AND SO I JUST WANT TO SAY THANK YOU AND CONTINUE TO DO WHAT YOU'RE DOING ANY WAY THAT WE CAN CONTINUE TO HELP.
WE WANT TO DO THANK YOU SO MUCH, SIR.
AND, UH, RONNIE IS, IS ALWAYS A PLEASURE TO SEE YOU.
UH, AND FOR THOSE THAT DON'T KNOW HIM, UH, WHEN HE SAYS HE'S OUT THERE SEVEN DAYS A WEEK, UH IT'S IS ABSOLUTELY TRUE.
UH, AND, UH, I'M AN AVID FISHERMEN, SO I'M OUT THERE THREE OR FOUR TIMES DURING THE SUMMER.
AND I SEE HIM ALL THE TIME AND WE TALK AND WE TALK ABOUT CHANGES AND SOME OF THE THINGS THAT WE COULD DO TO IMPROVE THE LEVIES AND THAT'S, YOU KNOW, LIKE, YOU KNOW, IT'S ONE OF MY FAVORITE SPOTS TO GO, BUT I, YOU KNOW, I WANT TO GIVE YOU KUDOS AND I REALLY APPRECIATE YOU.
I SEE YOU WITH A GARBAGE BAG IN YOUR HAND.
I SEE YOU PICKING UP THINGS THAT, YOU KNOW, OTHER PEOPLE MAY PICK UP, NOT PICK UP, BUT I JUST WANT TO APPLAUD YOU ON IT AND SAY, THANK YOU.
THANK YOU FOR YOUR WORK THAT YOU'VE DONE IN DOING IN PORT ARTHUR.
I KNOW DURING MY TENURE AS MAYOR, I THINK IT WAS ABOUT YOUR THIRD TIME COMING IN.
AND, UH, GEORGE IS STANDING IN THE BACK, STAND UP, UH, GEORGE, IF YOU DON'T MIND.
AND THAT'S HOW IT PLAYS OUT IN DIRECTOR GEORGE, RIGHT? THE POSITIVITY AND IT'S HEY GEORGE, WHAT YOU AREN'T FAMILIAR WITH, HE WILL HELP PUT ME ON YOUR RIDES, YOU WITH THAT.
SO LONGEVITY, THERE IS GOING TO HELP HIM.
I JUST WANTED TO MENTION ALSO I PASSED OUT A FLYER TO EVERYONE THAT ON MAY 21ST, WE'RE GOING TO HAVE OUR FOURTH ANNUAL BANK FISHING CONTEST ON PLEASURE ISLAND ON THE NORTH LEVY.
UM, ME AND MY WIFE PUT THAT TOGETHER FOUR YEARS AGO.
AND, UM, WE'RE GOING TO HAVE FISHING FROM SEVEN TO 11.
UH, BRING YOUR FISH OR WHATEVER UP TO THE SALT CLUB.
THE SOCCER CLUB HAS JOINED IN WITH US.
IF YOU GOT A FISH THE WAY IN, GREAT.
IF YOU DON'T COME UP THERE BECAUSE WE'RE GOING TO HAVE LINKS, CHIPS, AND DRINKS, UH, THE SPONSORS LISTED ON THERE HAVE GIVEN US, UH, GIFTS TO GIVE AWAY.
SO I'LL BE AT THE GATE AT SIX 30 IN THE MORNING, HANDING OUT DRAWING TICKETS FOR EVERYBODY.
IT'S FOR REDFISH, SPECKLED TROUT AND FLOUNDER, AND WE'RE GOING TO HAVE LINKS, CHIPS, AND DRINKS, AND WE'RE GOING TO GIVE AWAY THE FISH PRIZES.
WE'RE GOING TO GIVE AWAY THE FREE GIFTS AND IT'S TOTALLY FREE.
IT DOES NO ENTRY FEE, NO COST.
IT'S JUST COME OUT AND FISH AND HAVE A GOOD TIME.
[00:20:01]
THANK YOU.SHE WILL PLACE THIS ON OUR CITY, A WEB PAGE, AND WE'LL, WE APPRECIATE YOU ALL DOING AND WE APPRECIATE YOUR WIFE.
YOU JUST WANT TO CALL AND TALK TO ME SOMETIME LIKE HE USED TO DO CALL ME AND WE WERE STILL TALKING, YOU KNOW, SHOOT THE BULL.
IF YOU GOT A PROBLEM, CALL GEORGE.
SO KINDLY IT IS NOW, UH, 9 56 GETTING READY TO BE AT 9 57.
WE ARE TO BEGIN A PUBLIC HEARING AT 10:00 AM.
SO, UH, ATTORNEY AND WE BEGAN ABOUT THREE MINUTES EARLY.
WOULD THAT BE A PROBLEM? PRIVATE RATE.
AND, AND, UH, WE HAVE, UH, ANOTHER PRESENTATION WHERE WE HAVE PRESENTATIONS AND HERE YOU HAVE 20 MINUTES ON THE PRESENTATION.
SO WHAT WE'LL DO IS, UH, YEAH, UH, LIKE I KNOW WHAT I CAN DO IN THE NEXT TWO OR THREE MINUTES.
WE CAN SKIP OVER TO, UH, I THINK IT IS, UH, UH, NUMBER FIVE,
[V. REPORTS / ITEMS OF COMMUNITY INTEREST LIMITED TO A TOTAL OF TWO ( 2) MINUTES PER COUNCILMEMBER) (Part 1 of 2)]
ROMAN, NUMBER FIVE, WE CAN DO THAT IN ABOUT THREE MINUTES REPORTS OF COMMUNITY INTERESTS.UH, WHAT I DO HAVE IS A REPORT OF COMMUNITY INTERESTS.
OUR, UH, FINANCE DEPARTMENT, UH, PROMPT CHICAGO, ILLINOIS, THE GOVERNMENT FINANCE OFFICERS ASSOCIATION IS PLEASED TO ANNOUNCE THE CITY OF PORT ARTHUR, TEXAS HAS RECEIVED G F O A, WHICH IS THE GOVERNMENT FINANCE OFFICERS ASSOCIATIONS, DISTINGUISHED BUDGET PRESENTATION AWARD FOR ITS BUDGET.
AND I HAVE THE CERTIFICATE HERE, WHEREAS THE GOVERNMENT FINANCE OFFICERS ASSOCIATION, DISTINGUISHED BUDGET PRESENTATION OF WANT PRESENTED TO THE CITY OF PORT ARTHUR, TEXAS FOR THE FISCAL YEAR, BEGINNING, OCTOBER 1ST, 2021.
AND IT'S SIGNED BY MR. CHRISTOPHER MORRILL, THE EXECUTIVE DIRECTOR OF THIS ORGANIZATION.
SO TO THE, OUR FINANCE PRICES, WOULD YOU ALL STAY AT FERGUSON FROM THE FINANCE OFFICE, IF YOU ARE HERE? OKAY, WE WANT THERE AND Y'ALL CAN SEE IT.
WE DIDN'T GET YOU TO MAKE, I DIDN'T MAKE OUT HIS GAME ABOUT IT.
AND, UH, FOR OUR CITIZENS, OUR FINANCE DEPARTMENT IS DOING A GREAT JOB OR, UH, AND BEING STEWARDS OF OUR FINANCES AND PRESENTING A BUDGET THAT IS IN, UH, I GUESS, COMPLIANCE WITH, UH, UH, WHAT THEY WOULD CALL IT.
THEY CALLED IT, UH, UH, STANDARD ACCOUNTING PROCEDURES OR SOMETHING LIKE THAT.
THAT'S WHAT THEY CALLED IT WHEN I TOOK, UH, ACCOUNTING.
AND, BUT I'M MORE THAN SURE THAT THAT'S SOMETHING THAT, UH, STILL STANDS ON TODAY.
BEING 9 59, WE HAD A COUNTDOWN NOW AND WITH THE BLESSINGS OF THE ATTORNEY ARE REMOVED TO PAGE TWO OF OUR PRINTED AGENDA.
AND WE HAVE A PUBLIC HEARING, WHICH IS TO BEGIN IN ABOUT 30 SECONDS AND WE ARE AT THE COUNTDOWN.
AND I BELIEVE MAY I BEGIN ATTORNEY, OKAY.
ATTORNEY SAY THAT I CAN BEGIN.
[IV. PUBLIC HEARINGS — 10: 00 A.M.]
HEARING FOR THE PURPOSE OF RECEIVING PUBLIC COMMENT REGARDING THE PROPOSED THIS ANNEXATION OF TRACKS OF LAND AND THE CORPORATE LIMITS OF THE CITY OF PORT ARTHUR NEAR WEST PORT OFF THE ROAD.AND BRYANT DRIVE SAID TRACKS ATLANTA LEGALLY DESCRIBED AS 39 POINT 73 ACRES OF LAND OUT OF THE T N N O R R SURVEY SECTION NUMBER THREE, ABSTRACT NUMBER 2, 5 8, JEFFERSON COUNTY, TEXAS.
THE PUBLIC HEARING IS BEING HELD PURSUANT TO CHAPTER 43.142 OF THE LOCAL GOVERNMENT CODE, A DETAILED MAP OF THE PROPOSED AREA TO BE DID THIS ANNEX OR DNX IS ALSO AVAILABLE FOR INSPECTION AT THE PORT OFF THE CITY HALL, WHICH IS LOCATED HERE AT 4 44 FOURTH STREET HERE IN THE CITY OF PORT ARTHUR, BETWEEN THE HOURS OF 8:00 AM AND 5:00 PM MONDAY THROUGH FRIDAY.
AND IT IS CONTINUOUSLY ONLINE AT WWW DOT PORT AUTHOR T X DOT GO.
A SECOND PUBLIC HEARING OF THE CITY, UH, COUNCIL REPORT PORT ARTHUR, TEXAS WILL BE HELD ON APRIL 5TH, 2022.
THEREFORE THE CITY COUNCIL WILL CONSIDER, ARE THEY HAPPY? EXCUSE ME.
[00:25:01]
WILL CONSIDER AN ORDINANCE, UH, FORMALIZING.THE ANNEXATION OF SAID TRACKS AT ITS REGULARLY SCHEDULED COUNCIL MEETING ON APRIL 26TH, 2022.
SO AT THIS TIME WE WILL BEGIN THE PUBLIC HEARING AND BE THERE ANYONE IN THE AUDIENCE WHO WE CAN'T SPEAK ON THIS MATTER, OR YOU WANT TO INTRODUCE IT, ATTORNEY WE'LL COME BACK.
SO THIS IS A PUBLIC HEARING PURSUANT TO CHAPTER 43, UH, 1 42 OF THE LOCAL GOVERNMENT CODE, WHICH IS SUBJECT TO OUR CHARTER.
WE HAD A REQUEST FROM A LANDOWNER TO THE COUNCIL TO DISCONNECT SOME PROPERTY.
UM, SEVERAL YEARS AGO, THE LAND WAS ACTUALLY IN THIS, IN THE CITY LIMITS.
UM, IT WAS PLACED IN THE CITY LIMITS IN ABOUT 2008.
PRIOR TO THAT, IT WAS IN WHAT'S CALLED THE EXTRA TERRITORIAL JURISDICTION.
UM, AND THE REQUEST HAS BEEN MADE TO PUT IT BACK INTO THE ETJ AND OUTSIDE OF THE CORPORATE LIMITS.
SO BASICALLY WHAT WE HAVE HERE IS A MAP AND WE'VE HAD A COUPLE OF DISCUSSIONS ABOUT IT, BUT THERE'S A MAP THAT SHOWS THAT THE AREA IN RED, IF YOU ALL CAN SEE THAT IS ATTRACTIVE LAND NEAR WEST PORT ARTHUR ROAD AND BRAY DRIVE B R A I DRIVE.
AND THAT HAS PRIOR PREVIOUS IN PREVIOUS YEARS HAS BEEN AN INDUSTRIAL AREA.
IT WAS ONCE A BUSINESS CALLED US INTECH.
UM, THAT BUSINESS WAS, UH, SOLD, UH, CLOSED.
AND, UM, AT THE, SINCE THAT TIME, UM, SINCE ABOUT 2008, IT WAS BROUGHT INTO THE CITY LIMITS.
IT'S GOING TO BE USED FOR INDUSTRIAL TYPE BUSINESS PURPOSES, UH, NOW, AND THERE'S SOME EXPANSION THERE.
AND, UH, IT WAS, UH, DEEMED, UH, REQUESTED BY THE PROPERTY OWNERS THAT IT, IT GO BACK TO ITS ORIGINAL, UH, LOCATION IN THE ETJ.
SO WE'RE HAVING THE FIRST OF TWO PUBLIC HEARINGS.
THE NEXT PUBLIC HEARING WILL TAKE PLACE ON APRIL 5TH.
AND THEN ACCORDING TO STATE LAW, THE COUNCIL WILL BE ELIGIBLE TO DIS ANNEX THE PROPERTY ON APRIL 26.
UM, AND THERE THAT, THAT'S BASICALLY THE PRESENTATION THAT I HAVE.
UH, WE'RE JUST PRETTY MUCH BRINGING IT BACK, UH, INTO THE ETJ FROM THE CITY LIMITS.
AND THEY WILL ALSO, UH, MAKE ARRANGEMENTS FOR THE PROVISION OF SERVICES TO THEIR COMPANY.
UH, AND OF COURSE, UH, TO THE LOCATION, BECAUSE IT'S MORE THAN ONE PROPERTY OWNER, OF COURSE, BUT IF THERE IS ANY TYPE OF FIRE OR ANY TYPE OF ASSISTANCE OF FIRE SUPPRESSION OR ASSISTANCE NEEDED FROM THE CITY IN ALL OF THOSE INDUSTRIAL DISTRICT AGREEMENTS, UH, WE ALWAYS SERVE AS BACKUP.
SO THEY'RE NOT OUT THERE ALONE.
SO UPON COMPLETION OF THE DIS ANNEXATION, WE WILL HAVE SOME TYPE OF AGREEMENT IN PLACE AS WELL FOR THAT.
BUT, UM, BASICALLY THAT'S THE BULK OF MY PRESENTATION.
AND THEN MAYOR, I DON'T KNOW IF YOU HAVE ANY CITIZENS.
DO WE HAVE ANY COMMENTS FROM THE PUBLIC AND NO ONE CARES YOU MAKE ANY COMMENTS, ANYONE CARE TO MAKE ANY COMMENTS ON THEM? OKAY.
UH, COUNCIL PERSONS, DO YOU HAVE ANY COMMENTS ON THIS MATTER? THANK YOU ALL SILENCE.
WELL, WE'LL HAVE ANOTHER OPPORTUNITY ON APRIL 5TH, IF ANYONE HAS ANY CONCERNS AND WE'LL MAKE CERTAIN, THIS INFORMATION IS ON THE WEBSITE AS WELL.
SO NOW WE WILL, UH, END OUR, UH, PUBLIC HEARING.
SO WE IN A MOTION NOW TO END THE PUBLIC HEARING COUNCILMAN MARKS, SO MOVED, UH, SECOND, UH, COUNCILMAN, UH, MOSES OKAY.
AND SECOND THAT WE WOULD END THE PUBLIC HEARING THAT BEGAN AT 10:00 AM THIS MORNING THAT WE WOULD END IT AT 10:05 AM ON THIS DATE, MARCH 29TH, 2022 HERE IN COUNCIL CHAMBERS.
WE READY TO VOTE ALL IN FAVOR.
ANY OPPOSES THAT HAS HAPPENED TO US, ALL OF THE PUBLIC HEARING HAS NOW ENDED.
WE WERE NOW RETURNING TO THE NORMAL FUNCTIONING IN OUR PRINTED AGENDA AND UNDER ROMAN NUMERAL THREE,
[III.B.1. Presentation By Mistie Layne Of The Tween Esteem Camp Regarding A Self- Esteem Camp For Girls Ages 9- 12]
WE ARE[00:30:01]
AT PRESENTATIONS.WE HAVE A PRESENTATION BY MISTY LANE OF THE TWEEN ESTEEM CAMP REGARDING A SELF-ESTEEM CAMP FOR GIRLS AGES NINE THROUGH 12.
DO YOU ALL COME APPROACH AND STATE YOUR NAME AND ADDRESS PLEASE? GOOD MORNING.
I'M JOSEPH GILLERY, 39 37 GREENWAY APPOINT DRY PORT OFF THE TEXAS.
CHERYL WOULD DRIVE PORT ARTHUR, TEXAS COUNSEL.
JUST WANT TO SAY THANK YOU FOR ALLOWING US TO PRESENT THIS TO YOU THIS MORNING.
UH, MISSY AND I MET THROUGH, UH, DR.
KEN LAW ON MARCH 10TH AND, UH, WE HAD A MEETING.
WE SAT DOWN AND HAD A DISCUSSION AND WE WERE BLOWN AWAY BY HER STORY AND HER PASSION FOR CHILDREN.
AND AS YOU KNOW, AS ONE OF THE, UH, NEW ELECTED, UH, SOON TO BE JUDGE, UH, UH, GUILLORY, UM, THIS KIND OF 10 AND LYNN TO WHAT WE WANT TO DO, UH, WITH OUR KIDS IN OUR COMMUNITY, ADDRESSING SOME OF THE SOCIAL NEEDS, UM, UH, JUST AS YOU AND I HAVE A NEED TO SPEAK TO SOMEONE IT'S EASIER TO SPEAK TO SOMEONE THAT'S NOT FAMILIAR WITH US SO WE CAN SHARE MORE.
AND IN THIS LESSON AND IN THE, IN THIS, UH, ONE DAY CAMP, THE CHILDREN HAD AN, HAD AN OPPORTUNITY TO SHARE SOME, SOME DEEP INNER FEELINGS AND IT HELPED THEM AND WHAT HER PROGRAM, HER PASSION FOR WHAT SHE'S DOING.
IT ALLOWED THEM A PLATFORM TO BE SAFE AND SECURE.
SO WITHOUT FURTHER DO I WANT TO LET MISTY, UH, SHE BROUGHT A PRESENTATION ALONG, UH, TO SHARE WITH YOU SOME OF THOSE HIGH POINTS IN THE SUCCESS, UH, THAT WE HAD THIS PAST WEEKEND, UH, THIS IS AN IMPORTANT, UH, ISSUE, AND WE HOPE THAT YOU FEEL AS WELL, THAT THIS IS IMPORTANT TO OUR COMMUNITY.
