AND I TELL YOU THIS, BECAUSE WE ARE JUST THE ONE IN THIS RELOCATION PROGRAM THAT THESE REFINERIES HAVE. AND SO IF IT'S JUST ONE THAT'S COMING TO YOU TELLING YOU ABOUT THIS, THERE ARE PROBABLY THOUSANDS THAT HAVE THE SAME STORY AS I DO. I DEAL WITH MIDDLE INCOME HOUSING, TYPICALLY 30 OR MORE HOUSES AT A TIME. UH, I BUILD NIGHTCLUBS OR ENTERTAINMENT BEING USED IN RESTAURANTS. THAT'S MY BACKGROUND. UM, AS I'VE HAD A CHANCE TO LOOK AT THE CITY, I'VE RECOGNIZED THAT YOU GUYS HAVE A LOT OF POTENTIAL HERE FOR GROWTH. UM, WHAT I SEE IN PORT ARTHUR IS BEAUTIFUL. AND I JUST WANT TO TELL YOU THIS BECAUSE I BELIEVE PORT ARTHUR COULD PROBABLY LEAD IN SOME OF THE MOST INNOVATIVE HOMES IN TEXAS. I THINK THAT YOU HAVE ROOM TO HAVE SOME OF THE MOST ESTABLISHED RESTAURANTS BECAUSE OF THE DIVERSITY THAT'S HERE. I BELIEVE THAT YOU CAN, IN FACT, EVEN WITH THE SCHOOL SYSTEMS, AS PEOPLE TELL YOUR NARRATIVE A DIFFERENT WAY THAT YOU DO HAVE SCHOOL SYSTEMS AND YOU DO HAVE A SCHOOL, UM, THAT IN FACT LOOKS BETTER THAN ANY SCHOOL IN A HUNDRED MILE RADIUS. I WILL SAY THAT PORT ARTHUR HAS THE BEST LOOKING HIGH SCHOOL AND MIDDLE SCHOOLS THAT I'VE EVER SEEN. BUT I THINK WE NEED TO SAY IT A DIFFERENT WAY. I'D LIKE YOU TO SAY IT A DIFFERENT WAY. YOU KNOW, MY VISIONS FOR PORT ARTHUR, IF ANYBODY WOULD WANT TO HEAR IT, WE HAVE TO TALK ABOUT HOW BEAUTIFUL WE ARE. WE DO. IN FACT, HAVE THE NICEST PEOPLE HERE. SO THE PROPERTY HAS BEEN IN THE CITY LIMITS SINCE 2008. UH, THERE'S BEEN SOME CONCERN, I GUESS, ABOUT WHEN IT WAS PURCHASED THAT THERE, THEY HAVE NOT BEEN ABLE TO LOCATE WHERE IT WAS FILED. WE DO HAVE THE RECORDS WHERE IT WENT BEFORE COUNCIL AND EVERYTHING HERE AT CITY HALL TOOK PLACE, BUT THEY DO NOT HAVE A RECORD OF IT WITH THE COUNTY CLERK. SO AS A RESULT, UM, WE DID SOME RESEARCH AND DETERMINED THAT PROBABLY THE BEST WAY TO MEET THE NEEDS OF THE, UH, PROPERTY OWNER AT THIS POINT WOULD BE TO CONSIDER THIS ANNEXATION FROM THE MEETING THAT WE HAD. I HAVE GIVEN YOU ALL IS ALSO A SAMPLE OF THE LAST TIME WE DESIGNED THE NEXT PROPERTY. ALL OF THE PROPERTY OWNERS THAT ARE ADJACENT TO THE PROPERTY WOULD HAVE TO GIVE US SOMETHING AGREEING TO IT. OKAY. AS WE GO THROUGH REDISTRICTING, UH, THE, THERE, THESE ARE BASICALLY THE LEGAL STANDARDS THAT WE APPLY AND THE FIRST IS, UH, THE ONE PERSON, ONE VOTE REQUIREMENT. AND THIS COMES OUT OF THE EQUAL PROTECTION