO THAT'S WHY IT'S SO IMPERATIVE FOR THIS COUNCIL TO GET ACCURATE NUMBERS BECAUSE THE STREET PROGRAM IS DRIVEN BY PERCENTAGE RIGHT.

OF WHAT YOUR DISTRICT IS GOING TO GET.

SO THAT'S WHY I ASKED FOR THIS PRESENTATION BECAUSE IT'S IMPERATIVE THAT WE GET THE DATA TO SUPPORT THE FUNDING.

UH, WE SUBMITTED ALL PROJECT DATA, UM, RESPONDED TO ALL FEMA QUESTIONS AND ANSWERED THEIR REQUESTS FOR INFORMATION, UH, AS OF FEBRUARY, 2022, SINCE THE PROJECT IS IN FEMAS COURT FOR REVIEW, UM, THERE ARE NO OUTSTANDING INFORMATION REQUESTS OR ANY QUESTIONS FROM FEMA AT THIS TIME, WE ARE ENGAGING WITH FEMA ANTIETAM WEEKLY TO GET AN UPDATE, UM, UPDATED INFORMATION STATUS OF THE QUEUES AND THE REVIEW PROCESS.

UH, CURRENTLY THEY ARE UNABLE TO PROVIDE ANY TIMELINES ON IT, BUT IT IS IN FEMAS CODE.

CURRENTLY THERE CONTINUES TO BE A CHALLENGE TO REACH A BENEFIT COST RATIO FROM ONE ON THIS PROJECT.

THE PRIMARY SOURCE OF THE CHALLENGE, UM, IS TO OVERCOME THE MODELING DATA THAT IDENTIFIES THE LEVEL OF WATER SURFACE AND FOUNDATION AND THE PROJECT IMPACT AREA.

IN RESPONSE TO THIS CHALLENGE, WE ARE CURRENTLY EXPLORING TWO ADDITIONAL FUNDING OPTIONS, UH, TO MEET THE INITIALLY STATED GOAL TO ALLEVIATE STORM, UH, IMPACT IN THE LAKE ARTHUR SUBDIVISION.

UH, THE STRATEGY IS TO SEEK ADDITIONAL SOURCES THAT MAY BETTER FIT INTO THE RESPECTIVE COST BENEFIT MODEL BECAUSE BENEFIT COST RATIO IS A VERY PRIMARY REQUIREMENT FOR ANY FUNDING OPPORTUNITY OUT THERE.

CURRENTLY, WE ARE REVIEWING COMPLIANCE FOR A CDBGDR FUNDING THAT PROVIDES $8 MILLION IN ALLOCATION FOR CITY OF PORT ARTHUR.

IN 2020 WHEN WE WERE IN THE MIDST OF THE COVID, UH, UH, THE COVID, UH, VIRUS, THE MAYOR, UH, WENT TO A VIRTUAL SUMMIT.

AND ALTHOUGH WE HAD HAD A BUDGET THAT THAT WOULD BE COMMENSURATE WITH PREVIOUS TRAVEL EXPENSE BUDGETS, HE TRAVELED, UH, HE SPENT $220 FOR THE TML VIRTUAL SUMMIT.

AND THE NLC VIRTUAL SUMMIT WAS $295.

SO, YOU KNOW, FI ONLY $515 WERE SPENT IN 2020 FOR THOSE TRAVEL EXPENSES.

AND THEN IN 2021, THE TOTAL EXPENSES FOR THE LEGISLATIVE WRAP-UP AND THE NATIONAL LEAGUE OF CITIES CONFERENCE TOLD THERE WERE FIVE PARTICIPANTS, ONLY $2,300 WERE SPENT.

AND THE POINT I'M TRYING TO MAKE HERE IS, IS THAT WE WERE GETTING THESE, UH, THESE TEXTS OR FACEBOOK POSTS OR WHATEVER CONCERNING TRAVEL EXPENSES.

AND THIS HAS BEEN GOING ON NOW FOR ALMOST THE LAST FOUR OR FIVE MONTHS.

AND IT'S, IT'S LIKE, WE'RE NOT BEING GOOD STEWARDS BECAUSE WE HAVE OUR, UH, LEADERS TRAVELING TO THESE CONFERENCES.

AND, AND POINT IN POINT AN EXAMPLE, I WAS SITTING IN THE MAYOR'S OFFICE DISCUSSING AN ISSUE, CONCERN IN STREETS, AND HE GOT A PHONE CALL FROM A GROUP OF INVESTORS WHO HE HAD BEEN CONNECTED TO BY THE MAYOR OF HOUSTON, THESE FOLKS, OR ASKING ABOUT A PRESENTATION THAT OUR EDC HAD HAD SENT IN FOR A $43 MILLION PLASTICS PLANT PROJECT.

AND THE ONLY REASON WHY WE GOT A CHANCE TO EVEN EVEN PRESENT WAS BECAUSE OF THE CONNECTION THAT THE MAYOR OF HOUSTON I MADE TO MAYOR BARTEE AND THESE INVESTORS, WE EVENTUALLY, WE ENDED UP NOT GETTING THAT PROJECT, EVEN THOUGH THEY GAVE US AN EXTENSION TO SEND IN, UH, UH, A SECOND PRESENTATION BECAUSE THE FIRST ONE WAS NOT UP TO WHAT THEY CALL STANDARD.