AND NOW I WILL LET MISS THE, UH, GIVE A PRESENTATION.
THANK YOU, CITY COUNCIL FOR ALLOWING ME THE PRESENTATION.
I'M GOING TO JUMP RIGHT IN AT THE END, I WOULD LIKE TO HAVE TESTIMONY FROM ONE OF THE KIDDOS THAT THEY CAME TO THIS CAMP THIS PAST SATURDAY, BUT FIRST AND FOREMOST, I WANT TO THANK DR.
KINLAW FOR MAKING THIS ALL HAPPEN.
UM, YOU'LL UNDERSTAND WHEN I'M DONE WITH MY PRESENTATION, MY PASSION, WHY I'M SO PASSIONATE ABOUT SERVING THIS PARTICULAR AGE NINE TO 12, AND GOD SAVED ME.
I'M FULFILLING THAT REASON TODAY.
I'LL LISTEN TO THE DIRECTION HE SENDS ME AND DR.
KAHN, KEN LAW WAS PUT IN MY PATH DELIBERATELY AND INTENTIONALLY, AND I BELIEVE THAT'S WHY I'M STANDING HERE BEFORE YOU TODAY.
SO WITHOUT ANY MORE DELAY I'M GOING TO GET ON WITH IT.
I GREW UP IN SOUTHEAST, TEXAS.
HE'S GOING TO MONITOR THAT FOR ME.
I GREW UP IN SOUTHEAST TEXAS, UM, PRETTY, UH, AVERAGE NORMAL KID.
I JUST WENT THROUGH LIFE, UH, HIT SUCCESS RIGHT AWAY.
ALWAYS WANTED EVERYTHING, UM, TO PERFECTIONISM LEVEL.
UM, I KNEW I WANTED TO BE A SURGEON.
I SET MY SIGHTS ON THAT VERY EARLY IN LIFE AND I WORKED VERY, VERY HARD TO GET THERE.
YOU CAN JUST KEEP ROLLING IT FOR ME.
IF YOU WOULD, IS IT GOING? IT'S NOT GOING IT DIDN'T MOVE.
JUST HIT THE ARROW TO THE RIGHT AND THINK IT SHOULD GO.
CAN I, MAY I ASK MY APOLOGIES.
SO I WAS DESTINED, I WAS IN MEDICAL SCHOOL STUDYING TO BE A SURGEON.
IT HAPPENS TO ALL OF US UPS AND DOWNS.
I BLAMED MYSELF FOR A LOT OF THINGS THAT WENT WRONG IN MY LIFE.
I BECAME VULNERABLE AND I TRIED COCAINE AT AGE 32 FOR THE FIRST TIME IN MY LIFE.
I'M GOING TO BE VERY REAL WITH YOU TODAY BECAUSE THIS IS A VERY REAL AND VERY SERIOUS PROBLEM.
OUR CHILDREN ARE FACING SO MANY ISSUES TODAY.
THE FIRST TIME I DID A LINE OF COCAINE AND IT TOOK MY LIFE OUT OF CONTROL FOR 10 YEARS.
OUR CHILDREN ARE FACING THESE THINGS MUCH EARLIER, AND I COULDN'T EVEN IMAGINE HOW THEY,
[00:35:01]
HOW THEY COPE, HOW THEY CAN GET THROUGH IT.SO I FOUND MYSELF DOING ALL THE THINGS I SAID I WOULD NEVER DO BEHIND MY COCAINE ADDICTION.
I STARTED DOING ALL THOSE HORRIBLE THINGS, UM, LYING, STEALING, CHEATING, PROSTITUTING, EVERYTHING THAT COMES WITH IT.
I'LL LIVE THAT LIFE NEXT, PLEASE.
AND THEN ON SEPTEMBER THE 18TH, IF COULD YOU GO NEXT ON SEPTEMBER THE 18TH, I WAS IN THE WRONG PLACE AT THE WRONG TIME, DOING THE WRONG THINGS.
AND I WAS ATTACKED AND ROBBED, LOST CONTROL OF MY VEHICLE.
AND I KILLED SOMEONE AND I WOKE UP JAIL WITH MY MOTHER IN EMERGENCY WITH MY MOTHER OVER ME.
AND SHE'S THE ONE THAT HAD TO TELL ME I HAD KILLED SOMEONE.
SO I WAS FACING A 40 YEAR PRISON SENTENCE FOR MEDICAL SCHOOL, SITTING IN A JAIL CELL FACING 40 YEARS.
AND I THOUGHT MY LIFE WAS OVER.
WRITING WAS THE THERAPY THAT SAVED MY LIFE.
IF YOU COULD JUST KEEP ROLLING THEM, I DON'T KNOW WHAT'S HAPPENING.
I'M JUST GOING TO GO WITHOUT THE SLIDES.
IF YOU COULD JUST GET TO THE PART WITH THE KIDDOS, THAT'D BE GREAT.
JUST SO WE COULD SHOW THE CAMP.
UM, SO WRITING SAVED MY LIFE, UH, SERVED THE TIME I GOT A FIVE-YEAR SENTENCE.
I CHANGED MY LIFE AND THAT'S THE THING LIKE TEACH THE KIDS IS THAT THERE IS, UM, WHAT WE DO ON THE SURVIVAL SIDE OF ADVERSITY IS WHAT SETS US APART.
SO WE ALL HAVE MISTAKES WE GO THROUGH, BUT WHAT WE CHOOSE TO DO WITH THEM MOVING FORWARD, WE CAN MAKE A DIFFERENCE.
WE CAN MAKE AN IMPACT IN THE WORLD.
SO I HAD STARTED WRITING THE WRITING IS WHAT GAVE ME THE RELEASE.
IT STARTED THERAPY, BUT THEN WHEN I GOT OUT OF PRISON AND I WENT BACK AND RETURNED TO MY LIFE, DOING THE RIGHT THINGS, NOW, CHANGING MY LIFE, SAYING, GETTING THING AWAY FROM THE PEOPLE IN MY PAST, I WAS ABLE TO REBUILD.
WE GAIN TRUST BECAUSE AS WE DO THE THINGS WE'RE SUPPOSED TO, THOSE THINGS CAN COME BACK TO US.
UM, BUT I WAS TOO ASHAMED OF MY, MY PAST TO PUT ANYTHING IN A BOOK TO TELL ANYONE ABOUT THIS OLD UGLY PERSON.
THEN MY GRANDBABY WAS BORN ON SEPTEMBER THE 18TH, THE EXACT SAME DAY, EIGHT YEARS LATER THAT THE WRECK HAD HAPPENED.
SHE GOT STUCK IN THE BIRTH CANAL.
SHE CAME OUT BLIND IN DEATH FROM A BRAIN INJURY.
SHE COULDN'T EVEN HOLD HER OWN BODY TEMPERATURE.
AND I ACTUALLY ALLOWED MY PAST TO CONVINCE ME THIS WAS MY FAULT BECAUSE THE DATE WAS THE SAME AND THAT COULDN'T HAVE BEEN A COINCIDENCE.
SO I, I BELIEVE THIS WAS MY, MY PUNISHMENT.
AND I HAD TO STEP BACK AND REALIZE GOD DID NOT SAVE ME THROUGH ALL OF THAT TO STAY SILENT.
AND MY GOD DOESN'T LOVE LIKE THAT.
SO I DECIDED TO TAKE THE THINGS I HAD WRITTEN.
I CHANGED IT FROM AN, A PLACE OF BLAME AND ANGER TO A PLACE OF ACCOUNTABILITY AND FORGIVENESS.
AND I DECIDED THAT DAY, IT WAS TIME TO STEP UP AND SPEAK OUT.
WHEN I STARTED THE DRUGS, MY CHILDREN, MY TWO DAUGHTERS WERE IN THIS AGE GROUP NINE TO 12 AND IT DEVASTATED THEIR LIVES.
IT COMPLETELY CHANGED THINGS FOR THEM.
THERE'S THERE'S PROS ABOUT IT.
IT MADE THEM RESILIENT, BUT THERE'S ALSO OTHER THINGS THAT DID TO THEM.
IT DIMINISHED THEIR SELF-ESTEEM.
IT CRUSHED THEIR IDEALS, THAT, THAT THEY HAD THIS ONE WOMAN TYPE MOTHER.
SO THERE'S A LOT OF THINGS THAT CAME INTO PLAY.
THEN, YOU KNOW, THEY HAD MADE THEIR OWN CHOICES GOING THROUGH LIFE.
DO THEY DO DRUGS? DO THEY DON'T DO DRUGS? DO THEY GO WITH THIS CROWD, THIS CROWD? SO THAT'S MY PASSION NOW AHEAD TO SHARE THAT WITH YOU, BECAUSE I WANT YOU TO UNDERSTAND, I HAVE SUCH A PASSION TO SERVE THESE CHILDREN.
AND THIS IS MY BACKSTORY AS TO WHY.
SO MY WRITING IS MY PASSION AND I BELIEVE IT'S THERAPEUTIC.
SO I CAME UP, YOU CAN JUST ROLL NEXT.
I CAME UP WITH THESE CAMPS FOR THE NINE TO 12 YEAR OLD AGE GROUP, BECAUSE THEY'RE FACING SO MANY CHALLENGES.
THEY'RE FACING 16 BULLYING, UM, PROBLEMS WITH THEIR, EVEN THEIR TEACHERS AT SCHOOLS.
THEY'RE HAVING PROBLEMS IN THEIR HOME LIFE.
A LOT OF THEM HAVE ABSENT PARENTS.
THEY'RE LIVING WITH THEIR GRANDPARENTS.
I MEAN, THE LIST IS ON AND ON.
SO I SERVE THE NINE TO 12 YEAR OLDS.
I BRING THEM IN FOR A SIX HOUR CAMP AND THEY LEARN ABOUT SELF-ESTEEM.
THEY LEARNED TO STAND TALL, STAND PROUD, SPEAK WITH CONFIDENCE AND PROJECT, THEIR VOICE.
EVEN IF THEY'VE HAD PAST MISTAKES, I TEACH THEM THAT THEY CAN OVERCOME THEM, THAT THEY CAN SERVE WITH OTHERS.
I'VE TAUGHT THEM THAT THEY ARE NOW AN AUTHORITY.
IF THEY HAVE BEEN THROUGH FOSTER CARE, THEY ARE AN AUTHORITY ON WHAT THAT'S LIKE AT THAT AGE.
AND THEY CAN GIVE BACK AND SERVE TO SOMEONE ELSE.
IF THERE'S A NEW KID AT THEIR SCHOOL AND THEY DON'T HAVE ANY FRIENDS, I CALL ON THEM.
IF YOU'VE EVER BEEN A NEW KID AT SCHOOL, YOU KNOW WHAT IT'S LIKE, YOU'RE NOW AN AUTHORITY.
REACH OUT TO THIS NEW KID, MENTOR THEM, SHOW THEM IT'S GOING TO BE OKAY.
SHOW THEM HOW YOU CAN MAKE NEW FRIENDS.
I MEAN, THE LIST JUST GOES ON AND ON.
IT'S ABOUT TEACHING THEM THAT THEY CAN USE ADVERSITY FOR THEIR ADVANTAGE TO BLESS OTHERS.
SO MY TAGLINE FOR THEM IS TO JUDGE LESS AND MENTOR MORE IN THE WAY I FEEL WE CAN ACCOMPLISH THAT IS TO BRING EDUCATION AND AWARENESS TO THE TABLE ABOUT THE ISSUES.
[00:40:01]
A BIG IMPORTANT PART OF THIS DAY IS THE WRITING IS CALLED, WRITE IT OUT.I TEACH THE GIRLS THAT IF YOU'RE ANGRY, YOU CAN WRITE IT OUT.
IF YOU'RE CREATIVE, YOU CAN WRITE IT OUT.
IF YOU'RE SAD, IF YOU'RE HAPPY, WHATEVER IT IS AT THE END OF THE DAY, YOU HAVE PEN AND PAPER, YOU CAN ALWAYS TURN TO.
AND THAT, THAT IS AN EMOTIONAL RELEASE.
IT'S A RELEASE OF ENERGY TO TAKE YOU TO A BETTER PLACE.
AND I TELL YOU, I AM IMPRESSED WITH THE LEVEL OF COMMITMENT.
I SEE THESE GIRLS PUT IN TO THIS WRITING PART OF THIS, THIS SPORT SHOP.
THE LEVEL OF COMMITMENT THAT THEY SHARE.
WE ALSO TALK ABOUT FINANCIAL LITERACY.
I TEACH THEM THAT THEY CAN BECOME ENTREPRENEURS.
WE GIVE THEM DIFFERENT IDEAS, NAIL PAINTING, UH, YOU KNOW, CREATING POTTED PLANTS AND DECORATING THE VASES, WHATEVER IT IS THAT THERE'S A WAY FOR THEM TO EARN AN INCOME.
THEN WE TEACH THEM TO BE RESPONSIBLE WITH THE MONEY.
TWIN 20 CENTS GOES BACK INTO YOUR BUSINESS.
SO WE TEACH THEM ABOUT FINANCIAL LITERACY.
WE ALSO TEACH THEM, UM, HOW TO MANIFEST THEIR FUTURE.
YOU HAVE TO SEE IT AND BELIEVE IN IT TO CREATE IT.
SO WE DO VISION BOARDING WITH THE GIRLS WHERE THEY CAN ACTUALLY PUT ON, ON A POSTER BOARD, WHAT THEY WANT IN LIFE, AND THEY CAN HANG IT ON THEIR WALL AND THEY CAN BE REMINDED EVERY DAY I CAN DO THIS, AND THIS IS WHAT I WANT.
AND IT'S IMPORTANT TO HAVE GOALS.
IT'S IMPORTANT TO HAVE DREAMS TO WORK TOWARDS.
SO IT'S JUST A FUN-FILLED DAY.
IT'S NOT ALL REAL SERIOUS, BUT WE DO HAVE SOME FUN.
WE TURN THE LIGHTS OUT AND GIVE THEM A LITTLE DANCE BREAK.
UM, WE HAVE AGE APPROPRIATE MAKEUP, BUT MAKEUP ARTISTS COMES IN AND TEACHES THEM AT 13.
HOW MUCH IS TOO MUCH? WHAT COLORS? HOW DO WE DO IT? AND THAT IS BY FAR THE FAVORITE PART.
WHEN YOU TALK TO THE GIRLS AFTERWARDS, THAT'S THEIR FAVORITE PART OF THE CAMP IS THE GLOWSTICK PORTION AND THE MAKEUP PORTION.
UM, AND THEN WE JUST WRAP IT UP WITH A GRADUATION CEREMONY WHERE THEY GET UP AND GET A DIPLOMA.
THEIR PARENTS ARE THERE AND THEY SAY ONE THING THAT THEY'VE LEARNED THAT DAY AND WHAT THEIR FAVORITE PART OF THE DAY WAS.
SO, UM, I WOULD LIKE TO SHOW YOU, THESE ARE WHAT WE CALL CABOODLE KITS.
IT HAS OUR SPONSORS ON THE FRONT AND AN INSIDE IS JUST MANY ITEMS, UM, THAT WERE DONATED AND SOME WERE BOUGHT MAKEUP, UH, TOILETRIES, DIFFERENT, UH, ENCOURAGEMENT CARDS, ICEBREAKERS, BOWLING, FREE BOWLING, UH, FREE.
CHICK-FIL-A JUST THINGS THAT WE DONATED FOR THE GIRLS.
AND THEN WE ALSO HAD MISS MEG BROWN, WHICH IS BEAUMONT INTERNATIONAL, 2022.
SHE CAME IN AND TALKED TO THE GIRLS ABOUT THEIR MINISTRATION CYCLES.
AND IT WAS, UM, PRETTY SURPRISING THAT SOME OF THE GIRLS, WE HAD 30 GIRLS THERE, SOME OF THE GIRLS DIDN'T EVEN KNOW WHAT A PERIOD WAS OR THAT IT WAS COMING TO THEM IN THEIR LIVES.
SO THIS WAS A VERY VALUABLE SECTION.
SHE PASSED OUT LITTLE KITS FOR THEM AND TELL THEM THAT SHE'S TRYING TO IMPLEMENT THIS INTO ALL THE SCHOOLS.
SO THE COUNSELORS WILL HAVE THESE AND THE GIRLS WILL KNOW TO ASK FOR THE PINK BAG IF THEY NEED SUPPLIES.
SO IT'S JUST ONE FULL DAY OF EDUCATION, AWARENESS, MOTIVATION, INSPIRATION, AND TEACHING THE GIRLS, UM, TO GO AFTER THEIR DREAMS AND EMPOWERING THEM TO DO IT.
SO IF YOU DON'T MIND, I WOULD LOVE TO HAVE ONE OF THE GRADUATES COME UP AND SHARE FROM THIS PAST SATURDAY'S CAMP THAT WE HELD AT THE MEDICAL CENTER HERE IN PORT AUTHOR, MS. MIA PREVOST.
SO YOU'RE GONNA STAND WHAT GROUT STAND, WHAT? YOU'RE GOING TO STAND.
WHAT PROUD AND SPEAK WITH WHAT? CONFIDENT AND PROJECT YOUR VOICE.
I'M JUST GOING TO LET YOU SHARE WHAT YOU WANT.
SO I'M HERE PRIEBUS, AND I'M GOING TO SHARE A FIVE THINGS THAT I LIKED ABOUT MYSELF.
SECOND I'M IN STUDENT COUNCIL AT SCHOOL.
THIRD, I WORK SNACK SHACK AT SCHOOL, AND 4:00 AM UNIQUE FIVE AND I AM IN CHEER BECAUSE IT WORKS WITH, THEY FILL OUT DURING THE, OKAY.
ONE THING, YOU ARE GRATEFUL FOR A BIGGER SMILE.
ONE TIME JEN SITUATION OR A PERSON AND WHAT YOU ARE LEARNING FROM IT.
I LEARNED THAT WITHOUT A FEELING I WILL BE ALONE AND SCARED.
YOU'RE A GRATEFUL FOR MY MOM AND DAD.
LIZ, ONE THING YOU LIKE ABOUT YOURSELF, I AM SMART LISTS.