AMENDMENT, UH, TO THE UNITED STATES CONSTITUTION. AND WHAT IT REQUIRES IS THAT EACH OF THE SINGLE MEMBER DISTRICTS BE ROUGHLY EQUAL, UH, IN TOTAL POPULATION. UM, AS WE GO THROUGH THAT THOUGH, WE ALSO HAVE TO MAKE SURE ANY PLANS THAT ARE DRAWN ALSO COMPLY WITH THE FEDERAL VOTING RIGHTS ACT IN PARTICULAR. THERE ARE KIND OF TWO, TWO AREAS OF THAT. WE LOOK AT THE FIRST IS, UH, WHAT'S KNOWN AS SECTION TWO IS A NON-DISCRIMINATION PROVISION. AND IT BASICALLY MEANS THAT ANY MAP THAT IS ULTIMATELY ADOPTED CANNOT HAVE EITHER THE INTENT OR THE EFFECT OF DISCRIMINATING AGAINST PROTECTED MINORITY OR LANGUAGE, CLASS VOTERS. UM, THERE IS ALSO A LINE OF CASES OUT OF THE UNITED STATES SUPREME COURT KNOWN AS THE SHAW VERSUS RENO, UH, CASES, WHICH ARE KIND OF THE OPPOSITE SIDE, UH, TO THE VOTING RIGHTS ACT, WHICH SAY, UM, IT LIMITS THE USE OF THE CONSIDERATION OF RACE AS A FACTOR IN REDISTRICTING. UM, AND I'LL TALK A LITTLE BIT MORE ABOUT THAT IN A MOMENT. AND THEN, UM, YOU'VE PROBABLY HEARD, UH, DISCUSSIONS OF THE CASE SHELBY COUNTY, SHELBY COUNTY VERSUS HOLDER. UM, THERE USED TO BE FOR ANYONE WHO MIGHT'VE BEEN INVOLVED IN THIS PROCESS A DECADE AGO, A PRE-CLEARANCE REQUIREMENT UNDER THE VOTING RIGHTS ACT, UM, THAT WAS KNOWN AS SECTION FIVE. UM, THAT REQUIREMENT NO LONGER APPLIES. UM, THERE, WE DON'T HAVE TO ADOPT DISTRICTS AND THEN SEND THEM OFF TO WASHINGTON DC FOR PRE-CLEARANCE ANYMORE. UM, BUT WE STILL USE SECTION FIVE, UH, AND THE GUIDANCE UNDER IT AS A DIAGNOSTIC TOOL, WE, WE STILL MAKE SURE THAT WE'RE FOLLOWING THOSE PRINCIPLES, EVEN THOUGH WE DON'T NEED TO PRE-CLEAR ANYMORE. UH, NEXT SLIDE, PLEASE, WHEN WE ARE TALKING ABOUT JUST A QUICK DISCUSSION OF THE ONE PERSON, ONE VOTE REQUIREMENT, UM, AGAIN, IT'S ROUGHLY EQUAL, UH, POPULATION BETWEEN THE SINGLE MEMBER DISTRICTS, UH, JUST THE WAY PEOPLE ARE SITUATED GEOGRAPHICALLY. AND SO WHAT WE DO IS WE WILL LOOK AT WHICHEVER UNDER THE NEW PLAN, WE LOOK AT WHICH SINGLE MEMBER DISTRICT HAS THE HIGHEST POPULATION. AND THEN WE LOOK AT THE ONE THAT HAS THE LEAST POPULATION, AND THE DIFFERENCE BETWEEN THOSE TWO CANNOT EXCEED 10%. UH, IF WE LOOK AT THE NEXT [00:30:01] SLIDE, I THINK I JUST HAVE AN EXAMPLE OF THAT. THESE ARE FOR HYPOTHETICAL COUNCIL DISTRICTS HERE. YOU CAN SEE, UH, MOST POPULOUS IS 10%, UM, ABOVE THE IDEAL DISTRICT SIZE. THE LEAST POPULOUS IS 20% BELOW. IF YOU ADD THOSE TWO TOGETHER, YOU