THE NUMBER ONE REASON, OF COURSE BEING COST RECYCLING IS VERY EXPENSIVE.

UM, BUT WHY WE EXIST AND HOW WE EXIST IS DUE TO OUR UNIQUE BUSINESS MODEL.

AND A LOT OF PEOPLE YOU'LL SEE ARTICLES ABOUT US AND THINGS.

THEY CALL US THE UBER OF RECYCLING AND THAT'S BECAUSE THE WAY THAT WE DO OPERATE, WE DID BORROW A LOT OF THINGS, INCLUDING MANAGERS AND EMPLOYEES FROM UBER TO COME HELP US SET UP OUR BUSINESS.

AND IT'S REALLY, REALLY EASY TO EXPLAIN, LIKE WHEN YOU LOOK AT TWO KIND OF PINNACLES OF WHAT WE DO.

SO ON THE OPERATIONAL SIDE, WHAT WE BORROWED FOR UBER THAT MOST PEOPLE RECOGNIZE IS THAT WE DON'T BUY $400,000 TRUCKS THAT TEAR UP YOUR STREETS AND SPIT OUT A LOT OF CO2.

WE CONTRACT WITH INDEPENDENTLY CONTRACTED DRIVERS TO USE THEIR OWN VEHICLES, TO PICK UP PEOPLE'S RECYCLABLES AT THEIR HOME.

AND THEN THE SECOND ONE IS WE DON'T HAVE THE OVERHEAD OF FULL-TIME EMPLOYEES THAT MANY MUNICIPALITIES HAVE AND CARRY TO BE ABLE TO HAVE A CURBSIDE RECYCLING PROGRAM THAT ON THE LEGAL SIDE OF THINGS, THIS IS WHERE WE REALLY BOUGHT A LOT FROM UBER.

BECAUSE IF YOU THINK ABOUT EVERY MUNICIPALITY, UNITED STATES HAS SOMETHING, SOME TYPE OF ORDINANCE ON THE BOOKS THAT COVERS LIVERY AND TAXI CAB BUSINESS.

WELL, UBER AND LYFT CAME ALONG AND THEY, YOU KNOW, THEY APPENDED ALL OF THAT STUFF AND THEY HAD A VERY SPECIFIC LEGAL STRATEGY.

SO WE ALSO ADOPTED THOSE THINGS SO THAT WE DON'T RUN ACROSS AND CAUSE PROBLEMS WITH EXISTING ORDINANCES.

WE ARE HERE TO BE THE FRIEND OF MUNICIPALITIES AND WE'RE NOT HERE TO CAUSE, UH, TO CREATE ENEMIES.

SO LET ME JUST TALK ABOUT HOW THIS, HOW WE COME TO A PLACE LIKE THIS.

SO PORT ARTHUR JUST MADE SENSE TO, TO OFFICIALLY COME TO TALK TO THE MUNICIPALITY AND SAY, WE WOULD LOVE TO WORK WITH YOU TO EDUCATE AND INFORM YOUR RESIDENTS, THAT YOU NOW HAVE A MEANINGFUL ENVIRONMENTAL PROGRAM OPTION FOR FOLKS TO BE ABLE TO RECYCLE FROM HOME.

SO THEY DON'T HAVE TO MESS UP THEIR CAR.

IF THEY'RE A NEW MOM AND THEY DON'T HAVE TIME, THEY, YOU KNOW, THEY CAN'T TAKE THE STUFF DOWN TO A RECYCLING CENTER.

IF THEY'RE ELDERLY, IF THEY'RE INFIRMED, IT'S REALLY A MAJOR CONVENIENCE PLAY BECAUSE IT'S JUST LIKE ANY TYPE OF OTHER SUBSCRIPTION SERVICE, WHETHER IT'S AMAZON PRIME, WHETHER IT'S DOOR DASH, WHETHER IT'S NETFLIX, PEOPLE DECIDE WHETHER OR NOT THEY WANT TO SPEND THE MONEY TO HAVE THAT CONVENIENCE OF HAVING RECYCLING PICKED UP AT THE DOOR.

WHAT IT LOOKS LIKE FROM A CUSTOMER'S POINT OF VIEW, OUR MOST BASIC LEVEL OF SERVICE IS EVERY

OCI IS A GLOBAL NITROGEN FERTILIZER AND CHEMICALS PRODUCER.

WE HAVE LOCATIONS AND FACILITIES ACROSS THREE CONTINENTS.

OCI BEAUMONT IS ACTUALLY OUR WAS OUR FIRST FACILITY HERE IN THE U S AND SO A FEW MILES AWAY FROM HERE AND WE'VE OPERATED THAT FACILITY FOR OVER 10 YEARS.