ONE FAVORITE MOMENT FROM TODAY, TODAY'S CAMP IN THE GLOW STATE PARTY.
NEXT, EVEN THOUGH THINGS DON'T SEEM PERFECT.
I AM GRATEFUL FOR MY FAMILY, MY LIFE, MY FRIENDS AND MY PARENTS.
[00:45:02]
I LOVE THESE UNIQUE THINGS ABOUT MYSELF.I AM SMART, EATING DIFFERENT FRUITS FROM DIFFERENT CULTURES.
I LIKE TRYING DIFFERENT HAIRSTYLES AND I AM TWO DIFFERENT RACES.
THAT WHY DO I FEEL THESE THINGS? I FEEL BLESSED BECAUSE I HAVE A LIFE.
I HAVE SIBLINGS AND I AM GRATEFUL.
I FEEL EXCITED BECAUSE I HAVE THREE LITTLE BROTHERS.
I FEEL BEAUTIFUL BECAUSE GOD MADE ME PERFECT.
I AM AWESOME BECAUSE I'M SMART AND I'M HAPPY.
AND I SAY, MY PRAYERS, I AM AT A CAMP.
I AM ALMOST A VALENTINE'S BABY.
THAT'S GOING TO PAUSE REAL QUICK.
THIS IS A WORKSHEET CALLED I AM AWESOME BECAUSE, AND I DON'T GIVE THE GIRLS A BREAK.
THERE'S A LOT OF BUBBLES AND THEY HAVE TO FILL IN.
AND SOME GIRLS WILL SIT STARING AT THIS PAPER AND CAN'T THINK OF ANYTHING TO WRITE ABOUT THEMSELVES, THAT THEY FEEL AS POSITIVE.
SO WE HAVE OTHER PEOPLE IN THE ROOM, VOLUNTEERS THAT GO AROUND AND WE SPEAK WITH THE, WITH THE YOUNG LADY, WE TEACH THEM HOW TO FIND THEIR OWN INTERVIEW AND IF THEY CAN FILL IN ALL THE BUBBLES.
SO EVERY GIRL LEAVES KNOWING HE IS UNIQUE AND ALSO, OKAY.
NEXT IS FINANCIAL LITERACY, 10 CENTS TO CHARITY, 10 CENTS, 20 CENTS TO FOSTER CARE AND 20 CENTS TO SPECIALISTS.
NEXT IS MY GRADUATION CERTIFICATE.
IT HAD MY NAME ON IT AND IT SAYS THE SIDE THAT, OKAY, NEXT IS MY VISION BOARD I HAVE WHEN I WAS IN THIRD PLACE.
AND I WANT TO CHECK FOR LAKE OR TELL HIM ABOUT IT.
THIS IS A VERY YOUNG ENTREPRENEURIAL MIND RIGHT HERE.
SO I WANT HAVE A SNOW CONE MACHINE PLACE, AND I WANT TO HAVE ALL THE FLAVORS.
AND I ALSO WANT TO HAVE ICE CREAM THING TOO.
SO CAN YOU TELL THEM A COUPLE OF THE THINGS YOU LEARNED? I LEARNED BEING, SELF-CONFIDENT BEING TIRED AND BRIANNE BRAVE AND BE WHO YOU WANT TO BE.
AND I'D ALSO LIKE TO ASK HER MOM UP REAL QUICK, PLEASE.
UM, I LEARNED RIGHT AWAY, UM, DURING THE ALT-RIGHT AFTERWARDS, UH, AFTER THE CAMP, THEY ATTENDED A GRADUATION AND THE PARENTS WERE ABLE TO, UH, WATCH THEM IN WASHINGTON SPEAK AND PRESENT EVERYTHING.
AND I NOTICED RIGHT AWAY THAT SHE LEARNED HOW TO BE SELF-CONFIDENT.
UH, SHE NORMALLY IS MORE ON THE RESERVED SIDE AND FOR HER TO JUST GET UP THERE AND TALK IN FRONT OF EVERYONE WITHOUT HESITATION, UH, WAS VERY PROUD OF HER FOR THAT.
SO I DID NOTICE A DIFFERENCE RIGHT AWAY.
SO SHE ACTUALLY CALLED ME THE NEXT DAY BECAUSE WE'RE PLANNING ANOTHER CAMP IN JULY AND SHE'S ALREADY WANTED ME.
I ALREADY WANTED TO SIGN UP AGAIN.
SO, SO SHE HAD ALREADY CALLED TO SIGN UP.
SO THIS IS AN EXCELLENT PROGRAM.
I'M VERY PASSIONATE ABOUT TEACHING IT.
I'M VERY PASSIONATE ABOUT SERVING THE COMMUNITY AT THIS AGE AND MY GOAL AND MY HOPE, AND MY DREAM IS TO ONE DAY, GET THIS IMPLEMENTED INTO OUR SCHOOL DISTRICT AND TO THE CURRICULUM, MAYBE TO BRING IT IN ON SATURDAYS AND JUST START GIVING TO THESE YOUNG GIRLS AND TEACHING THEM AND EMPOWERING THEM.
SO THANK YOU SO MUCH FOR YOUR TIME.
WELL, MS. COME ON BACK UP HERE.
UH, LIKE YOU SAID, IN THE BEGINNING, IT WAS SOME TYPE OF DIVINE MISSION ON THE, BOTH OF US, HOW WE MET, UH, YOU KNOW, HEARING YOU HEARING YOUR STORY.
YOU WERE THE VERY FIRST TIME I MET YOU.
YOU WERE TRANSPARENT ABOUT WHO YOU WERE AND WHERE YOU CAME FROM FROM YOUR PAST AND TO WHERE YOU'RE AT NOW.
I THINK PROGRAMS LIKE THAT AND LIKE THIS FROM AGES NINE TO 12 IS SO IMPORTANT FOR OUR YOUNG FEMALES.
UH, I LOOK AT TIK TOK AND I LOOK AT FACEBOOK AND I SEE SOME OF THE THINGS THAT THEY'RE DOING AT AN EARLY AGE.
AND I DON'T THINK THAT IT'S APPROPRIATE.
THIS IS SOMETHING THAT WE CAN CONSIDER
[00:50:02]
A PROCESS AND TEACHING OUR YOUNG LADIES, HOW TO BE YOUNG LADIES, GOING BACK TO THE OLD DAYS, GOING BACK TO THE OLD WAYS, YOU DON'T HAVE TO SHOW EVERYTHING TO ATTRACT A YOUNG MAN OR HUSBAND.YOU DON'T HAVE TO DO NONE OF THAT, THAT STUFF.
SO YOU GOT MY ATTENTION WHEN YOU STARTED OFF, UH, UH, YOU KNOW, MENTORING SHIP, A TRUST, FAVOR, A SHANE.
THIS IS SOME OF THE WORDS THAT YOU USE TODAY.
PASS TO DECISIONS THAT YOU MAKE TRANSPARENT.
YOU SAID DRUGS, HUMAN TRAFFICKING, JUDGE, LESS MENTAL MORE.
WE HAVE ALL THOSE THINGS IN OUR COMMUNITY.
AND IF WE DO NOT EMPHASIZE OFF, WE DON'T INVEST INTO OUR YOUNG PEOPLE.
NOW THESE ARE, THESE ARE, THESE ARE OUR FUTURE LEADERS.
WE HAVE TO SHOW THEM HOW TO BE LEADERS.
WE HAVE TO SHOW THEM HOW TO BE PARENTS.
WE HAVE TO SHOW THEM HOW TO BE ENTREPRENEURS.
THIS IS OUR JOB AS ADULTS, AS LEADERS OF THIS GREAT CITY.
SO I APPLAUD YOU IN THE, IN THIS PARTICULAR PROGRAM.
I LOOKED AT THE PICTURES, I SAW THE VIDEOS AND THIS YOUNG LADIES WERE VERY RESERVED AND DON'T GIVE UP ON YOUR DREAM YOUNG LADY.
IF SOMEBODY TELL YOU, YOU CAN'T DO IT, YOU, YOU STUDY TWICE AS MUCH AND TO DO THOSE THINGS.
BUT THANK YOU, MISTY LANE, UH, I'M ON BOARD.
I WILL SUPPORT WHATEVER I MUST DO.
I'LL BE BY YOUR SIDE AND MENTORING OUR YOUNG FEMALES.
WE'RE GOING TO BE CALLING ON THE CITY.
I WILL NOW WELL AND HOPE, UM, OF THIS PRESENTATION.
WE WOULD HOPE THAT THE CITY, UH, WOULD FIND A WAY TO ASSIST US WITH THE LOCATION SO THAT WE CAN PUT THIS PROGRAM ON, ON A CONTINUOUS BASIS.
SO, UH, WE WOULD DISCUSS IN, UH, THE TAM'S BUILDING.
IF THAT'S AVAILABLE, IF YOU HAVE ANY OTHER RESOURCES IN THE CITY THAT WE ABLE TO UTILIZE, IT'D BE, WE'LL BE GRATEFUL.
UH, WE KNOW THAT IT IS IMPORTANT THAT IT IS A NEED.
UH, OUR KIDS ARE STRUGGLING, UH, WITH JUST, UH, HAVE AN INABILITY, JUST TO COMMUNICATE WITH ONE ANOTHER.
I MEAN, YOU LOOK AROUND THE CITY WITH THE, UH, THE CRIME RATE IN THESE MURDERS AND INCIDENTS THAT HAVE OCCURRED.
IMAGINE IF THEY JUST HAD AN OUTLET.
AND NOW WE'RE JUST FOCUSING HERE NOW ON GIRLS NINE TO 12, BUT I'M ALSO ASSOCIATED WITH THE MAIN CONFERENCE AND WE'RE SO WE'RE, WE ARE TARGETING YOUNG MEN TO DO THE, EXACTLY THE SAME THING.
SO, UH, EVENTUALLY WE HOPE THAT THIS PROGRAM WILL EXPAND WHERE WE CAN PARTNER WITH MORE, UH, INDIVIDUALS, UH, THAT HAVE PROGRAMS THAT ALREADY EXIST.
WE JUST WANT TO BRING THOSE THINGS TOGETHER.
AND IF WE CAN DO THAT, WE CAN POSSIBLY, UH, UH, UTILIZE IN THE FUTURE, THE CIVIC CENTER, WHERE WE GOT BREAKOUT SESSIONS, EIGHT TO FIVE, HAVE SOME BREAKOUT SESSIONS, UH, WITH ALL THE DIFFERENT MENTORING PROGRAMS IN THIS CITY.
CAUSE WE HAVE A LOT OF PEOPLE DOING A LOT OF GREAT THINGS ALREADY.
SO HOPEFULLY THEY CAN GRAVITATE TOWARD THIS.
THEY CAN SEE THE IMPORTANCE OF WHAT WE'RE DOING HERE.
AND AS JUST ANOTHER PIECE, THESE ARE SOME THINGS THAT I INTEND TO PARTNER WITH.
I INTEND TO MAKE SURE I ASSOCIATE MYSELF WITH, BECAUSE I UNDERSTAND THAT THESE ARE THE TYPE OF PROGRAMS THAT ARE GONNA HELP, UH, REDUCE SOME OF THE, UH, PROBLEMS IN OUR COMMUNITY.
SO I'M PROUD TO SAY THAT, UH, THIS IS MY FRIEND AND I APPRECIATE HER EFFORTS AND EVERYTHING THAT SHE STANDS FOR HER AGAIN, HER, HER STORY ALONE, SINCE CHILLS, EVERY TIME I THINK ABOUT IT.
AND WE ALL HAVE AN OPPORTUNITY TO LOOK AT OUR PAST AND WHERE WE STARTED FROM AND WHERE WE ARE NOW, UH, WE WOULD HAVE A STORY TO TELL TOO, AND WE WANT TO GIVE OUR CHILDREN THE SAME OPPORTUNITY TO TELL THEIR STORY IN A QUIET SETTING, IN AN AREA WHERE IT'S IT'S, IT'S THERE'S TRUST THERE.
UM, BECAUSE A LOT OF OUR KIDS, WHEN WE FOUND, UH, HAD SOME, HAD SOME THINGS TO SHARE AND, UH, WE ALL HAVE PARENTS, THEY ARE PARENTS, THEY HAVE, THEY JUST DIDN'T FEEL COMFORTABLE TELLING HIM BECAUSE THEY DIDN'T WANT TO BE JUDGED BY WHAT THEY WERE GOING TO EXPOSE ABOUT THEMSELVES.
SO THIS OFFERED A PERFECT OPPORTUNITY, UH, WHAT WE DIDN'T HAVE ENOUGH OF.
AND WE HOPE THAT THIS, UH, UH, PRESENTATION, WE INSPIRE THE CITIZENS OF PORT AUTHOR TO TAKE ACTION, TO STAND UP FOR THAT CHILD.
UH, CAMPS ARE SOMETHING THAT IS NOT FAMILIAR UNLESS THERE'S A BASKETBALL CAMP, A FOOTBALL CAMP.
WHEN WE'RE TALKING ABOUT AN EDUCATIONAL CAMP, WE'RE TALKING ABOUT A SELF-ESTEEM CAMP, THE, THE, THIS IS WHAT WE NEED FOR OUR YOUNG KIDS.
UH, AND AGAIN, UH, W WE WANT TO SAY THAT IT WAS BY DIVINE NATURE, GOD PLACES ALTOGETHER, WHEN, WHEN DR.
KEN LAW, UH, CONTACTED ME SAYING, I GOT SOMEONE I NEED YOU TO MEET.
I DIDN'T UNDERSTAND WHAT HE WANTED.
I DIDN'T UNDERSTAND THE MAGNITUDE, BUT ONCE WE SAT DOWN AND WE, AND WE HEARD THE STORY BLOWN AWAY AND FOR, FOR GOD TO SHOW HER A FAVOR AND GIVE HER A SECOND CHANCE, UH, AT LEAST WE CAN DO IS FIND A WAY TO HELP HER AND BRING HER DREAM TO FRUITION, HELP OUT A YOUNG KIDS IN OUR COMMUNITY, BOYS AND GIRLS.
MAY I SHARE ONE QUICK, COUNCILMAN WANTS TO SPEAK TO YOU.
I JUST WANTED TO SAY THANK YOU, UM, FOR YOUR CURRICULUM THAT YOU'VE CREATED AND WHAT YOU'RE DOING FOR THE
[00:55:01]
TWINS IN OUR COMMUNITY, NINE TO 12 ARE VERY IMPORTANT AGENTS FOR OUR KIDS, AND THEY MAKE SIGNIFICANT DECISIONS AT THAT TIME.SO THANK YOU FOR YOUR INSIGHT FOR SHARING FOR YOUR OPENNESS.
AND WE CERTAINLY APPRECIATE IT.
I WANT TO SAY TO MIA, I WROTE UP ON THE ELEVATOR WITH HER, AND SHE WAS JUST A LITTLE NERVOUS, BUT SHE DIDN'T HAVE ONE THING TO BE WORRIED ABOUT.
WE REALLY APPRECIATED YOUR COMMENTS STAND TALL, YOUNG LADY.
I JUST LIKE TO SAY THE SAME THING.
I SAW YOUR FLYERS AND, UH, MR. GUILLORY, THAT SOON TO BE JUDGED GALLERIES, FLYERS, THERE WERE POSTED AND JUST INTERESTED IN KNOWING WHAT YOU'RE DOING.
I'M SO GLAD YOU'RE HERE BEFORE US TODAY.
I JUST REALLY ENJOYED YOUR PRESENTATION AND WHAT YOU'RE DOING FOR YOUNG.
UM, THOSE ARE IMPRESSIONABLE YEARS, UM, FOR A GIRL.
AND SO, UM, WHAT, ALL OF WHAT THEY'VE LEARNED IN THE SELF-ESTEEM AND INSANE AND REITERATING I AM, AND WHAT I AM DOING IS SO VALUABLE.
THANK YOU FOR YOUR IMPARTATION INTO THE, UNTIL THE, OUR BABIES AND TO MIA.
YOU JUST, UH, JUST TOOK MY HEART AWAY AS YOU WERE REPEATING.
AND YOU JUST STAY WITH THAT, THE REST OF YOUR LIFE AND YOU, YOU, UH, AS WE'VE ALL SAID, YOU CAN DO ANYTHING, MOM.
THANK YOU SO MUCH FOR COMING BEFORE US.
WELL, WE THANK YOU ALL FOR YOUR PRESENTATION AND YOUNG LADY.
AND WHAT YOU'VE SAID, CITY, THE GIVING YOU WHAT YOU NEED.
AND WE APPRECIATE WHAT YOU ALL HAVE DONE, WHAT YOU ALL DOING, AND GOD BLESS YOU.
KEEP IT UP, KEEP UP THE GOOD WORK.
ONE QUICK THING THAT I'D LIKE TO LEAVE YOU WITH.
MY ULTIMATE GOAL HERE IS TO TAKE ALL THE, WITH ALL THE YOUNG LADIES THAT ATTEND A CAMP IN 2022 I'M AT 12TH TIME BESTSELLING AUTHOR, I WOULD LIKE TO HAVE THEM WRITE A CHAPTER, PUT IT IN A BOOK AND PUBLISH IT AND TURN THESE YOUNG LADIES INTO BEST-SELLING AUTHORS AT 9, 10, 11, AND 12 YEARS OLD.
WE'RE GOING TO MOVE TO THE MOVE TO THE NEXT ORDER OF BUSINESS.
[III.B.2. Presentation By Staff Status Update On The Landfill]
BY STAFF, UH, ON THE STATUS OF THE LANDFILL.GOOD MORNING, MAYOR AND COUNCIL.
UM, WE HAVE WITH US HERE, MR. J WARREN MOORE MURRAY.
HE IS AN ENGINEER WITH SCS ENGINEERS, WHO IS THE ENGINEERING FIRM THAT HAS BEEN CONTRACTED, UM, TO, UH, HANDLE LANDFILL MATTERS BEFORE THE CITY.
UM, BECAUSE YOU CAN GO TO THE NEXT, NEXT SLIDE.