GET 30%, THAT WOULD BE YOUR TOTAL MAXIMUM DEVIATION IN THIS CASE. WELL, IN EXCESS OF THE 10%. SO IN THIS HYPOTHETICAL, UH, WE WOULD HAVE TO REDISTRICT. UM, SO THOSE ARE JUST SOME TERMS AND WHAT WE WILL BE LOOKING AT. UH, NEXT SLIDE, PLEASE, AS I MENTIONED, UH, SHAW VERSUS RENO BASICALLY JUST SAYS, UM, LIMITS THE ABILITY TO CONSIDER RACE. AND BASICALLY WHAT THAT MEANS IS TO THE EXTENT IN A REDISTRICTING PROCESS, WHERE YOU LOOK AT RACE OR ETHNICITY, IT IS ONLY TO ENSURE THAT YOU ARE COMPLYING WITH THE VOTING RIGHTS ACT, UH, AND NOT HAVING THAT DISCRIMINATORY EFFECT. OTHERWISE WE DON'T USE IT AS A CRA AS A CRITERIA OR, OR CONSIDERATION IN THE REDISTRICTING PROCESS. UH, NEXT SLIDE PLEASE. AND THEN SECTION FIVE, AGAIN, THIS IS NOT A LEGAL REQUIREMENT PER SE, BUT IT'S STILL A GOOD GUIDELINE. UM, THE OLD STANDARD UNDER SECTION FIVE WAS RETROGRESSION AND RETROGRESSION JUST MEANS THAT YOU'RE NOT TAKING A STEP BACK IN TERMS OF YOUR PROTECTED MINORITY REPRESENTATION. SO, UM, IN PRE-CLEARANCE, IF YOU HAD A, PRIOR TO REDISTRICTING A MAJORITY MINORITY DISTRICT, AND AS A RESULT OF REDISTRICTING, YOU ARE GOING TO REDUCE THAT BELOW THAT LEVEL. OFTENTIMES THAT WOULD GET REJECTED AS RETROGRESSIVE, UH, THROUGH THE PRE-CLEARANCE PROCESS. AGAIN, HERE, WE DON'T HAVE TO DO THAT, BUT WE ALSO WILL STILL MAKE SURE THAT WE'RE NOT DRAWING ANYTHING. UM, THAT TURNS OUT TO BE RETROGRESSIVE IN A WAY THAT WOULD VIOLATE THE VOTING RIGHTS ACT. OKAY. UM, NEXT SLIDE, PLEASE. AND THE FIRST IS, IS THAT WHEN YOU'RE DRAWING DISTRICTS, UM, AND IN TERMS OF SETTING THE BOUNDARIES OF DISTRICTS, WE USE IDENTICAL IDENTIFIABLE BOUNDARIES THAT HAS MAJOR ROADWAYS, UM, GEOGRAPHIC FEATURES SUCH AS RIVERS, CHANNELS, THINGS LIKE THAT, SO THAT, UM, YOU HAVE A GOOD BORDER THAT YOU CAN DRAW FOR YOUR DISTRICT, THAT PEOPLE ARE FAMILIAR WITH AND CAN RECOGNIZE. SO IT'S THE MOST POPULOUS, AND IT'S ROUGHLY 18% ABOVE THE IDEAL DISTRICT PRECINCT ONE, UH, IS, UM, THE LEAST POPULOUS. AND IT IS ROUGHLY 15.3% BELOW. IT GOES DOWN THROUGH THE PORT AND REROUTE IT ALONG THE INSIDE TOE OF OUR LEVEE. AND WE'LL PROVIDE YOU WITH THAT RIGHT OF WAY AND EASEMENT WHEN WE'RE FINISHED, UH, WE'RE REQUIRED THAT, THAT BE 15 FEET OFF OUR TOAST. SO WE'LL PROBABLY HAVE TO ADD AN EXTRA 15, 20 FEET TO OUR LEVY REQUIRE OUR EASEMENT REQUIREMENT. AND WE'LL GIVE YOU THAT EASEMENT TO YOU GUYS. SO THE PLANAR BOXES