WE'VE INVESTED OVER A BILLION DOLLARS IN THAT FACILITY.

SO YOU COULD SAY WE'VE REALLY ENJOYED DOING BUSINESS HERE IN THE GOLDEN TRIANGLE.

UM, THIS FACILITY PRODUCES AMMONIA AND METHANOL, WHICH CONSUME LARGE AMOUNTS OF NATURAL GAS OR METHANE.

AND AS IT TURNS OUT, UH, LANDFILLS ALSO GENERATE LARGE AMOUNTS OF METHANE AS WELL AS CO2 EMISSIONS.

AND IN THE CASE OF THE PORT ARTHUR CITY LANDFILL, UH, THAT THESE GASES ARE ADMITTED TO THE AIR CURRENTLY.

AND WHAT WE'D LIKE TO PROPOSE IS TO INSTALL A COLLECTION SYSTEM AND TO CAPTURE THESE GASES, TRANSPORT IT DIRECTLY TO OUR FACILITY AND USE IT FOR OUR FEEDSTOCK.

OCI WOULD PAY FOR THE INSTALLATION COSTS AND NO BURDEN TO THE CITY.

AND WE WOULD HAVE A COMMERCIAL ARRANGEMENT THAT WOULD GENERATE REVENUE FOR EVERY GAS MOLECULE THAT ENDS UP BEING PRODUCED AND COLLECTED AND TRANSPORTED TO OUR FACILITY.

UM, ONE THING THAT SHOWS UP ON THIS SLIDE, UH, IS THERE AROUND ALAMO 31ST STREET, 29TH CITY FORCES DID ALL THOSE IN THE LAST MONTH OR SO.

AND THEY CAME OUT REALLY GOOD.

I WAS REALLY IMPRESSED WITH THE WORK THE CITY'S DOING MR. BATES.

AND THAT'S A BIG HELP BECAUSE WHEN THE CITY DOES A STREET, IT'S PROBABLY A THIRD OF THE COST OF WHAT WE DO CONTRACT WISE, YOU KNOW, AND THEY'RE WORKING TO GET THEIR FORCES UP TO WHERE THEY CAN TACKLE MORE THIS YEAR.

UM, THIS IS THEIR AREA AROUND TWIN CITY AND COUNCILMAN KEN LAW'S DISTRICT.

WE DID THE PARK ROAD WITH CITY FORCES AND THEN 60TH STREET.

WE JUST FINISHED WITH, UH, GULF COAST.

THEY OVERLAYED THAT FOR US WITH SOME FEMA GRANT MONEY INCLUDED HERE IS THE AREA OF JIMMY JOHNSON WHERE WE'RE GOING TO FILL IN THE MEDIAN, MIGHT PAVE IN THE MEDIAN TO FACILITATE BUSINESSES ALONG THAT SECTION THAT'S INCLUDED IN THIS NEXT SET OF WORK WE'RE GOING TO ACCOMPLISH.

AND THEN THE AREA AROUND 76, 70 SEVENTH WAS DONE BY CITY FORCES UP OF THE OFF OF TWIN CITY.

WE DRIVE ALL THE WAY UP TO ROSEDALE, UM, MANA, AND WE HAVE DONE THAT.

UM, SO THE DECK STAGES, WE ARE INTO THE DESIGN FEES AS FAR AS THAT IS CONCERNED.

UM, WE HAVE ALSO ALLOCATED $500,000 FOR THE DESIGN OF, UM, JIMMY JOHNSON EXTENSION.

WE WILL GET THERE AS WELL WITH THAT.

WE STILL HAVE ABOUT $10 MILLION THAT IS STILL ON ALLOCATED AS YET.

AND AS, UM, ENGINEER CONNOTATES NOTED, YOU KNOW, WE WILL GET THERE, BUT WE ARE WORKING ON A LIST OF STREETS THAT HAS BEEN BEGUN WITH THE PREVIOUS ENGINEER.

AND SOME OF THOSE WE'RE GOING TO CONTINUE TO LOOK AT THE FORCES THAT WE HAVE IN-HOUSE WITH MR. BEETS AND SEE HOW WE CONTINUE TO PROVIDE STRUCTURE TO THOSE BY GETTING THEM DONE.

UH, THERE WAS ALSO A COUNCIL ON METRO ECONOMIES AND THE NEW AMERICAN CITY IS SOMETHING THAT'S EVOLVING IN THE UNITED STATES AS OF TODAY.