UM, WE'VE BEEN CONTRACTED TO, UH, UH, DO WORK WITH THE CITY AT THE LANDFILL FOR LAST 20 YEARS OR SO RIGHT NOW WE'VE GOT ABOUT SIX DIFFERENT PROJECTS THAT WERE IN OUR CONTRACT WITH, UM, ONE OF THEM I THINK, UH, THAT HAS BEEN PARTICULARLY, I GUESS, OF INTEREST RIGHT NOW IS MOST RECENT PROJECT HAS BEEN THE, UH, REPAIR OF SOME, UH, GAS MONITORING PROBES OUT OF THE LANDFILL.
UM, SO RIGHT NOW WE'VE GOT, UH, SIX PROJECTS.
ONE IS THE REPAIR GROUNDWATER MONITORING, WELLS AND GAS PROBES.
UH, NEXT WE HAVE OUR ANNUAL, UH, AIR SERVICES, GROUNDWATER MONITORING, GAS MONITORING.
UH, WE HAVE A WE'RE UNDER CONTRACT TO ASSIST THE CITY WITH THE SOIL, UH, PROJECT FROM THE, UH, PROPOSED BECHTLE FACILITY.
UH, UH, WE HAVE, UH, ROJAN AND SEDIMENT CONTROL ENGINEERING, UH, SOUTH ATTENTION POND ENGINEERING, UH, AN ALTERNATE DAILY COVER PERMIT MODIFICATION AND GROUNDWATER ASSESSMENT.
WE'LL GO THROUGH ALL OF THESE THINGS SO WE CAN GO TO THE NEXT ONE.
UM, THE FIRST, THE FIRST PROJECT IS THE REPAIR OF, UH, THE GROUNDWATER MONITORING WELLS AND THE GAS PROBES THERE.
UH, WE JUST GOT APPROVED FOR THAT FROM THE CITY A WEEK OR SO AGO.
UH, THERE'S UH, 15 GROUNDWATER MONITORING WELLS AND S FIVE OR SIX GAS PROBES THAT ARE IN VARIOUS STAGES OF REPAIR.
[01:00:01]
SO WE'RE GOING TO BE DOING THAT.UM, IN DECEMBER OF LAST YEAR, THE TCEQ, UH, UH, DID AN AUDIT AND WHILE WE WERE DOING OUR GAS, OUR GAS MONITORING EVENT, AND THEY NOTED FOR, UH, GAS PUBS THAT WERE IN NEED OF REPAIR.
THEY ALSO HAD SOME OTHER CONCERNS, BUT ALL OF THOSE OTHER CONCERNS HAVE SINCE BEEN RESOLVED.
SO THIS IS A CHRONOLOGY OF SORT OF WHAT HAPPENED WITH THE GAS PROBE REPAIRS.
UH, IN EARLY NOVEMBER OF LAST YEAR, WE WENT OUT TO THE SITE AND DID AN EVALUATION OF ALL THE GROUNDWATER, WELLS AND GAS PROBES.
AND WE, WE PROVIDED THE CITY WITH A REPORT DETAILING ALL THE DIFFERENT GAS PROBES AND GROUNDWATER MONITORING WELLS THAT WERE IN VARIOUS STAGES OF MAINTENANCE OR REPAIR.
UH, THEN IN DECEMBER, THE, AS I PREVIOUSLY MENTIONED, THE CITY OF THE TCEQ CAME OUT AND DID AN AUDIT OF OUR GUESTS MONITORING, UH, UH, EVENT.
AND, UH, THAT'S WHEN THEY NOTED THE FOUR, UH, THE FOUR GAS PROBES THAT WERE IN NEED OF REPAIR.
UM, AND THEN THEY PROVIDED US WITH A, A, THEY PROVIDED THE CITY WITH AN INITIAL, UM, EXIT INTERVIEW WHERE THEY LISTED THESE GAS PROBES IN JANUARY.
AND THEY SAID, WELL, THIS IS, THIS IS GOING TO BE A, UH, UH, AN UNOFFICIAL NOTIFICATION.
SO WE PROVIDED THE CITY WITH A, WITH A PROPOSAL AT THAT TIME TO ACTUALLY TAKE CARE OF THE, THE REPAIRS THAT, UH, THAT THEY WERE REQUESTING.
BUT THEN THE FINE, THE OFFICIAL NOTIFICATION FROM THE TCEQ WAS, WAS SUBMITTED ON FEBRUARY 24TH, I BELIEVE.
AND AT THAT POINT, THEY, UH, THEY IMPOSED A, A DEADLINE FOR ADDRESSING THEIR CONCERNS, UH, MARCH 21ST.
SO, UH, WE WENT THROUGH, UH, THE CITY CONTRACTOR WITH US.
MOST OF, MOST OF THE CONCERNS HAD BEEN BEEN ADDRESSED AT THAT POINT.
AND THEN, UH, ON MARCH 14TH, UH, THE CITY AUTHORIZED US TO, TO BEGIN THE REPAIR WORK.
SO WE CURRENTLY HAVE THAT SCHEDULED.
IT'S GOING TO START, UH, NEXT MONDAY, UH, ON THE 21ST IN ACCORDANCE WITH THE TCQ REQUEST, WE PROVIDED THEM A CORRESPONDENCE, DETAILED, ALL THE THINGS THAT WE HAD, THAT, THAT THE WE IN THE CITY HAD DONE TO ADDRESS THOSE ISSUES.
AND, UH, UH, WE SUBMITTED TO, TO THE TCQ AND INCLUDING THE PURCHASE ORDER FOR THE WORK THAT WE CONTRACTED WITH THE CITY TO DO.
AND THEY REPLIED ON THE NEXT DAY THAT THAT PURCHASE ORDER, THE FACT THAT THE CITY HAD ART HAD APPROVED THE WORK WAS SUFFICIENT FOR THEM, AND THEY CONSIDERED THE ISSUE RESOLVED.
SO AT THE, THE FINAL APPROVAL FROM THE TCEQ WILL COME ONCE WE FINISHED ALL THE REPAIRS, WE'RE LOOKING AT ABOUT THREE WEEKS WORTH OF WORK.
UH, THE NEXT, THE NEXT, UH, PROJECT WE HAVE IS WE JUST DID ANNUAL GROUNDWATER MONITORING AND GAS MITERING.
THE GROUNDWATER MONITORING IS EVERY SIX MONTHS.
THE GAS MONITORING IS EVERY FOUR MONTHS.
UM, AND THEN WE ALSO HAVE ANNUAL AIR SERVICES, THERE'S TITLE FIVE REPORTING, UH, EMISSIONS INVENTORY, AND EMISSION FEE REPORTING.
THE 20, 22 GREENHOUSE GAS REPORTING.
MOST OF THESE ARE EPA DRIVEN, AND THEN THE 2021 NSPS WHICH NEW SOURCE PERFORMANCE STANDARDS, UH, NEXT PROJECT IS THE CITY SOIL, UH, UH, PROJECT FROM BECHTLE.
THE CITY IS, UH, THE LANDFILL OPERATES AT A SOIL DEFICIENCY.
SO THEY HAD TO BRING IN SOIL TO PROVIDE FOR DAILY AND INTERMEDIATE AND FINAL COVER.
UH, AND THAT RIGHT NOW IS A VERY SUBSTANTIAL EXPENSE TO THE CITY.
SO IF THE CITY CAN GET A SUBSTANTIAL AMOUNT OF SOIL FROM THE BECHTLE, UH, EXCAVATION, THAT WOULD SAVE A SIGNIFICANT FUNDS AND, AND JUST ANNUAL OPERATING FUNDS, UH, ADDITIONALLY WE'RE PREPARING SEDIMENT AND EROSION CONTROL PLANS TO, TO ADD ON BERMS AND DRAINAGE FEATURES, UH, ON THE LANDFILL TO KEEP SEDIMENT FROM RUNNING OFF AND CLOGGING THE ADJACENT, UH, UH, WATERWAYS.
UH, AND WE HAVE A PROJECT THAT WE STARTED A BIT AGO, THAT'S SOUTH, THAT
[01:05:01]
DETENTION POND.UH, THIS IS REQUIRED BY THE PERMIT FOR THE DEVELOPMENT OF THE LANDFILL.
UH, RIGHT NOW THE IDEA IS THAT WE'RE GOING TO COMBINE THAT CONSTRUCTION WITH THE SEDIMENT EROSION CONTROL PROJECT.
SO IT CAN ALL BID AS, UH, THE ALTERNATIVE DAILY COVER, UM, INSTEAD OF DOING DAILY COVER WITH JUST SOIL, WHICH COSTS MONEY, UH, WE CAN ALSO DO IT WITH THIS, UH, SPRAY ON COVER.
UH, WE PREPARED A TEMPORARY AUTHORIZATION.
THE DC CQ REQUIRES YOU GET 180 DAY TEMPORARY AUTHORIZATION, DO SOME REPORTING DURING THAT TIME.
AND THEN YOU GOT TO DO A SECOND TEMPORARY AUTHORIZATION FOR ANOTHER HUNDRED 80 DAYS.
AND THEN IF EVERYTHING GOES WELL, WHICH THERE'S NO REASON NOT TO EXPECT IT WOULD, UH, THEN YOU CAN DO A PERMIT MODIFICATION AND GET A PERMANENT APPROVAL OF THAT.
THE, THE A WEEK WE SUBMITTED THAT, UH, TEMPORARY AUTHORIZATION REQUEST LAST WEEK.
AND I WOULD EXPECT THAT WE SHOULD PROBABLY HEAR AN APPROVAL WITHIN A MONTH AND THE CITY SHOULD BE ABLE TO START USING THAT, THAT ABOUT, UH, A COUPLE OF THREE WEEKS LATER.
THE CITY'S ALREADY HAS THE EQUIPMENT TO DO THIS AND THE MATERIALS.
SO THEY CAN, AS SOON AS THEY GOT ALL THE APPROVALS IN PLACE, THEY CAN START USING THIS.
AND THEN WE HAD THE, SOME OF THE GROUNDWATER WELLS FROM A YEAR OR TWO AGO, UH, HAD SOME ELEVATED, UH, UH, READINGS THAT THE TCEQ WANTED FURTHER ASSESSMENT OF.
AND SO THAT'S, THAT'S WHAT THIS IS ABOUT.
WE, NOW THAT PROJECT'S ALMOST DONE, UH, THIS IS JUST A SLIDE THAT SHOWS THE DIFFERENT PROJECTS AND WHAT SORT OF STAGE OF COMPLETION THEY ARE.
UM, SOME OF THESE PROJECTS, UH, MAY HAVE A COUPLE OF MORE MONTHS RUNNING, UH, AND THEN SOME OF THEM PROBABLY GONNA RUN OUT THE BECHTLE SOIL PROJECT COULD PROBABLY RUN OUT A COUPLE OF YEARS.
SO, UM, OTHERWISE I'VE GOT, UH, VARIOUS SLIDES ON SCS ENGINEERS.
WE'VE BEEN DOING A VARIETY OF SERVICES FOR THE CITY OVER THE LAST 20 YEARS, UH, INCLUDING DOING PERMIT EXPANSIONS AND, AND PERMIT MODIFICATIONS, ALL THE VARIOUS MONITORING EVENTS.
YOU CAN GO ON IS JUST THIS SLIDE SHOWING, UH, BASICALLY THE TEAM THAT I HAVE AVAILABLE, UH, HERE IN TEXAS TO PROVIDE SERVICES FOR STS SOME OF THEIR EXPERIENCES.
SO WITH THAT, I'LL TAKE, UH, ANY QUESTIONS.
UM, THANK YOU FOR YOUR PRESENTATION ON TODAY.
THE QUESTION I HAVE IS, IS THAT, UM, UH, CURRENTLY OUR LANDFILL IS NOT RUNNING AS A, UH, IS NOT RUNNING AS A FINANCIALLY SOLVENT ENTERPRISE.
WE'RE NOT, WE'RE NOT, UM, IN THE POINT RIGHT NOW WHERE, UH, WE ARE PROFITABLE, WE'RE WORKING IN A DEFICIT.
UM, THE QUESTION THAT I HAVE FOR YOU, UH, IS AS YOU LOOK AT IT THROUGH YOUR EYES, UH, WHAT HAS TO HAPPEN AND TRANSPIRE IN OUR LANDFILL? WHAT DO WE HAVE TO DO ULTIMATELY TO GET TO THAT POINT? UH, ONE OF THE THINGS THAT, UM, WE HAVE DISCUSSED AND SHARED IS, AND I APPRECIATE ALL OF THOSE INDIVIDUALS WHO ARE WORKING DR.
HANEY, OUR CITY MANAGER, WHO ARE WORKING ON THIS LANDFILL, BUT I'VE BEEN NOW ON THE CITY COUNCIL FOR THESE TWO YEARS GOING INTO THE THIRD YEAR.
AND, UH, I JUST WANT TO KNOW, YOU KNOW, WE DON'T HAVE ANY OF THE REFINERIES, UH, RIGHT NOW IN OUR LOCAL AREA WHO ARE BRINGING THEIR WASTE TO US.
THEY BYPASS US AND THEY GO TO BEAUMONT, UH, AND, UH, THEY BRING THEIR WEIGHTS.
I UNDERSTAND THAT THAT IS A DIFFERENT KIND OF WASTE.
I UNDERSTAND THAT, YOU KNOW, YOU HAVE TO HAVE THE TCEQ, UM, DESIGNATIONS AND ALL OF THAT, THAT HAPPENS IN TRANSPIRES, BUT IT IS IMPERATIVE THAT WE, UH, GET OUR LANDFILL, UH, INTO A PLACE AND, AND CAUSE IT AS WELL, UH, TO BE A FIRST CLASS ORGANIZATION, UH, AND, AND ORGANIZATIONALLY RUN.
SO WHAT CAN YOU SHARE WITH THIS COUNCIL AND FOR ALL OF US, AS YOU LOOK THROUGH YOUR EYES OF WHAT CAN BE DONE? UM, WELL, RIGHT NOW I WOULD SAY IN DR.
HANEY IS GOING TO BE MORE FAMILIAR.
I'M SURE WITH THE FINANCIAL, UH, SITUATION WITH THE LANDFILL, I, I'VE NOT BEEN INVOLVED WITH THAT REALLY ANY, BUT I HAVEN'T NOTICED ANY PARTICULAR AREAS WHERE I I'VE SEEN, UH, DOWNFALLS.
WE DO HAVE IN, IN SCS, WE'VE GOT A GROUP OF PEOPLE THAT ARE PRIMARILY ACCOUNTANTS.
[01:10:01]
MOST OF US ARE ENGINEERS AND SCIENTISTS.UH, BUT WE DO HAVE ACCOUNTANTS THAT WILL DO RATE STUDIES THAT WILL GO IN AND LOOK AT ALL THE COSTS, UH, OF RUNNING A LANDFILL, PARTICULARLY FOR MUNICIPALITIES.
AND, AND WE'LL MAKE RECOMMENDATIONS FOR ONE, WHAT THE BUDGET SHOULD BE EVERY YEAR AND THEN TWO, UH, WHAT YOU SHOULD, WHAT YOU SHOULD BE CHARGING FOR YOUR WASTE TO, TO MAKE MONEY AND BE COMPETITIVE.
AND THEY WILL GO IN AND LOOK AND SEE WHAT THE, WHAT THE, UH, UH, OTHER SURROUNDING LANDFILLS ARE, ARE, ARE CHARGING.
AND, AND IN THIS CASE, YOU'VE GOT TO COMPETE WITH BEAUMONT AND WITH REPUBLIC.
UM, SO, YOU KNOW, THEY, THEY COULD DO THAT AS FAR AS OPERATIONAL THINGS.
OF COURSE THE ALTERNATIVE DAILY COVER IS GOING TO SAVE ON SOME OF YOUR SOIL COSTS.
UM, BUT I HAVEN'T NOTED ANYTHING IN PARTICULAR THAT I CAN THINK OF THAT I WENT, OH, THAT'S A REAL EXPENSE THERE.
UM, AND IF THE, IF THEY'RE TAKING WASTE TO BEAUMONT, UH, THAT I'M, I'M NOT, I'M NOT SURE WHY, UH, UNLESS IT'S JUST A, A RATE DEAL, GOOD MORNING, MAYOR AND COUNCIL, LET ME ELABORATE A LITTLE BIT ON THAT.
AS YOU KNOW, THE BUDGET THAT WAS APPROVED FOR THIS YEAR INCLUDED A $1.3 MILLION DEFICIT, UH, PROJECTED TOWARDS THE END OF THE YEAR.
AND THE COUNCIL TOOK THE HARD ROAD TOWARDS, UH, ALLOWING US TO HAVE A RATE INCREASE IN ORDER TO TRY TO BALANCE THE BUDGET, BUT THAT'S NOT THE ONLY THING WE ARE DOING.
WE'RE ALSO CHANGING THE WAY WE OPERATE AS WELL IN ORDER TO PROVIDE SOME SAVINGS.
SO UP TO DATE, THE EXPENDITURES, THE LANDFILLS BUDGET IS AT 45%, AND WE ARE ALMOST HALF OF THE YEAR.
SO REGARDLESS OF THE EQUIPMENT DAMAGE THAT WE'VE BEEN HAVING, WE'RE STILL ARE ABLE TO OPERATE WITHIN THE BUDGET SO FAR, AS FAR AS REVENUE UP TO THE, UP TO 24 WEEKS.
IF WE TAKE THAT AND PROJECTED TOWARDS THE END OF THE YEAR, WE HAVE ALREADY CUT DOWN THAT DEFICIT ABOUT 400 TO 500,000.
AND WE'RE PROJECTING THAT BY THE END OF THE YEAR, WE CAN OVERCOME THAT BECAUSE A LOT OF OUR WORK AT THE LANDFILL SPECIFICALLY HAPPENS DURING THE SUMMER MONTHS.
UH, I'LL GIVE YOU AN EXAMPLE ON THE SAVINGS.
WE HAVE A $780,000 BUDGETED DOLLAR AMOUNT THIS YEAR FOR DIRT.
SO FAR, WE'VE ONLY SPENT AROUND 240,000.
SO WE ALREADY HAVE ABOUT 160, 180,000 SAVINGS.
AND IN A MONTH, ONCE WE CAN USE THE ALTERNATE COVER THAT WE HAVE APPLIED FOR THE TCEQ TO ACCEPT, AND THEY WILL, THAT SAVINGS IS GOING TO EVEN BE MORE.