WILL NOT BE ABLE TO GO BACK, BUT WE CAN PUT THE LIGHTING AND THE BENCHES BACK. BUT THE IRRIGATION [01:00:01] SYSTEM ACTUALLY WE'RE, WE'RE WRITTEN UP EVERY YEAR BECAUSE THAT'S UNACCEPTABLE. SO THAT'S THE ONLY ISSUE WE HAVE WITH WHAT'S OUT THERE VERSUS WHAT WE WANT TO DO. OKAY. ONCE WE WENT THROUGH THE FULL FEDERAL APPROVAL PROCESS, THIS IS ALLIGATOR BIO ANNEX STATION. THIS IS A STATION THAT WE ARE BUILDING, OR ACTUALLY CONSTRUCTION IS COMPLETE, IS FULLY OPERATIONAL. AT THIS POINT, IT'S BEEN OUT THERE FOR ABOUT A YEAR IN FULL OPERATION, BUT JUST WANT TO LET YOU GUYS KNOW THAT DRAINS A LITTLE MORE THAN HALF OF YOUR CITY GOES TO THIS STATION. IT ADDED A SIX, EIGHT FOOT DIAMETER PUMPS AT A MILLION AND A HALF GALLONS, A MINUTE PUMPING CAPACITY. SO THAT ALMOST IT WAS ADDED 50% PUMPING CAPACITY TO THAT FACILITY. NEXT ONE. AND THAT'S A PICTURE OF THE STATION RUNNING WHILE WE WERE TESTING NEXT, YOU CAN SEE THAT'S EIGHT FOOT DIAMETER FLAT GATE. THAT'S A, IT'S JUST ONE RUNNING THAT'S 250,000 GALLONS A MINUTE. THAT'S ENOUGH TO FILL A, UH, LYMPIC SWIMMING POOL IN LIKE 30 SECONDS. OKAY. NEXT THAT'S THE INTERIOR OF THE STATION. YOU'LL SEE THE, UH, THOSE ARE 2200 HORSEPOWER DIESEL, OR I'M SORRY, THESE ARE 1800 DS, 1800 HORSEPOWER DIESEL ENGINES, 20 TWOS ARE AT THE OLD STATION. AND NEXT, THE OTHER THING WE'RE DOING RIGHT NOW IS WE'VE GOT FOUR HMGP PROJECTS THAT ARE CURRENTLY FUNDED THAT WE'RE WORKING ON THE A, B, C, AND D THE FORD OF THE LOWER ONES WILL OUR DETENTION. WELL, THEY'RE ALL FOUR DETENTION PONDS. THE FOUR LOWER ONES ARE DIRECTLY IMPACTING YOU GUYS. CAUSE THAT'LL BE REDUCING THE WATER COMING OUT OF OTHER AREAS INTO THE PORT ARTHUR AREA. UH, JUST TO LET YOU GUYS KNOW THAT IS SOMETHING WE'RE WORKING ON RIGHT NOW, WE'RE WORKING, WE'RE IN DESIGN ON THAT ONE BEING HOW BOOTY , WHICH IS UP AROUND, UH, THE SOCCER FIELDS OFF OF TWIN CITY AND THE OTHER ONE BEING OVER AROUND TAFT GENTLEMEN ELEMENTARY. AND THIS IS A CRANE BIO PUMP STATION. ALL THE RED ENGINES ARE BRAND NEW. UH, WE'VE REPLACED THOSE ENGINES IN THE LAST YEAR. WE ARE CURRENTLY IN THE PROCESS OF REPLACING THE ENGINES AT A PUMP STATION 19, WHICH IS ON NINTH AVENUE RIGHT THERE, UH, JUST NORTH OF 73. AND WE'RE REPLACING A COUPLE ENGINES ON THE SEAWALL. AT THE SAME TIME, WE ARE WORKING AT SPENDING ABOUT A HALF A MILLION DOLLARS EVERY SIX TO NINE MONTHS REPLACING ENGINES RIGHT