AND EVEN AS WE SPEAK, I ALSO ATTENDED A SPECIAL SESSION ON FEDERAL AND LOCAL STRATEGIES AND INITIATIVES DESIGNED TO REDUCE HOMELESSNESS, WHICH IS A MATTER THAT IS BECOME OF INTEREST AND CONCERN HERE IN THE CITY OF PORT ARTHUR BEING.

SO I'VE ACTUALLY, UH, PREPARED AND IS PREPARED TO, UH, SEEK, UH, THE MAYOR'S COALITION ON HOMELESSNESS AND WITH A FACILITATOR BEING A MAYOR.

I MEAN, SORRY, CONGRESS COMMIES ON THE COUNCIL WOMAN, MARK'S GOT SWIMMING HOMES ON IT.

I GOT, I GOT THESE MARKETS.

I CAN SAY THE COUNCIL WOMAN, BUT, UH, COUNCILMAN, UH, HOMES ON BEING THE FACILITATOR FOR THAT PARTICULAR, UH, PROJECT AND ALSO SIGNED UP POURED OFF, UH, UH, AS A PART OF THE HOOD NATIONAL PROGRAM ON HOMELESSNESS AND TRYING TO DO WHAT WE CAN TO, UH, OVERCOME HOMELESSNESS BY THE BUILDING OF HOMES THAT A NEW PARK PROJECT, THAT HOOD IS UNDERTAKING IN AMERICA AND IN CITIES LIKE OUR CITY AROUND AMERICA.

AND EVEN ON, UH, AS LATE AS YESTERDAY BEING APART OF A, UH, ZOOM WHERE MAYOR LIGHTFOOT OUT OF CHICAGO, UH, CALLED A ZOOM TOGETHER OF MAYORS WHO WERE INVOLVED IN THE, UH, GUN VIOLENCE IN CITIES MEETING IN WASHINGTON WHEN WE WERE THERE.

UH, AND WE IT'S JUST, AND I EVEN SHARED WITH THE COUNCIL ON TODAY IN OUR SESSION ABOUT MY DISCUSSION ON YESTERDAY, ON THAT JUNE WITH WHAT HAS OCCURRED HERE IN THE CITY OF PORT ARTHUR AND WE, WHAT WE'RE TRYING TO DO WITH OUR POLICE CHIEF AND OUR POLICE OFFICERS, EVEN ALONG WITH OUR SCHOOL DISTRICT HERE IN PORT ABRA, TRYING TO BEGIN AT SOME POINT IN REDUCING VIOLENCE AND GUN VIOLENCE IN OUR CITY.

AND THEN THERE WAS ALSO OTHER SESSIONS THAT WERE HELD.

UH, I ATTENDED THE SESSION THAT DEALT WITH THE CURRENT HOUSING AND ECONOMIC DEVELOPMENT ISSUES AND BEING APART OF THE COMMUNITY AND ECONOMIC DEVELOPMENT ADVISORY COUNCIL OF MLC OF WHICH I AM A MEMBER OF THAT, AND THAT PARTICULAR COUNCIL HOOD, UH, ACTUALLY GAVE US A LOT OF INFORMATION AND CONDUCTED THE WORKSHOP THAT ACTUALLY DEALT WITH, UH, ECONOMIC DEVELOPMENT ADMINISTRATION AND ISSUES THAT ARE PREVALENT IN OUR CITIES NOW WITH ECONOMIC DEVELOPMENT AND THE CITIES.

AND WE ACTUALLY WERE GIVEN VALUABLE INFORMATION THAT I BELIEVE WOULD BE VALUABLE TO US GOING FORWARD HERE IN THE CITY OF PORT ARTHUR, THAT ALSO ASSESSING FOR IMMIGRANT ISSUES THAT I ATTENDED, BECAUSE WE HAVE A LARGE POPULATION OF IMMIGRANTS HERE IN THE CITY OF PORT ARTHUR AND MAYOR GOD CITY OF LOS ANGELES, ACTUALLY A HILL AND FACILITATED THAT PARTICULAR MEETING.

AND THERE WAS INFORMATION THAT WAS GIVEN, AND THAT IS GIVEN THAT WE CAN WORK IN OUR VARIOUS CITIES WITH PROFESSIONALS WHO ARE WITHIN OUR CITIES, WHO WORK WITH THE AGENCIES THAT DEAL WITH IMMIGRATION ISSUES.

AND THERE WERE ALSO ISSUES THAT ACTUALLY DEALT WITH ER, UH, JUSTICE DEPARTMENT INITIATIVES

THAT WAS ALSO A RECEPTION THAT I ATTENDED FOR THE AFRICAN-AMERICAN MALES ASSOCIATION OF WHICH I BECOME A PART OF.