SO WE ARE HOPING THAT THIS YEAR WILL BE ONE OF THE FIRST YEARS IN MANY YEARS, WHERE THE LANDFILL WILL END UP WITH THE BALANCED BUDGET GOD-WILLING AND NO EMERGENCIES TAKE PLACE AND NO TYPE OF WEATHER DISASTERS TAKE PLACE.
AND, UH, IF WE DON'T, WE'RE GOING TO BE VERY CLOSE TO IT.
WE'RE DEFINITELY NOT GOING TO BE IN THE $1.3 MILLION RANGE THAT IT WAS ORIGINALLY PROJECTED.
SO WE WERE MAKING A LOT OF CHANGES TO PREVENT THAT FROM HAPPENING AND HOPING THAT WE DON'T HAVE ANY SERIOUS EMERGENCIES THAT WILL REQUIRE US TO GO OUT AND SPEND MONEY.
SO IT'S A GREAT POINT, BUT WE WERE ONLY ABLE TO GET CLOSE TO BALANCING THIS BUDGET BECAUSE OF THE TOUGH DECISION YOU ALL MADE IN ALLOWING US TO DO THE RATE, INCREASE WITH IT.
ANYONE ELSE? ONE QUESTION FROM JOHN, ONE QUESTION TO SAY HE HAD A SALT EFFICIENCY, YOU WOULD CALL IT A SENIOR HEAD, A SOGGY DEFICIENCY.
THAT MEANS SOMETHING WRONG WITH THE SALT, OR I WISH WE SHOT A DIRT.
DO YOU MEAN YOU'RE SHORT OF DIRT? THERE'S JUST NOT ENOUGH.
HANNAN, WE WORKING ON SOMETHING RIGHT NOW AND WE HAVE SOMETHING IN PLACE FOR YES, SIR.
THE ISSUE WITH THAT, UH, DIRT IS AT THE LANDFILL.
WE DON'T HAVE A SOURCE OF DIRT, EVEN WHEN WE GO AND DIG THAT POND THAT WE'RE FIXING TO DIG THAT DIRT IS GOING TO HAVE TO BE USED TO BUILD THE LEVEES UP.
SO WE'RE HAVING TO PURCHASE DIRT.
NOW THREE YEARS AGO, PRIOR TO COVID, SEMPRA WAS ALL EXCITED.
AND WE WERE GOING TO MAKE $10 MILLION IN REVENUE AND HAVE DIRT FOR ABOUT SEVEN YEARS SUPPLY.
AND WE SPOKE TO SEMPRA THIS MORNING.
[01:15:01]
WILL BE COMPLETED BY THE END OF NEXT WEEK.TXDOT WILL TAKE TWO TO THREE MONTHS TO READOPT THE HIGHWAY CAUSE THEY HAD TO GIVE THE HIGHWAY TO SEMPRA TO BUILD.
THEN THEY RE ADOPTED, UH, THEY HAVE TWO TRAINS ALREADY APPROVED BY THE TCEQ AND THEY'RE FINALIZING THE THIRD AND FOURTH DRAIN.
AND THEY ARE PROJECTING TO GO TO CONSTRUCTION SUMMER OF 2023.
SO WE ARE HOPING BY THE SUMMER OF 2023, WE WILL BE ABLE TO GO BACK TO THAT PROJECT WHERE ALL THAT IS COMING IN AND THE DIRT IS AVAILABLE, BUT WE DO NOT WANT TO DEPEND ON THAT.
JUST LIKE WHAT HAPPENED TWO, THREE YEARS AGO, IT'S COMING, LET'S GO AHEAD AND EXPECT US EXPENDITURE BECAUSE IT'S GOING TO BE COVERED.
AND THAT'S WHY WE'RE BALANCING THE BUDGET WITH ALL WITHOUT SEMPRA.
AND IF SEMPRA COMES IN, THAT WILL BE, YOU KNOW, AN EXTRA ADDITIONAL REVENUE.
AND IF WE NEED TO GO BACK ON THE RATES, THEN WE MIGHT BE ABLE TO DO THAT AS WELL.
AND THAT, AND THE WAY WE STRUCTURED THE DEAL WITH SEMPRA AT THE TIME, AND WE'LL HAVE TO REVISIT NEXT YEAR WITH THEM.
WE HAVE TO DO IMPROVEMENTS AT THE LANDFILL.
AND THOSE IMPROVEMENTS WERE PROJECTED TO BE AROUND $3 MILLION.
SO THE DEAL WE WERE WORKING WITH SEMPRA WAS YOU WILL PROVIDE THAT UPFRONT PAYMENT FOR US TO DO ALL THE IMPROVEMENTS THAT THE CITY'S PAYING FOR THE ENGINEERING PART FOUR.
AND THEN WE'LL DEDUCT IT FROM THEIR PAYMENTS AS THE DIRT START COMING IN.
SO MY QUESTION IS ON THE TOP OF YOUR HEAD, I WON'T HOLD YOU TO IT.
UM, THE COST OF DIRT, HOW MUCH NIGGA GO CALL TO GET THE DEAL WE NEED.
YOU HAVEN'T ANY KIND OF, HE SPENT $240,000 ON DIRT SINCE OCTOBER 1ST, TILL ABOUT A WEEK AGO, 200, 4,140,000, BUT WE BUDGETED 780,000.
SO WE SHOULD HAVE SPENT 390,000.
SO WE ALREADY SAVED ABOUT ONE 50 BECAUSE OF HOW WE ARE OPERATING.
WE'RE NOT GOING TO BE OVER BUDGET UNDER IT, LIKE WE WERE YEAR.
AND, YOU KNOW, LAST YEAR'S DIRT BUDGET WAS ABOUT 1.1 MILLION OVER BUDGET.
WE'RE NOT GOING TO HAVE THAT AGAIN THIS YEAR.
A LOT OF THAT EFFORT IS ACTUALLY DUE TO THE LEADERSHIP AT THE LANDFILL RIGHT NOW, JUSTIN AND GEORGE AND THE TEAM THEY ARE BUILDING AND THE WAY THEY ARE OPERATING, MADE A HUGE DIFFERENCE.
SO WE HAVE PEOPLE THAT ARE VERY CONSCIENTIOUS AT THE LANDFILL, VERY EXPERIENCED, AND THAT'S HOW WE WERE ABLE TO SAVE ON THAT DIRT MANAGER.
ANOTHER SIGNIFICANT CHANGE THAT WE HAVE MADE, UM, THAT NEEDS TO BE NOTED IS THAT, UM, WE HAVE EMPLOYED A HEAVY DUTY MECHANIC, UM, OF THEIR, UM, ON ATRIAL MEALS.
AND WE HAVE DEVELOPED A SCHEDULE WHERE THE HEAVY DUTY MECHANIC CONTINUES TO SERVE THE LANDFILL FOR PREVENTATIVE MAINTENANCE, AS WELL AS THE MAINTENANCE OF THE HEAVY EQUIPMENT OF THE, UM, IF YOU NOTE OVER THE YEARS, UM, WE HAVE BEEN SPENDING A SIGNIFICANT AMOUNT OF MONEY ON CATERPILLAR OUT THERE.
NO, WE DO HAVE A HEAVY DUTY MECHANIC THAT RUNS TO THE LANDFILL ALMOST ON A DAILY BASIS AND WORKS WITH THE WORKERS OUT THERE TO MAKE SURE THAT WE REDUCE THE COST.
I DID AN ANALYSIS WITH THE BUDGET DEPARTMENT AND OVER THE LAST FOUR YEARS TO REPEAT ABOUT $4 MILLION FOR MAINTENANCE TO CATERPILLAR, WE CAN REDUCE THAT SIGNIFICANTLY.
WE WILL REDUCE THAT SIGNIFICANTLY.
SO YOU WILL SEE, UM, AN ADDED SAVINGS AT THE END OF THE YEAR, AS FAR AS THAT IS CONCERNED.
AND AS FAR AS THE TCEQ INSPECTION THAT TOOK PLACE IN DECEMBER, IF YOU COMPARE THAT TO PREVIOUS DC Q INSPECTIONS THAT ACTUALLY LED TO VIOLATIONS AND FINES, THIS WAS A VERY, VERY GOOD INSPECTION.
AND THE WELLS THAT THEY HAD, UH, DURING THIS ON, WE HAD ALREADY IDENTIFIED THAT THESE WELLS NEEDED REPAIR IN NOVEMBER, AND WE WENT OUT AND GOT SOME PRICING, BUT THE PRICE WAS AROUND $52,000.
SO WE HAD TO GO BACK AND GO THROUGH THE PROCESS OF BIDDING BECAUSE OF THE DOLLAR AMOUNT.
SO, UH, I'M PLEASED WITH THAT INSPECTION AND, YOU KNOW, THE RESULTS WE GOT COSMIC CATALOG.
HEY DOC, I'M GLAD TO HEAR THAT.
YOU SAID WE'RE JUST NOT GOING TO WAIT AND SIT BACK ON A ALTERNATE PLAN OF ACTION.
SO I'M GLAD TO HEAR THAT AND CITY MANAGER, I'M ALSO GLAD TO HEAR THAT YOU, YOU, WE HAVE A HEAVY, HEAVY
[01:20:01]
MACHINERY, UH, MECHANIC, UH, BECAUSE WE ARE, WE NEED THAT IS SO MANY TIMES HAD A EQUIPMENT AWAY FOR MONTHS AND MONTHS, AND THEN THEY GOT US, YOU KNOW, UH, FOR A PERIOD OF TIME AND WE STILL HAVE TO DO THESE SERVICES FOR OUR COMMUNITY, BUT THANK YOU.AND I THANK YOU, CITY MANAGER.
MY QUESTION IS WHERE ARE WE AT WITH THE CHECKLISTS ON, UH, ON THE UPGRADES ON THE LANDFILL? I HAD TO STEP AWAY FOR A QUICK MINUTE, BUT DID YOU MENTION SOME OF THE UPGRADES ARE, UH, I KNOW WE GOT FINED IN, IN, IN DECEMBER.
UH, SO, BUT WHERE ARE WE AT WITH MAKING THESE UPGRADES? BECAUSE I THINK WE HAD ONE TIME WE CAN SIT AT A WATER SOURCE TO THAT AREA.
UM, THE, THE INSPECTION ITSELF HAD SIX CONCERNS.
I BELIEVE FIVE OF THEM HAVE ALREADY BEEN ADDRESSED AND MONITORING WELLS HAVE ALREADY BEEN OUT FOR BEDS, ALL THAT.
SO WITHIN THREE WEEKS, WE SHOULD HAVE THAT, UH, ALMOST COMPLETED, UH, AS WELL.
THE WATERLINE PROJECT IS STILL PENDING THE PERMITS FROM THE ARMY CORPS OF ENGINEERS AND THE DRAINAGE DISTRICT, BECAUSE WE HAVE TO CROSS TO, UH, TO BE ABLE TO GET THERE.
THE IMPROVEMENTS AT THE LANDFILL AS PER THE PRESENTATION ARE AT 17% COMPLETE.
AND WE'RE NOT PUSHING THAT TOO MUCH BECAUSE WE'RE PAYING FOR THIS ENGINEERING AND THE JOB IS NOT GONNA START, THEY'LL SAY SUMMER OF 20, 23.
UH, THE BUILDING ITSELF IS ALREADY THERE.
THE DECK IS ALREADY INSTALLED.
UH, THE SCALE YOU'RE GOING TO PAY THEM, MAKE THE FINAL PAYMENT ON THAT TODAY.
AND, UH, I BELIEVE CLIFTON IS A BIDDING, THE WATER AND SEWER TANKS FOR THE BUILDING.
AND THAT SHOULD BE IN PLACE HOPEFULLY IN THE NEXT TWO TO THREE WEEKS AS WELL.
I KNOW, YOU KNOW, THAT, UH, YOU KNOW, WE ASKED THESE QUESTIONS AND, UM, AND, AND IT SEEMS AS THOUGH WE'RE PUSHING, WE DO SO APPRECIATE EVERYONE AT THE LANDFILL.
WE APPRECIATE THE JOB THAT YOU ARE DOING.
UM, BUT WE, WE WANT TO KEEP PRESSING FORWARD UNTIL WE GET TO WHERE I THINK WE ALL WANT IT TO BE AND WHERE WE ARE OPERATING IN THAT KIND OF WAY.
THANK YOU FOR YOUR TIME AND PRESENTATION.
HANEY AND I WILL COME BACK TO COUNCIL AND, UM, DO A PRESENTATION TO YOU.
THERE ARE SOME CHANGES THAT WILL BE NEEDED TO BE MADE IN TERMS OF THE POLICIES, AS FAR AS THE LANDFILL IS CONCERNED.
BUT, UM, AS FAR AS WE COLLECT THE DATA AND WE, UM, FEEL COMFORTABLE WITH THE DATA AND WE WILL PRESENT RECOMMENDATIONS WITH THE DATA TO YOU FOR IMPLEMENTATION.
OKAY, THANK YOU, CITY MANAGER.
[III.B.3. Presentation By Staff Regarding The Wastewater Treatment Project]
WE WERE MOVE TO A PRESENTATION BY STAFF REGARDING THE WASTEWATER TREATMENT, UH, PROJECT.WE HAVE A COMPANION ITEM THAT'S GOING TO BE TAKEN UP.
I THINK WE TALKED ABOUT IT, BUT THERE'S A COMPANION ITEM.
UM, AND WE KIND OF PUT THE PRESENTATION ON JUST AS AN ABUNDANCE OF CAUTION, BUT WE HAVE A COMPANION ITEM.
AND IF YOU ALL WANT TO TALK ABOUT THIS IS ABOUT WASTEWATER OR WASTEWATER TREATMENT.
LET ME FIND EXACTLY WHAT IT IS.
IF YOU ALL WANTED TO TAKE THE ITEM UP ON THE AGENDA, UM, THIS KIND OF IN, AND SO WE WON'T BE REPETITIVE.
SO WE'LL BE TALKING ABOUT PAGE 10 ON THE AGENDA, UM, ITEMS REQUIRING INDIVIDUAL ACTION.
AND, UH, WE'VE TALKED ABOUT IT BEFORE AND, UH, I CAN KIND OF GIVE YOU AN IDEA OF WHAT WE'RE DOING, UM, ON ITEM NUMBER, AND I'LL JUST TELL YOU ON PR NUMBER 2, 2, 4, 2, 3, WE HAVE A RESOLUTION RESENDING, A PRIOR OF RESOLUTION BECAUSE THERE WAS A, UH, DIFFICULTY, UH, THERE WAS A WRONG AMOUNT IN THE AMOUNT THAT WAS BID AND WHAT WAS AWARDED.
SO ON PR 2, 2, 4, 2, 3, UM, WE'RE GOING TO BE RESCINDING THE PRIOR RESOLUTION AS IT PERTAINS TO THE, UH, MAIN WASTEWATER TREATMENT PLANT.
AND THEN AS A FOLLOWUP ON PR 2, 2, 4, 2, 4, WE'RE GOING TO AWARD THE CONTRACT.
UM, THERE WAS OBVIOUSLY AN ERROR IN THE WAY IT WAS AWARDED AND WE'RE GOING TO PUT IT, UM, AWARDED IN TWO TO FOUR TO FOUR.
AND THAT WILL BE AT THE CORRECT BUDGETARY AMOUNT OF 73 MILLION.
AND WE JUST HAVE THE PRESENTATION, UM, IS BASICALLY THE SAME AS THE ORDINANCE, JUST LETTING YOU ALL KNOW THAT EVERYTHING IS IN ORDER AND THERE'LL BE READY TO MOVE FORWARD.
[01:25:01]
SO NOW, SO WE WON'T HELP YOU HIT HIS PRESENTATION NOW.I THINK WE WOULD NEED THE PRESENTATION CAUSE IT'S THE SAME AS IN THE ORDINANCE.
YEAH, WE, WE, WE JUST HAVE, UH, WE JUST HAD IT, THEY JUST HAD IT ON HERE AS AN ABUNDANCE OF CAUTION.
SO W W JUST HANDLED IT IN HIS NORMAL SEQUENCE, RIGHT.
IF YOU'D LIKE TO HANDLE THE RESUME.
WHEN WE GET TO NON-CONSENT THAT'S THE SUBJECT.
I TALKED ABOUT IT WITH YOU ALL, BUT BASICALLY WE'RE RESENDING THE PRYOR AND, UM, WE'RE, UH, AWARDING IT AT THE CORRECT AMOUNT.
EVERYONE UNDERSTANDS AND THEY'LL GO WITH THAT.
PETITIONS, WHICH IS STILL A PART, EXCUSE ME, ROMAN, NUMBER THREE.
UH, THERE AREN'T ANY CORRESPONDENCE ON A DISCUSSION WITH A BRIEF OVERVIEW
[III.E.1. A Brief Overview By Mayor Bartle And Mayor Pro Tern Frank Regarding The National League Of Cities Annual Conference, Pursuant To 78-269 ( b) ( 9) Of The Code Of Ordinances Of The City OfPort Arthur( Ordinance No. 18- 63)]
BY, UH, THE MAYOR AND THE MAYOR APPROACH HIM REGARDING THE NATIONAL LEAGUE OF CITIES, UH, ANNUAL CONFERENCE.THIS IS PURSUANT TO 78 DASH 2 6 9, SUBSECTION B UH, SECTION NINE OF THE CODE OF ORDINANCES OF THE CITY OF PORT AUTHOR IN THIS ORDINANCE NUMBER 18 DASH 63.
AND THAT WAS ON THE, UH, DEALING WITH THE NLC, UH, MEETING THAT THE, UH, MAY I APPROACH HIM AND AT THE CONGRESSIONAL, UH, CITIES CONFERENCE THAT WAS HELD AND IT'S, IT'S AN ANNUAL MEETING.
UH, WE HAD NOT HAD THE MEETING BECAUSE OF COVID AND WE, UH, ONE OF THE MAIN THINGS THAT OCCURRED AT THE MEETING WAS A, UH, LOCAL LEADERS FROM ACROSS THE COUNTRY, STAND IN, UH, UNISON WITH THE, UH, GOVERNMENT OF THE UNITED STATES AND, UH, AGAINST ACTUALLY THE WAR IN THE UKRAINE.
AND, UH, WE WANT TO DEFEND, UH, WORLDWIDE DEMOCRACY, UH, AS ALL OTHER, UH, CITIES IN THE UNITED STATES OF AMERICA.
ALSO AT THAT MEETING, UH, OUR PRESIDENT PRESIDENT JOSEPH BIDEN, UH, SPOKE TO THE, UH, UH, OVER THERE, I BELIEVE WAS OVER 2000 OF ALL PERSONS IN ATTENDANCE AT THAT MEETING.
AND HE ACTUALLY THANKED THE MUNICIPALITIES FOR DOING THEIR PARTS AND EXECUTING THE AMERICAN RESCUE PLAN ACT.
AND, UH, I HAVE ALLUDED TO THE $26.7 MILLION THAT WE RECEIVED AND WE WILL BE RECEIVING, UH, WHEN WE GET THE SECOND PAYMENT ON FROM THE, UH, AMERICAN RESCUE PLAN, UH, FUNDS THAT WOULD ACTUALLY BENEFIT OUR CITY AND EVEN GET TALKING ABOUT WASTEWATER.
AND THAT'S ALL THOSE FUNDS ARE GOING TO, UH, GOING TO ASSIST US IN THE UPGRADING OUR WASTEWATER TREATMENT PLANT HERE IN, IN, IN THE, UH, TREATMENT FACILITIES ALL OVER THE CITY OF PORT ARTHUR, ALSO A SECRETARY OF TRANSPORTATION OF BUDDHA PIG, UH, SHOWCASE A NEW OPPORTUNITIES, UH, THAT WOULD BE IN PLACE FOR APPLYING FOR, UH, INFRASTRUCTURE GRANTS AND THE FUNDING OF INFRASTRUCTURE GRANTS IN OUR, OUR UPCOMING MONTHS.
AND THIS WAS SOMETHING THAT WAS ACTUALLY DEALT WITH AT THE, UM, THE CONFERENCE AND ALSO WHAT THE CONFERENCE IS ACTUALLY FOR.
IT ALLOWS LOCAL ELECTED OFFICIALS TO HAVE A PLATFORM ON THE NATIONAL SCALE, UH, CITY, UH, MAY APPROACH HIM.
AND I ACTUALLY ATTENDED HEALD DATE WHERE WE MET PRIVATELY WITH OUR CONGRESSIONAL REPRESENTATIVE, UH, UH, WEBER AT HIS CONGRESSIONAL OFFICE WHILE WE WERE IN, UH, WASHINGTON TO DISCUSS MATTERS THAT ACTUALLY ARE IN PARTICULAR DEAL WITH THE CITY OF PORT ARTHUR.
AND, UH, ACTUALLY, UH, THERE WERE OTHER OCCURRENCES THERE ALSO AT THE MEETING.
UH, I'VE BEEN, THE MAYOR DID RECEIVE A BRONZE RECOGNITION FOR SUCCESSFULLY COMPLETING A CERTAIN LEVEL OF, UH, ACHIEVEMENTS IN THE NLC UNIVERSITY CERTIFICATE PROGRAM.
AND I DO HAVE MY, UH, ACTUAL TRANSCRIPT THAT SHOWS I HAVE A TOTAL NUMBER OF 29 CRITICS.
AND, UH, THIS IS I WOULD HAVE OTHER CREDITS THAT WOULD BE ADDED TO THIS TRANSCRIPT AT THE NEXT MEETING TO SHOW THAT, UH, I WOULD BE, UH, MOVING TOWARDS SILVER IN THE NATIONAL LEAGUE OF CITIES UNIVERSITY.
AND THIS IS A TEACHING PROGRAM FOR LEADERS AROUND THE COUNTRY.
AND I WAS ALSO ELECTED IN A POSITION AS A REGIONAL DIRECTOR IN THE, UH, NBC LEO, WHICH IS THE NATIONAL BLACK CAUCUS OF LOCAL ELECTED OFFICIALS IN THE UNITED STATES.
AND I'M A REGIONAL DIRECTOR NOW
[01:30:01]
FOR, UH, THE STATE OF TEXAS, UH, NEW MEXICO AND OKLAHOMA, AND ALSO, UH, HAD, UH, APPOINTMENTS TO THE ADVISORY BOARDS OF REEL, WHICH DEALS WITH, UH, RACE EQUITY IN OUR COUNTRY.AND IT'S AN ADVISORY CAPACITY.
AND ALSO I HAVE AN APPOINTMENT AND I'M SERVING WITH THE COMMUNITY AND ECONOMIC DEVELOPMENT ADVISORY BOARD OF THE NLC.
SO THESE ARE SOME OF THE HIGHLIGHTS THAT OCCURRED WHILE WE WERE IN WASHINGTON COUNSELING.
UH, KUZMA, FRANK, DO YOU HAVE ANYTHING YOU'D LIKE TO ADD? THANK YOU, MAYOR.
THE ONLY THING THAT, UM, THAT I WANTED TO ADD TO WHAT YOU SAID WAS, WAS THAT, UM, COUNSEL KNOWS THAT AS THEY, AND THAT LARGE, UM, UH, REPRESENTER UH, AS I PROVIDE THE AT-LARGE REPRESENTATION ALONG WITH, UM, COUNCILWOMAN MOSES, UH, I HAVE BEEN, UH, STRONGLY, UM, UH, PUSHING AND STRONGLY WORKING, UH, ON THE SITUATION THAT WE HAVE IN SABINE PASSED WITH THE ONE WAY OUT, ONE WAY IN A SITUATION.
UM, THAT IS SOMETHING THAT I HAVE BEEN PASSIONATE ABOUT.
AND DURING ONE OF OUR MEETINGS, I HAD AN OPPORTUNITY, UH, TO ENGAGE WITH A DEPUTY SECRETARY, UH, POLLY TROTTENBERG OF, UM, OF, OF DEPARTMENT OF TRANSPORTATION.
YOU TALKED ABOUT, UM, UH, SECRETARY OF BUDDHA J ITCH, UH, THERE, AND, UH, WE HAD AN OPPORTUNITY.
SO OUR PROBLEM HAS BEEN, UH, RECOGNIZED BY THE DEPARTMENT OF TRANSPORTATION.
AND SO WHAT WE ARE SEEKING TO DO, AND WHAT WE WILL CONTINUE, UH, TO SEEK TO DO IS TO, UH, WORK COLLABORATIVELY WITH OUR COUNTY, BUT THE FEDERAL LEVEL HAS BEEN MADE AWARE OF THAT PROBLEM.
AND SO, UM, THERE ARE INDIVIDUALS THERE THAT, UM, THAT WE ARE ABLE TO CONTACT, UH, AND TO BRING THAT, TO BEAR THE DIFFICULTY WITH HIGHWAY 87 IS THAT IT HAS BEEN TAKEN OFF OF THE GRID OR FOR HIGHWAYS THAT ARE MADE BY THE DLT.
AND SO WE HAVE TO GO THROUGH THE PROCESS OF PUTTING IT BACK ON THE GRID AND THEN THE MAINTENANCE OF IT.
AND THEN WE HAVE SOME ENVIRONMENTAL ISSUES THAT ARE, UH, THAT ARE GOING TO HAVE TO BE ADDRESSED AS WELL AS YOU TRY AS YOU SEEK TO PUT THAT ROAD BACK IN, BUT IT IS A DETRIMENT TO ALL OF THE INDIVIDUALS WHO ARE DOWN THERE IN BEING PASSED.
WHEN YOU START TALKING ABOUT, UM, WHEN YOU START TALKING ABOUT, UH, THE TRAFFIC THAT IS GOING TO BE CONTINUALLY INCREASING, UH, DOWN THERE, SCHOOL CHILDREN ARE ON THAT ROAD, HIGHWAY 82, UH, YOU'RE GOING TO INCREASE THE NUMBER OF INDIVIDUALS.
SO WHEN WE START TALKING ABOUT, UH, FEDERAL INPUT COUNTY INPUT, AS WELL AS A PRIVATE, UH, ENTERPRISE AS WELL, THE
IF YOU ARE NOT OUT OF SABINE PASS BY THREE 30, UH, ON A, ON A WEEKDAY, YOU'RE LOOKING AT A, UH, TWO HOUR, UH, SOMETIMES, UH, UH, PROCESS OF GETTING OUT OF THERE AND THAT'S UNACCEPTABLE.
AND ESPECIALLY AFTER THE SCARE THAT WE HAD, UH, WHEN THE, UH, WHEN THERE WAS A RELEASE AND ALL THAT HAS HAPPENED IN TRANSPIRE, SOME OTHER SITUATIONS HAVE HAPPENED DOWN THERE.
SO IT IS SOMETHING THAT WE NEED TO WORK ON.
AND I AM CALLING FOR OUR COUNCIL AS WELL AS, UH, THE FEDERAL SIDE OF IT THAT WE HAVE BEEN IN CONTACT WITH AND THE COUNTY AS WELL, UH, TO DO WHAT IS NECESSARY TO GET THAT ALLEVIATED.
I KNOW IT'S A PUSH, UH, IT'S BEEN DORMANT, UH, FOR THESE MANY YEARS, BUT IT DOES NOT ALLEVIATE US OF OUR RESPONSIBILITY OR THE HAZARD THAT AWAITS US IF SOMETHING, UH, DETRIMENTAL WERE TO HAPPEN.
OKAY, THANK YOU, MAYOR PRO TEMP.
UH, NEXT WE HAVE, UH, ITEM NUMBER TWO FOR
[III.E.2. To Discuss Chapter 2 Of The Code Of Ordinances As It Pertains To The Agenda Process And Open Meetings Requirements ( Requested By Mayor Pro Tern Frank)]
DISCUSSION IS TO DISCUSS CHAPTER TWO OF THE CODE OF ORDINANCES AS IT PERTAINS TO THE AGENDA PROCESS AND OPEN MEETING REQUIREMENTS.AND THIS HAS BEEN REQUESTED BY MAIL APPROACH HIM FRANK.
SO YOU MAY CONTINUE MILK ROAD ON THAT MATTER.
UH, I AM AN, I AM A NEOPHYTE ON THE COUNCIL AND I RECOGNIZE THAT, UH, BEING A NEW COUNCIL MEMBER.
AND SO I ALWAYS YIELD TO THOSE INDIVIDUALS WHO ARE LEADERS OR WHO HAVE BEEN HERE BEFORE.
BUT ONE OF THE THINGS THAT, UH, COUNCILWOMAN HOLMES AND I WERE RESPONSIBLE FOR WAS TO TALK TO OUR, UH, UM, A CITY SECRETARY, AS WE WERE TALKING ABOUT THE EVALUATION
[01:35:01]
PROCESS.AND ONE OF THE THINGS THAT I'VE CONTINUALLY TALKED ABOUT IS THIS WHOLE IDEA OF GETTING OUR AGENDA BOOKLETS, UM, UH, ON A TIMELY BASIS ON FRIDAYS, WE GET THEM ON THAT FRIDAY EVENING AND WE'RE ABLE TO PERUSE THEM AND LOOK THROUGH THEM AND GET THE QUESTIONS ANSWERED THAT WE NEED FROM STAFF AND EACH OTHER, UH, ON MONDAY.
AND THEN WE HAVE OUR COUNCIL MEETINGS ON THAT TUESDAY.
I THINK THAT IT IS IMPORTANT AND IMPERATIVE THAT WE UNDERSTAND THAT WE ARE A MULTIMILLION DOLLAR, UH, BUSINESS.
WE HANDLE THESE MILLIONS OF DOLLARS OF AT COM.
AND, UH, ONE OF THE THINGS THAT AS WE WERE TALKING TO, UH, THE CITY SECRETARY IS THIS WHOLE IDEA OF BEING ABLE TO LOOK OVER OUR CONTRACTS TO ENSURE THAT WE ARE BEING REPRESENTED IN THAT THOSE CODICILS IN THOSE CONTRACTS ARE IN THE BEST INTEREST OF OUR CITY, AS WELL AS COUNCIL, UH, BEING ABLE TO GET THE INFORMATION, UH, AND BE ABLE TO TALK TO OUR CITY MANAGER, TALK TO OUR LEGAL, UH, AND, UH, TO GET INFORMATION THAT WILL HELP US TO MAKE THE BEST DECISIONS THAT WE CAN.
AND SO OUR CITY COUNCIL MEETINGS ARE EVERY OTHER, UH, EVERY OTHER WEEK.
AND SO WE JUST WANT TO LOOK AT THE ORDINANCE AND I'VE TALKED TO THE CITY SECRETARY, I'VE TALKED TO THE SEAT.
I MEAN, THE I'VE TALKED TO THE CITY ATTORNEY, TALKED TO THE CITY, UH, MANAGER OF COURSE, BECAUSE HE LEADS OUR STAFF AND LEADS OUR CITY IN THE TYPE OF GOVERNMENT THAT WE HAVE, BUT CHANGING THE ORDINANCE SO THAT WE CAN PUSH EVERYTHING BACK A DAY TO ENSURE THAT INSTEAD OF ON FRIDAYS GETTING OUR INFORMATION, WE CAN GET OUR INFORMATION ON THURSDAY.
UH, AND WE REALIZE THAT THAT CAUSES, UH, OUR STAFF TO PLAN BETTER, TO DO THINGS IN A MORE TIMELY WAY.
WE'RE NOT TRYING TO PUT MORE PRESSURE ON STAFF OR PRESSURE ON INDIVIDUALS.
WE'RE TRYING TO ALLEVIATE PRESSURE AND DEADLINES ON OUR SECRETARY, ON OUR CITY ATTORNEY, ALLOWING THEM TO PERUSE THE CONTRACTS, TO MAKE SURE THAT THOSE THINGS ARE DONE, AND THEN WE GET BETTER INFORMATION.
SO, UH, THAT IS WHAT, UH, WE'RE LOOKING AT.
AND I WANTED TO DISCUSS THAT, OF COURSE, WITH YOU ALL SO THAT, UM, UH, WE MIGHT ALL BE ON ONE, UH, COURT, UH, AS WE SEEK TO DO THAT, BUT IT IS AN ORDINANCE CHANGE THAT IS REQUIRED TO DO THAT.
THE OTHER THING THAT WE DO WHEN YOU KNOW THAT WHEN WE GET OUR BOOKLETS AND WE LOOK AT OUR INFORMATION, I KNOW, I THINK THAT IT'S IMPERATIVE THAT WE SEE THAT EVERY GROUP HAS SIGNED OFF ON THE RESOLUTION.
UH, WHEN YOU, YOU LOOK AT YOUR INFORMATION AND OUR BOOKLETS, YOU SEE A LINE WHERE EVER THERE'S A LINE FOR FINANCIAL LINE FOR, UH, THE CITY MANAGER LINE FOR, UM, LEGAL MAKES SURE THAT EVERY, UH, DEPARTMENT HAS SIGNED OFF AND HAS SEEN THOSE RESOLUTIONS AS THEY COME TO US.
AND THEN WE CAN, OF COURSE BE A CERTAINTY THAT WE ARE LOOKING AT THOSE THINGS AND MAKING THOSE DECISIONS THAT GO FORWARD THAT ARE IN THE BEST INTEREST OF OUR CITY.
ANY OTHER DISCUSSION ON HIS MAT? SO MCKAYLA, THANK YOU, MAYOR, MAYOR PRO TEAM, ARE YOU, ARE YOU SUGGESTING NOW THAT WE LOOK INTO A CHANGE AT THIS POINT, OR THAT YOU ARE SUGGESTING THAT WE DISCUSS IT AT A LATER DATE? WHAT'S YOUR WAY THERE IS AN ORDINANCE.
THERE IS A, THERE'S A, THERE IS A, UM, A RESOLUTION HERE ON WHAT IS IT, WHICH ONE IS IT? IT'S AN ORDINANCE CHANGE THAT WE HAVE TO MAKE? UM, I THINK IT'S, UH, PO NUMBER 7 0 2, 4 7 0 4 4 ON PAGE NUMBER 13 AND ORDINANCE AMENDING SECTION TWO DASH 31 D OF THE CODE OF ORDINANCE GOVERNING REQUESTS TO DRAFT ORDINANCE OR RESOLUTIONS BY REPLACING SUBSECTION D AS IT PERTAINS TO THE TIME FOR PREPARATION AND SUBMISSION OF AGENDA ITEMS FOR CITY COUNCIL CONSIDERATION AND REVIEW OF CONTRACTS.
MIA, CAN WE ACT ON IT RIGHT NOW? CAN WE ACT ON THAT RIGHT NOW? CAN WE GET THAT GOING RIGHT NOW? LET'S TAKE, TAKE CARE OF THAT NOW WITH DISCUSSION OR COUGH, A MOTION FOR DISCUSSION.
WELL, WE'RE STILL ON THE DISCUSSION.
I JUST KIND OF GAVE YOU SOME OF THE HIGHLIGHTS AND THE MANAGER, AND I HAVE GONE OVER THIS.
UM, THERE'S, IT'S JUST A LITTLE, COUPLE OF LITTLE, UM, CHANGES WE HAVE.
WE REWORDED THAT THE STAFF WORKS THROUGH THE MANAGER REGARDING THE INCLUSION OF ITEMS ON THEIR DEPARTMENT
[01:40:01]
AGENDA.AND BASICALLY PRIOR TO SUBMISSION TO THE CITY SECRETARY AND THE CITY ATTORNEY, ALL RESOLUTIONS AND ORDINANCES HAVE TO BE SIGNED BY THE DEPARTMENT, HEAD CITY MANAGER, PURCHASING DIRECTOR, AND DIRECTOR OF FINANCE, WHERE APPLICABLE, YOU KNOW, THERE ARE SOME THAT DON'T INVOLVE MONEY, SO THEY DON'T HAVE TO SIGN THE NON MONEY ONES.
UM, AND THEN WE MAY PUT A DEFINITION THAT I THINK WOULD HELP STAFF, UM, CAUSE WE USED TO TALK ABOUT ROUTINE AND NON ROUTINE, BUT EVERYBODY HAD A DIFFERENT PERCEPTION.
SO IT SAYS ROUTINE AGENDA ITEMS MUST BE SUBMITTED TO THE CITY SECRETARY AND THE CITY ATTORNEY FOR INCLUSION ON THE AGENDA AT, OR BEFORE 4:00 PM ON THE FRIDAY, IMMEDIATELY PRECEDING THE POSTING OF THE AGENDA.