UH, AND THAT WAS, UH, THAT IS A PROGRAM THAT IS, UH, BEGINNING WITH AFRICAN-AMERICAN MAYORS AND WITH THE NATION OR THE COUNTRY OF COLUMBIA, AND WITH THAT PARTICULAR PROGRAM.

AND THERE ARE OTHER PROGRAMS THAT DEALS WITH SISTER CITIES AND THIS DEALS WITH THE POSSIBILITIES OF HAVE BEEN EXPORT IMPORT INITIATIVES AND PROGRAMS THAT WOULD BRING ABOUT ECONOMIC CHANGES AND ECONOMIC DEVELOPMENT IN OUR CITIES AND THESE THAT WERE DISCUSSIONS AND ALSO NETWORKING OPPORTUNITIES THAT WERE AFFORDED THE CITY OF PORT ARTHUR WITH MY PRESIDENT, THROUGH MY PRESENCE AT THOSE, UH, AT THAT PARTICULAR RECEPTION ON THAT EVENING WITH MAYORS, FROM THE COUNTRY OF COLUMBIA.

AND THEN THAT WAS ALSO A MAYOR MAYORS AND ALSO A BUSINESS LEADERS BREAKFAST THAT I ATTENDED, UH, THAT WAS ACTUALLY SPONSORED, UH, BY STARBUCKS, UH, WHO IS A VERY BIG SUPPORTER AT THIS PARTICULAR TIME OF EQUALITY ACROSS THE UNITED STATES OF AMERICA.

AND THAT PARTICULAR SESSION THAT WERE MANY, MANY, UH, OTHERS FROM AROUND THE NATION.

BUT FOR SURE, THE VICE PRESIDENT OF STARBUCKS WHO HAPPENED TO BE AN AFRICAN-AMERICAN FEMALE WHO WORKS VERY DILIGENTLY WITH THAT PROGRAM AND BEING SURE THAT EQUALITY IS REACHED IN THEIR PARTICULAR STORES AROUND THE COUNTRY.

AND NOW THERE WAS ALSO A CLEAN ENERGY OR GRANT AND HOW LOANS FOR INFRASTRUCTURE INVESTMENTS AND FOR OUR JOB ACTS.

AND THERE WAS INFORMATION THAT, UH, EVEN BEING DISSEMINATED AS I SPEAK RIGHT NOW, BECAUSE YOU GET THE EMAILS CONTINUALLY THROUGH TODAY, I'VE ATTENDED EVEN SOME, UH, WEBINARS SINCE THE, UH, CONVENTION ON SENSITIVE, THE MAYOR'S MEETING THAT DEAL WITH WHAT WE ARE CALLING THE BI-PARTISAN INFRASTRUCTURE LAW, AND THIS ACTUALLY DEALS WITH.

AND ON THAT THURSDAY AND FRIDAY, THAT WAS SESSIONS THAT WE DISCUSSED.

AND I PARTICIPATED IN DISCUSSIONS WITH THOSE WHO ARE VERY ACTIVE IN OUR FEDERAL GOVERNMENT WITH THE DISSEMINATION OF THOSE FUNDS.

THAT'S GOING TO BEGIN VERY SHORTLY FOR MUNICIPALITIES, SUCH AS OURS FOR, UH, GOVERNMENT COGS, SUCH AS THE SOUTHEAST TEXAS REGIONAL PLANNING COMMISSION.

AND SOME OF THE MONIES WERE GOING TO STATES, BUT THESE FUNDS ARE GOING TO BE, UH, DISSEMINATED THROUGH OUR TREASURY DEPARTMENT.

SOME WILL BE DISSEMINATED THROUGH THE TRANSPORTATION DEPARTMENT AND THERE ARE OTHERS BECAUSE I ATTENDED ALSO A BRIEFING FROM OUT BY OUR ENERGY DEPARTMENT AND IN THAT BRIEFING.

AND IT HAS BEEN SOMETHING THAT I'VE HAD AN INTEREST IN AS YOUR MAYOR.

AND I HAVE BEGUN THE, UH, SOME NEGOTIATIONS ON WHAT WE RECALL, THE EBY ENTERPRISES THAT IS COMING INTO BEING IN THE UNITED STATES OF AMERICA THAT IS ELECTRIC VEHICLES AND WHAT CAN ACTUALLY OCCUR WITH ELECTRIC VEHICLE CHARGING STATIONS.

SOMETHING THAT I BEGAN A DISCUSSION WITH ABOUT TWO YEARS AGO WITH COUNCIL AFTER I HAD GONE TO A MEETING SUCH AS THIS ONE IN WASHINGTON, DC, WHERE THESE THINGS ARE BEING DISCUSSED.