AND THEN WE TELL YOU WHAT A ROUTINE ITEM IS, IS RESOLUTIONS OF SUPPORT RESOLUTIONS THAT ARE BEING APPROVED FOR ADMINISTRATIVE PURPOSES ONLY WITHOUT THE EXPENDITURE OF FUNDS, REVEREND RESOLUTIONS FOR APPROVAL OF EXPENDITURES OR THE EXECUTION OF CONTRACTS THAT DO NOT EXCEED 50,000 AND WERE PREPARED BY UTILIZING THE CITY STANDARD FORM CONTRACT.
AND THEN WE JUST DEFINE THAT A NON-ROUTINE ITEM IS A CITY ORDINANCE CONTRACT OR PROPOSED EXPENDITURE THAT EXCEEDS 50,000 RESOLUTIONS THAT REQUIRE EXTENSIVE REVIEW LEGAL RESEARCH OR LEGAL OPINION TO ACCOMPANY IT.
THESE ITEMS NEED TO BE SUBMITTED TWO WEEKS BEFORE THE DEADLINE OF A RE FOR ROUTINE, UH, OF A RE THAN THAT, OF A ROUTINE ITEM.
AND THEN, UM, YOU KNOW, THE ITEMS ARE SUPPOSED TO BE SUBMITTED ON THE FRIDAY, BUT IF FRIDAY IS A HOLIDAY, LIKE A GOOD FRIDAY, THEY WOULD TURN IT IN ON THE THURSDAY.
AND, UM, THAT'S, THAT'S BASICALLY THE CHANGE, JUST PUTTING SOME MORE DEFINITIONS BECAUSE SOMETIMES WE WERE A LITTLE CONFUSED ON WHAT WAS ROUTINE AND NON ROUTINE AND THE MANAGER AND I ARE GONNA BE MEETING BEFORE STAFF MEETS AND MAKE SURE WE'RE GOOD.
SO I DON'T HAVE TO INTERFERE WITH HIS PROCESS.
AND I THINK WE BOTH CAN LIVE WITH, YOU KNOW, WE TALKED ABOUT IT AND JUST PUTTING A LITTLE MORE DEFINITION TO IT.
WE'VE GOT A, WE'VE GOT A GAME PLAN IN PLACE, UM, WHICH WILL INCLUDE THE CITY SECRETARY AS WELL AS THE ASSISTANT CITY MANAGERS, WHERE WE WILL MEET AS A TEAM PRIOR TO SO THAT, UM, AT THE END OF THE DIGITAL TRICKLE DOWN TO THE DEPARTMENT HEADS AND TO THE DIRECTORS AS TO WHAT WE ARE LOOKING FORWARD TO ACHIEVE, UM, AS FAR AS ROUTINE AND NON ROUTINE MATTERS.
SO I THINK WE DO HAVE A GOOD PLAN IN PLACE TO ADDRESS IT JUST FOR CLARITY, UH, THE GOING FORWARD, WE WOULD BE RECEIVING THE AGENDA WHEN WE'RE GOING TO LET THE CITY SECRETARY ANSWER THAT.
BUT WHAT WE'RE DOING IS WE'RE PUSHING BACK THE DEADLINE.
CAUSE WE USED TO GET IT TUESDAY AT FOUR 30, WE'RE PUSHING IT BACK TO FRIDAY.
SO IT WOULD BE OUR HOPES THAT BARRING ANY KIND OF PROBLEM, YOU KNOW, WE CAN GET IT POSTED AS SOON AS WE'RE DONE, WE'LL BE DONE SOON, BUT I'LL, I'LL DEFER TO THE CITY SECRETARY ON THAT.
UH, SO THE CITY SECRETARY WOULD GET IT ON FRIDAY, FRIDAY.
WE HOPE TO GET IT TO HER ON THURSDAY.
SHE JUST TO CLARIFY, I THINK THAT, YOU KNOW, SHE DOES HAVE TO COME IN COMPLIANCE WITH THE OPEN MEETINGS.
SO IF SOMETHING WERE TO HAPPEN, YOU KNOW, WE'RE GOING TO TRY TO GET IT AS SOON AS WE'RE DONE.
I THINK THAT'S THE BETTER THING.
SO I DON'T WANT TO PUT WORDS IN HER MOUTH.
WE KNOW IT'S 72 HOURS BEFORE IS WHAT WE LEGALLY HAVE, BUT IT'S OUR GOAL TO GET IT AS SOON AS POSSIBLE.
SO AS SOON AS WE FINISH, WE WANT TO POST IT, BUT I'LL LET HER.
AND SO WE, WE WOULD NORMALLY ASK MAYOR PRO TEM, AS, AS ALLUDED TO EARLIER, WE GET THE AGENDA ITEMS SOMETIMES AFTER FIVE O'CLOCK OR FRIDAY ON FRIDAYS.
AND WE'RE HAVING A MEETING ON TUESDAY.
AND I THINK THE INTENT IS TO GET IT EARLIEST SO THAT WE CAN HAVE MORE TIME TO ACTUALLY GO THROUGH THESE, THESE AGENDA BOOKS.
UH, SO THAT WHEN WE DO HAVE QUESTIONS, WE CAN GET THOSE QUESTIONS ANSWERED PRIOR TO US COMING TO MEETING.
AND THAT WAY WE DON'T HAVE THESE EXTENDED MEETINGS, WE CAN ACTUALLY SHORTEN THE MEETINGS TO TWO TO TWO BECAUSE WE'VE GOT ALL OUR QUESTIONS ANSWERED AND IT'S NOT.
SO MY QUESTION AGAIN IS WHEN ARE WE LOOKING AS COUNCIL MEMBERS TO GETTING THAT, THAT AGENDA BOOK? UH, IS IT FRIDAY OR IS IT THURSDAY OR WEDNESDAY THEN? OKAY.
CITY SECRETARY, YOU, YOU, YOU, YOU WANT TO, I'M SORRY.
SO I COULDN'T GET A MICROPHONE TO WORK AS ALWAYS.
THEY, THEY, UH, AMENDMENTS TO THE AGENDA PROCESS IS GOING TO HELP US AND, AND IN A PERFECT WORLD TO GET EVERYTHING TO YOU SOONER, WE
[01:45:01]
ACTUALLY ALWAYS POST IMMEDIATELY AFTER WE GET THE LAST ITEM APPROVED AND SIGNED OFF ON BY THE LEGAL DEPARTMENT.SO FOR ME TO SAY, IT'S GOING TO BE THURSDAY WITHOUT FAIL WOULD PROBABLY BE MISLEADING.
IT DEPENDS ON IF EVERYTHING ELSE FALLS INTO PLACE WITH THE AMENDED PROCESS OF THE AGENDA, BUT THAT WOULD BE MY GOAL TO GET EVERYTHING DONE BY THURSDAY AFTERNOON.
IF EVERYTHING ELSE WORKS WITH YOU.
UH, WE KNOW IT WON'T BE PITCHING CORPORATE.
WE UNDERSTAND WE'LL BE PITCHING CORPORATE BUZZ AS COUNSEL RELATED TO AND MILL PORT TIM FRANK WHOLE THING.
THE NUTSHELL IS Y'ALL WORKED THE KINKS OUT ABOUT MAGIC SECRETARY OF WHERE THE KINGS OUT WE WANTED THE AGENDA EARLIER WAS A 1, 2, 3 DAYS EARLIER.
IT'S THE NUTSHELL WORKING OUT WHAT THE KING'S SOUND AND THIS TABLET THING OR JANUARY THAT'S HOTEL LAST YEAR.
I WOULD LIKE TO SAY ONE THING, MAYOR FOR THE COUNCIL'S INFORMATION AS THE AGENDA PROCESS GOES ALONG, THE ITEMS ARE AVAILABLE TO YOU ONLINE.
NOW, YOUR BOOKLETS ARE MADE WHEN EVERYTHING'S DONE, BUT THIS HAS ALWAYS BEEN A PROCESS THAT AS WE COMPLETE AN ITEM, YOU'RE ABLE TO VIEW IT ON OUR ONLINE WEBSITE.
SO THERE'S AN ONGOING, THERE'S ONGOING INFORMATION UNTIL THE LAST ITEM IS IN.
UM, YEAH, SOMEBODY ELSE MAY APPROACH HIM.
UM, I WAS ABOUT TO, WHAT I WAS ABOUT TO SAY IS, IS THAT THE GOAL WAS TO HAVE OUR BOOKLETS ON THURSDAY.
ALL RIGHT NOW, AND I LIKE TO SAY THIS NEW, WE WILL MOVE ON IN WHAT THIS IS GOING TO HAPPEN.
I KNOW WE HAVE A LOT OF DEPARTMENT HEADS WHO ARE OUT THERE, BUT SAID MANAGER BEGINNING WITH YOU.
AT SOME POINT, WE'RE GOING TO HAVE TO PUT BRAKES ON STOP THE WAY WE'D BEEN BEEN DOING IT.
I THINK THAT DATE MIGHT BE SET WITH US BECAUSE I'VE BEEN, I'VE BEEN, I HAVE I'M GATHERING CONSENSUS FROM COUNCIL, YOU KNOW, IN THE PAST, I KNOW WHEN I BECAME MAYOR, BUT 34, 35, 34 MONTHS AGO, UH, YOU COULD COME WEDNESDAY.
OUR DEPARTMENT WOULD SEND SOMETHING OVER FRIDAY MORNING.
YOU ALL HAVE NO TIME TO RESEARCH IT BY FRIDAY AFTERNOON.
WHAT HAS BEEN POSTED OUT THERE OR, YOU KNOW, ON THE WALLS AND PARKED, IT BECOMES PART OF THE AGENDA.
COUNSELING MIGHT GET IT FRIDAY, EVENING OR SATURDAY MORNING.
SO YOU CAN'T ASK ANYONE ANY QUESTIONS.
WE ARE GOING TO CEASE THAT PRACTICE.
AND IT'LL PROBABLY ENDED UP IN A COUPLE OF WEEKS THAT PRACTICE WILL NO LONGER BE, UH, IN MOTION.
WHAT WE'RE GOING TO DO IS IF YOU HAVE SOMETHING DEPARTMENT HEADS AND THE CITY MANAGER BE GETTING WITH YOU ON IT, IT WOULD PROBABLY BE TWO WEEKS OUT.
AND, UH, JESSICA IS HERE AND GEORGE, YOU WERE THERE.
AND THE, THE, THE BIG, THE BIG CULPRIT IN THAT SOMETIME, AND NOT IN A MEAN WAY NOW WAS THAT EDC WOULD BRING THINGS TO US AND OTHER THINGS FOLK WOULD HAVE QUESTIONS ON THOSE ITEMS. NO ONE, THE RESEARCH COULD NOT BE DONE AND THE QUESTIONS COULD BE ANSWERED.
AND SOME OTHER DEPARTMENTS WOULD HAVE ITEMS THAT YOU WANTED AND NEEDED TO HAVE DONE HALF PASSED.
AND THEY WOULD JUST COME IN AND THOSE THINGS WOULD BE PLACED ON THE AGENDA.
WE GO THROUGH AGENDA REVIEW, THEY WILL BE THERE.
WE'RE GOING TO CEASE THAT PRACTICE.
SO MAYBE FROM THIS MEETING ON, IT MAY BE TWO WEEKS TO A MONTH BEFORE WHAT YOU WANT ON WILL BE ON AN AGENDA BECAUSE THE RESEARCH BY LEGAL WILL NOT HAVE BEEN DONE.
NEITHER WOULD COUNCIL HAVE AN OPPORTUNITY TO GO THROUGH IT AND UNDERSTAND IT AND ASK SOME QUESTIONS PRIOR TO THE MEETING.
SO WE'RE GOING TO, THIS IS SOMETHING THAT WE ARE GETTING RID OF THE INSTITUTE AND WITH, UH, WHAT COUNTS, UH, MAY APPROACH THEM IS ASKED.
AND I BELIEVE IT'S GOING TO BE A GENERAL CONSENSUS OF THE COUNCIL.
ONCE WE WOULD ACTUALLY ADAPT THE WAY THEY EXPLAINED THIS ITEM FIVE, UH, IN THE NON-CONSENT AGENDA, THAT WE WOULD BEGIN A PROCESS OF PROBABLY YOUR HAVING MAYBE TWO WEEKS, BECAUSE MEETINGS ARE BY WEEKLY, BEFORE SOMETHING WOULD BE PUT ON, UNLESS IT'S JUST AN EMERGENCY.
AND WE WOULD HAVE TO MAYBE THEN CALL AN EMERGENCY MEETING TO HANDLE ONE OR TWO ITEMS. BUT OTHER THAN THAT, WE'RE GOING TO BE ABLE TO STOP THE WAY WE'VE DONE IT IN THE PAST AND APPROACH IT IN A MANNER TO WHERE COUNSEL WILL BE ABLE TO GET INFORMATION
[01:50:01]
THAT IT NEEDS AND LEGAL.WE HAVE THE OPPORTUNITY TO DO THE RESEARCH AND GIVE ITS LEGAL OPINION ON ITEMS THAT WOULD BE PLACED ON THE AGENDA THAT I EXPLAINED THAT YES, AND I THINK THE NEW DEFINITIONS THEY'LL GIVE EVERYBODY WHAT THEY NEED TO WORK TOGETHER.
WE WORK TOGETHER AND GET IT DONE, AND EVERYONE WOULD BE BETTER PREPARED TO MAKE, UH, ASTUTE DECISIONS ON RESOLUTIONS AND ORDINANCES THAT WILL BECOME COME BEFORE COUNCIL.
YOU WANT, YOU WANT TO HANDLE IT NOW? OKAY.
WHAT WE'LL DO, WE'LL GO OUT OF SEQUENCE.
ON PAGE 13, YOU WOULD FIND PO NUMBERS, 7 0 4 4 AND ORDINANCE AMENDING SECTION 22 DASH 31, SUBSECTION D OF THE CODE OF ORDINANCES GOVERNING REQUEST TO DRAFT ORDINANCES OR RESOLUTIONS BY REPLACING SUBSECTION D AS IT PERTAINS TO THE TIME FOR PREPARATION AND SUBMISSION OF AGENDA ITEMS FOR CITY COUNCIL CONSIDERATION AND REVIEW OF CONTRACTS.
AND THIS IS HAD, THIS HAS BEEN REQUESTED BY MAYOR PRO TEM.
FRANK, MAY I GET A MOTION, MAY APPROACH THEM.
AND FRANK MAY GET A SECOND COUNCIL, WOMAN HOMES IT'S BEEN MOVED.
AND SECOND THAT WE WOULD ACCEPT PO NUMBER IS 7 0 4, 4 AS RED.
AND WE'VE HAD PLENTY OF DISCUSSION ON IT.
WE RENTED A VOTE ALL IN FAVOR, ANY OPPOSED? NAY AYES HAVE IT.
SO IN IS ORDER, WE WOULD ACCEPT P O NUMBER 7, 0 4, 4 AS RED.
NOW WE WILL MOVE BACK TO OUR NORMAL SEQUENCE AND, UH, WE WOULD BE,

[VI.1. P. R. No. 22387 — A Resolution Authorizing The City Manager To Execute A Two ( 2) Year Contract, With The Option To Renew For Two ( 2) Additional Two ( 2) Year Periods, With McCreary, Veselka, Bragg & Allen, P. C., Of Round Rock, Texas, For Collection Of Municipal Court Fines]
MOVE TO UNFINISHED BUSINESS.WE HAVE ONE ITEM HERE, I THINK, UH, THAT IS P R NUMBER 22, 3 87 AND A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A TWO YEAR CONTRACT WITH THE OPTION TO BE NEW FOR TWO ADDITIONAL YEARS PERIOD, WITH MCCRAY VESELKA BRAG AND ALAN PC OF ROUND ROCK, TEXAS FOR THE COLLECTION OF MUNICIPAL, UH, FINES.
UH, WE WERE BRINGING IT BACK UP.
DO WE HAVE A MOTION FOR APPROVAL OR COUNCILMAN OR MOSES? MAY GET A SECOND.
MIGHT GET A SECOND COUNCILOR MARKS THE SECOND.
AND SECOND THAT WE WOULD ACCEPT P R A NUMBER 22, 3 8, 7 AS RED.
ARE WE READY FOR QUESTION ON THIS? YES, MA'AM.
THANK YOU, MAYOR CITY MANAGER, IF YOU DON'T MIND, UH, I HAVE A COUPLE OF QUESTIONS ABOUT THIS.
UH, I DID GET SOME CLARIFICATION FROM YOUR STAFF, BUT, UH, THE PROCESS OF ACTUALLY SENDING OUT THOSE, UH, REQUESTS FOR, UH, UH, PROPOSAL, UH, WHAT, WHAT IS YOUR PROCESS OF WHAT, UH, CLIFF BE THE ONE TO ASK THAT QUESTION? JUST REAL SIMPLE, BECAUSE I, I WANT,
[01:55:01]
I WANT US TO BE TRANSPARENT.UH, AND, AND, AND I THINK WE HAVE BEEN IN THIS PARTICULAR, UH, ITEM, BUT I WANT, YOU KNOW, BECAUSE WE HAD OTHER INDIVIDUALS THAT APPLIED AND REQUESTS FOR OUR RE UH, PROPOSAL.
SO IF HE COULD JUST BRIEFLY JUST TELL ENLIGHTENED THE COUNCIL ON, UH, THE PROCESS AND HOW, UH, YOU SELECT SOMEONE.
UM, DO YOU JUST WANT IT FROM THE POINT OF ANALYZING IT FROM THE VERY START? LIKE WHEN WE GOING OUT IT'S VERY BRIEFLY, SO WE CAN BE TRANSPARENT INTO UNLIKE THE ENTIRE COUNTY.
WELL, I'LL GO FROM THE START JUST THINGS.
SO WHEN WE PUBLISH ABOUT THE PUBLISH TWICE IN THE PAPER, ONCE PER WEEK, UH, WE PUT IT ON THE CITY WEBSITE.
WE ALSO PUT IT ON A WEBSITE CALLED POLY PURCHASED.COM.
THAT'S A DATABASE, DIFFERENT CITIES.
WHEN WE PUT UP OUR PROCUREMENT, ONCE THAT'S DONE, I ALSO EMAILED TWO VENDORS THAT I'M AWARE OF THAT DUDE, HIS PARTICULAR TYPE OF SERVICE, UH, ON THE BID PACKAGE, IT HAS TO DUE DATE AT THE TIME THAT THE BIDS ARE DUE.
GENERALLY, I'LL BE AS ATTORNEY IN ON WEDNESDAY, IT'S GOING TO BE ON OTHER DAYS, BUT GENERALLY IT'S WEDNESDAY BY THREE O'CLOCK.
THEN WE READ IT ACTUALLY FROM HERE AT THIS TABLE, WE READ OFF THE BEDS.
IF THEIR PROPOSALS LIKE THIS WAS, WE JUST READ OFF THE NAMES CAUSE YOU'RE EVALUATING THEM.
SO ONCE THOSE PROPOSALS ARE RECEIVED AND I OPEN THEM UP, THEN, UH, OUR STAFF, WE GET THE PROPOSALS AND SEND THEM TO THE COMMITTEE.
MEMBERS, GENERALLY COMMITTEE MEMBERS ARE DETERMINED BY US AND THE DEPARTMENT THAT'S RECEIVING THESE PARTICULAR SERVICES IN THIS PARTICULAR CASE OF, IN MUNICIPAL COURT.
SO GENERALLY COMMITTEE MEMBERS ARE THREE TO FIVE INDIVIDUALS PENDING.
THEY WILL EVALUATE THE PROPOSALS BASED ON THE CRITERIA THAT STATED IN THE PROPOSAL.
SO THE PROPOSAL HALF THE SPECS ARE I'LL REQUEST THAT WHERE WE'RE LOOKING FOR OUT OF SOMEONE.
AND THEN IT HAS THE EVALUATION STANDARDS IN THEIR PROPOSAL.
THEY EXPERIENCED THEIR PREVIOUS REFERENCES, UH, PRICING, UM, DIFFERENT FACTOR POINTS THAT THAT WOULD BE EVALUATED ONCE EACH MEMBER WE'D LIKE TO HAVE A COMMITTEE AND MULTIPLE MEMBERS BECAUSE WE DIFFERENT, DIFFERENT PEOPLE THINK DIFFERENTLY.
SO WE LIKE TO GET THOSE DIFFERENT MINDS TOGETHER AND EVALUATED.
AND THEN WE TOLD HER UP THE OVERALL HIGHEST RANK, WE FEEL WE HAVE THE BEST PROPOSAL BASED ON THESE DIFFERENT OUTLOOKS.
AND THEN ONCE THAT WE, UH, THEN WE GO TO COUNCIL WHERE WE GIVE IT TO THE DEPARTMENT TO MAKE THAT RECOMMENDATION BASED ON WHO WAS THE HIGHEST RANK, WHICH WE SUBMIT THAT RESOLUTION TO THE COUNCIL.
AND IN THERE, IT HAS, THE AGENDA TOLD US WHERE YOU SEE THAT TOAD OF 700, 800, HOWEVER MANY POINTS BASED ON THE SCALE.
AND THEN WHOEVER WAS THE HIGHEST RANKED IS THE ONE THAT WE PICKED.
AND I THANK YOU FOR THAT BRIEF, UH, OVERVIEW.
I JUST WANTED TO BE SURE THAT WE ENLIGHTENED THE COMMUNITY, THAT THIS COUNCIL IS GOING TO BE TRANSPARENT IN ANYTHING THAT WE DO.
SO THANK YOU, CITY MANAGER, THANK YOU, DIRECTOR WILLIAMS FOR THAT BRIEF EXPLANATION OF YOUR PROCESS.
ANY OTHER QUESTIONS ON THE MATTER THERE ARE NEW OTHER UNREADINESS WE READY TO VOTE ALL IN FAVOR, ANY OPPOSED AS HAVING SORT OF AUDIT PR NUMBER 22, 3 8 7 WOULD BE ACCEPTED AS RED.

WE'RE GOING TO DO THE APPROPRIATE THING WITH OUR LEGAL DEPARTMENT.
I WANT TO COMMEND OUR LEGAL, UH, UH, VAL TIZZANO AS WELL.
UH, I'M GLAD TO SEE THE DEDUCTION AND I KNOW WHY I READ THE BACKGROUND AND I TRULY UNDERSTAND, BUT HOWEVER, IF WE SIGNED CONTRACTS FROM THIS POINT ON WITH INDIVIDUALS, UH, THAT DOES WORK WITH THE CITY OF PORT ARTHUR, WE NEED TO HOLD THEM ACCOUNTABLE FOR, AND THAT'S WHAT YOU DID ON THIS PARTICULAR ITEM.
AND I'D LIKE TO COMMEND YOU AND OD LEGAL, UH, ATTORNEY ABOUT THIS PARTICULAR, UH, UH, PR THANK YOU.
ANY OTHER READINESS? I ALSO WANT TO PASS THAT ON TO THE ENGINEERING STAFF, UM, BECAUSE THEY HAVE DONE THEIR JOB.
I'VE GOT A FEW PEOPLE OUT THERE IN THE FIELD, YOU KNOW, UM, WHO ACTUALLY TAKE CARE OF BUSINESS FOR US.
YOU KNOW, THEY ARE OUR EYES AND OUR EARS OUT THERE AND THEY STAY ON TOP OF THE, THE, THE CONTRACTORS TO MAKE SURE THAT THE CITIES GET IT'S WORK, YOU KNOW, GO ON AT THE DAYS WHEN THE CITY OF PORT AFA WAS BEING TREATED JUST AS ANOTHER VENDOR THAT WOULD COME THERE, WE'LL DO IT, WHATEVER WE WANT IN HERE.
NO, BUT WE'VE GOT, WE'VE GOT AN ENGINEER RIGHT NOW AND WE'VE GOT INSPECTORS AND STUFF, YOU KNOW, WHO TAKE THEIR JOBS VERY SERIOUSLY.
SO I WANT TO CONDEMN COMMEND THEM ON THAT.
AND I'M VERY GRATEFUL THAT I HAVE THEM AS PART OF OUR TEAM.

COUNCILMAN JONES HAS BEEN MOVED.
AND SECOND THAT WE WOULD ACCEPT PR NUMBER 2, 2, 4, 3, 6 AS RED.
ARE WE READY FOR A QUESTION? YES, MA'AM GO RIGHT HERE TO COUNCIL MCKENNA.
THANK YOU, MAYOR, UH, CITY MANAGER AGAIN, UH, I'M GLAD TO SEE THAT YOU'RE BEING PROACTIVE AND ADDRESSING THE NEEDS OF THE CITY.
I'M GLAD THAT YOU'RE LOOKING AT OTHER OPTIONS TO CO UH, TO PURCHASE THESE GARBAGE CANS.
UH, BUT, UH, I DO HAVE A QUESTION FOR YOU.
I THINK IT WAS COUNCIL WOMAN, UH, MOSES, OUR COUNCILMAN GELS.
WE SPOKE ABOUT THIS A COUPLE OF MONTHS AGO, MAYBE A YEAR AGO ON, UH, SOME HOME OWNERS HAVING MORE CANS THAN THEY'RE ACTUALLY PAYING FOR.
AND I KNOW WE ARE GETTING THE CALLS, UH, ABOUT, UH, YOU KNOW, THEY HAVE FOUR AND FIVE AS AT A RESIDENT, AND THEN THEY ONLY PAYING FOR ONE.
I HOPE THAT WE HAVE SOMEONE, A STAFF MEMBER IN PLACE TO ACCOUNT FOR THOSE CANS.
AND IF THEY DON'T, WE, WE PICK THEM UP AND WE CAN RECYCLE OR EVEN REPAIR THOSE.
UH, IF THAT'S SOMETHING THAT WE HAVE IN THE NEAR FUTURE, OR WE HAVE THAT IN PLACE.
NOW, I WOULD ASK THAT YOU WORKING ON THAT WE WERE ACTUALLY WORKING ON THAT.
UM, I HAD AN INTERESTING SITUATION WHERE ONE APARTMENT, WHEN I CAME TO ME AND OVER THE YEARS, HE WAS ONLY BEEN FOR ONE CAN, BUT HE GOT INTO SYLVIA'S FOR 40 YEARS FOR ONE, CAN WE WORKING ON THAT? WE'RE WORKING ON.
OKAY, WELL, LET THAT STAY ON TOP OF THAT.
WE DON'T WANT THAT TO BECOME AN EXPENSE OR AN ISSUE AT A LATER DATE.
I'LL JUST WANT TO SPEAK ON IT, DIRECTOR.
WHY SHOULD I SPEAK KEVIN COMING? OKAY.
W WHY, WHY SHE'S COMING? UH, MAYOR AND COUNCIL.
I CANNOT IN MY GOOD CAUTIOUS, BOTH THE, THIS ADAM, NO WAY.
NO, I, I GOT A CAR THIS MORNING ON MY WAY TO A COUNCIL MEETING, SEE A KAUFMAN JONES CALL MY NAME.
WHENEVER YOU GOT THREE CANS ON THE PAPER ONE, AND I'M PAYING THE SAME AMOUNT HE'S HE'S PAYING.
I WANT TO TALK TO RHONDA AND HALL DEPARTMENT.
SCOTT MOORE AND GLENN WHITE HAD WALKED THROUGH TOGETHER ABOUT CAN PEOPLE GETTING THESE CANS AND NOT PAYING FOR THEM.
SOME HOUSES HAVE FOUR AND FIVE CANS HOUSE ALMOST FALLING DOWN, GO UP AND GIVE THEM NO FOR BEING WITH THEM.
I FEEL SORRY FOR THEM HAVE FOUR AND FIVE CANS.
I SAW ONE CAME THE OTHER DAY, BRAND NEW ON THE SIDE OF THE ROAD, SITTING THERE, THE GUY COMING BY A TRUSTEE.
AND I SAID, HEY MAN, GO BUY SUCH AND SUCH.
THEY HAD A PRETTY, THAT KINGDOM TICKET, YOU KNOW, IT'S BUSINESS.
WE COULD SEE BECAUSE IT'S PRICED IN HALF AND WE ROUND UP AND I'LL GO WITH Y'ALL AGAIN.
I DID LAST TIME I WENT AROUND THE WHOLE DISTRICT TO, YOU KNOW, THAT MILL MANAGER, IT'S GOT MORE NOISE.
I'M GOING TO RUN MY WHOLE DISTRICT, GIVEN ADDRESSES, WHERE WE HAVE FOUR OR FIVE CANS.
AND SOME OF THEM CAN STILL THERE, YOU KNOW, AND NOT BEING PAID FOR.
SO IN NO WAY, I'M GONNA WALK WITH HIS MOM.
BEAT CAM GOT CANNED FOOD, ALL AROUND TOWN.
THESE 200, 300 CANS PULLING AROUND TOWN THAT, UH, PEOPLE UP SAYING FOR, AND THIS, YOU KNOW, EMPTY LOTS, ONE HOUSE ON FIFTH GRADE, IMAGINE HALF FULL CANS IN THE HOUSE, EMPTY BY THE, UH, DEMOLISH 4K IN THE GARAGE, IN THE DRIVEWAY.
HOW COULD I POPE? IT WAS 30,000 NOW TAXPAYERS' MONEY.
WE GOT FOUR, THREE OR 400 CANS PULLING AROUND AND DOING NOTHING.
OH, ARE PEOPLE GETTING FULL POOR CAMPAIGN FOR ONE, NO WAY THAT SHOULD HAPPEN.
I TOLD THEM, I TOLD KAREN THIS MORNING, I'M GONNA TAG IT AGAIN.
WE'LL SEE THE MANAGER, MY PORTRAIT AGAIN, I'M GONNA GIVE HIM MR. WHITE AND RWANDA.
WE WILL GO THROUGH THE DISTRICT, ARRIVE AT ONE OF THEM AND WE'LL SEE WHO HAS TWO AND THREE CANS AND YOU'RE PAYING FOR THEM.
IF YOU'RE NOT GET CHARGED WITH THEM AND PICK THEM UP, BUT BUYING SMALL CANS AND JUST THIS AMOUNT OF MONEY.
AND I SEE ME EVERY DAY RATTLE THE CITY.
UM, JUST, I GUESS A QUESTION TO THE MANAGER, DO WE DO HAVE AN AUDITOR WORKING? I THINK WE HAVE, WE GOT, WE GOT A REPORT.
IF I REMEMBER CORRECTLY ON, UM, THE CANS I JUST DID, WHO HAS THE NUMBER OF CANS AND WHO'S PAYING FOR WHAT CANS AND, UH, I WILL CONTAINERS BASICALLY.
UM, AND THERE WAS A NEED FOR MORE, AND THIS IS WHAT YOU'RE DOING.
THIS ITEM HERE, ORDERS TO REPLENISH
[02:10:01]
WHAT WE'RE OUT OF STOCK ON.AND ALL, AND TO ALWAYS MAINTAIN A STOCK OF CAN, BUT WE CAN EAT, WE CAN CHEW GUM AND WALK AT THE SAME TIME.
WE CAN ORDER CANS AND MAKE SURE THAT THEY REMAIN IN STOCK.
BECAUSE THE LAST THING I WANT TO DO IS TO NOT BE ABLE TO DELIVER THE SERVICE, A BASIC SERVICE THAT IS CITIZEN PEACEFUL.
YOU KNOW, THE COST OF THE CAN IS, IS TIED UP WITH THE FEES FOR YOUR WATER AND YOUR WASTEWATER CITIZENS EXPECT THAT SERVICE ON A DAILY BASIS.
AND SO WHAT I WANT TO DO WHEN AN, WHEN AN INDIVIDUAL COMES, THE LAST THING I WANT TO HEAR FROM THEM IS I HAVE BEEN CALLING FOR THE LAST SIX MONTHS AND I CANNOT GET A CAMP AND WE DO HAVE THOSE, BUT LET ME JUST SAY YOU HAVE THOSE THAT THAT DOES HAPPEN.
I WAS ACTUALLY LOOKING AT MY CAMERA.
SOMEONE ROLLED UP ON OUR DRIVEWAY AND JUST PULL THE CAN WITH THEIR TRUCK JUST, AND I WAS ABLE TO GO IN AND JUST GET THE CAR DRIVER'S LICENSE AND REPORTED TO GET ANOTHER CAN CAUSE WE PAY FOR TOO.
SO PEOPLE AS LIKE THEIR COMMODITY OR THEY'RE, THEY, THEY LOVE THEM.
I'VE HAD TO TRAIN TRASH CANS FROM THE CAMERA THAT I CAN BE ABLE TO, UM, SEE STOLEN, UH, JUST TAKEN OFF FROM THE, FROM THE, UH, AND THAT'S THAT'S GONNA HAPPEN.
AND SO CITIZENS NEED THE CANS AND WE NEED THE BACKUP TO BE ABLE TO SERVICE OUR CITIZENS THAT ARE PAYING.
I HAVE A, UM, ACTUALLY A NEIGHBOR WHO NEEDS A CAN NOW, BUT THERE ARE NO CANS TO GIVE TO HIM, UH, CONSTANTLY AND MOSES AND ROCK THE MAGIC.
WE KNEW WE COULD TAKE CARE OF THE CITIZENS, BUT WE HAVE FOUR KIDS IN ONE HOUSE RIGHT NOW.
IT MAKES NO SENSE WITH WHAT WE TALKING ABOUT.
WE, WE COULD TAKE CARE OF THE SYSTEM.
WELL, I'M NOT GONNA PICK UP THE CANS THAT PEOPLE NOT USE IT.
WE GOT 200 CANS RIGHT HERE FLOATING AROUND 300 CANS.
WHAT CAN I SAY? CUT HIS PRICE IN HALF THE PRICES KIND OF LITTLE.
AND, UM, YOU, YOU HAVE REPORTED THAT TO ME ON MORE THAN ONE OCCASION.
UM, I DO UNDERSTAND WHERE YOU'RE COMING FROM.
UM, IT'S A WORK IN PROGRESS AND WE WILL CONTINUE TO WORK WITH YOU AND CONTINUE TO WORK WITH THE CITIZENS.
UH, DIRECTOR, WOULD YOU MIND JUST EXPLAINING TO MY COHORTS, YOUR, YOUR PLAN OF ACTION AND HOW WE CAN ADDRESS SO WE CAN GET YOUR, UH, AND YOUR DEPARTMENT AND HOW WE CAN ADDRESS THOSE CANS AND PICKING THEM, PICK THOSE CANS UP WITH YOUR AUDIT? ACTUALLY, THIS WAS A MATTER THAT I ADDRESSED WITH STAFF YESTERDAY, SOME STAFF MEMBERS YESTERDAY.
UM, SO OUR PLAN IS TO HAVE STAFF MEMBERS TO GO OUT ON THE WEEKEND A SATURDAY.
UM, SO I TALKED TO THEM ABOUT GOING OUT NEXT SATURDAY AND TO COUNT CANS AND COMPARE THOSE TO WHAT IS IN THE SYSTEM, WHICH IS OUR NAPA LINE SYSTEM TO ENSURE THAT WHATEVER THESE PEOPLE, CITIZENS ARE PAYING FOR, ALIGNS WITH WHAT THEY HAVE, THAT'S ALREADY OUT THERE AT THEIR HOMES.
W ONCE AGAIN, THANKS CONSIDERED MANAGERS.
YOU'LL BE AT MY PASSENGER BECAUSE OF WHAT SHE'S SAYING.
WE DID THAT ABOUT TWO MONTHS AGO, WE HAD SOMEBODY TO WORK.
AM I CORRECT? I WAS BACK TO SQUARE ONE AGAIN.
SO YOU UNDERSTAND MY PASSION, HOW I FEEL ABOUT IT.
I'M TELLING WHY WE KEEP KICKING THE CAN DOWN THE ROAD AND WE'D TO SEE THEM.
WE JUST GOT TO TAKE CARE OF IT.
LET'S TAKE PILLS TO TAKE CARE OF BUSINESS, YOU KNOW, SO I UNDERSTAND WHAT YOU'RE SAYING.
LET, Y'ALL GET ONE MORE SHOT AT IT.