NOW. AND WE'RE GOING TO GO THROUGH AND REPLACE IF NOT ALL OF THEM, THE VAST MAJORITY OF OUR ENGINES OVER THE NEXT FIVE YEARS, WHICH INCREASE OUR CAPACITY. I'M SORRY, WHAT THAT FUNDING ARE YOU ELEVATING THESE PUMPS? WE ARE NOT ELEVATING THE PUMPS AT THIS TIME. THEY ARE ADDING WHAT'S CALLED FRONTING PROTECTION, WHICH GIVES THE L WHICH GIVES THE PROTECTION FROM THE STORM SURGE. THE FIRST THING I GUESS, ARDOR LET YOU GUYS KNOW, IS THIS ALL, ALL THIS MONEY COMES FROM IKE AS A RESULT OF HURRICANE IKE, THIS ELEVATION AND THE, THE PROCESS THAT WE'RE GOING THROUGH BECAUSE WE HAD A PRETTY LARGE STORM SURGE ASSOCIATED WITH THAT. IT DOES NOT ADDRESS INTERIOR DRAINAGE. HOWEVER, WE ARE IN THE PROCESS AND CHARLES MAY BE ABLE TO ADDRESS IT FURTHER. WE HAVE, UH, WE'VE GOTTEN TO THE CORE AND WE'RE ABOUT TO DO A LARGE INTERIOR DRAINAGE STUDY TO IMPROVE INTERIOR DRAINING AS FAR AS ALL THE CANALS AND THE PUMPING AND SO FORTH. IN ADDITION TO THAT. SO, UH, THERE, IT'S KINDA, I'D SAY IT'S A LITTLE LAGGING BECAUSE WHAT WE'RE WORKING ON NOW IS RESULTS OF HURRICANE IKE. AND WE'RE NOW JUST NOW BEING ABLE TO GET TO HURRICANE HARVEY. I'M SAYING SINCE WE'RE GOING TO BE DOING THESE REPLACING PUMPS, YES, I HAVE. WE ALSO CONSIDER A FEW SOURCE OF GETTING DIFFERENT FUSE SOURCES. WE ADDRESSED THE FUEL SOURCE AFTER HARVEY. UH, WE LOOKED AT, YOU KNOW, A HARD PIPING IN FROM REFINERIES. THE PROBLEM THERE IS THE LOGISTICS OF IT GETTING PIPING IN, AND THEN WE HAVE, WE'RE REQUIRED TO BID THE FUEL PUMP, FUEL SUPPLY EVERY COUPLE OF YEARS. SO THE PROBLEM IS IF WE GET FUEL SUPPLY BID, IT'S LIKE BOB VALERO THIS YEAR, AND THEN TWO YEARS FROM NOW, WE GET IT FROM TOTAL. WELL, HOW ARE WE GOING TO CHANGE THE PIPING? SO WHAT WE'VE DONE IS WE'VE GONE TO AN EMERGENCY FUELS PROCESS. SO WHENEVER WE GET A STORM SPIN UP, JUST LIKE I, IDA THAT CAME IN THIS LAST YEAR AT 24 HOURS OUT, WE ORDER FUEL. AND WE HAVE NOW TANKER TRUCKS SITTING AT EVERY STATION. IN ADDITION TO THE, WE HAVE THREE DAYS OF FUEL AT EVERY STATION. NOW WE'RE ADDING ANOTHER THREE DAYS TO THE FUEL SITTING THERE IN A TRUCK STAGED SO THAT IT'S READY TO BE IMPLEMENTED AT EACH STATION. NOW WE'VE ADDED THAT SINCE HARVEY. UM, JUST SO YOU GUYS UNDERSTAND THAT COST ABOUT 30 TO $40,000 EACH TIME WE SPEND THAT UP, WHETHER WE USE [01:05:01] A DROP OF DIESEL OR NOT JUST TO STAGE THOSE TRUCKS AT ALL THE STATIONS, BUT WE'VE PUT THAT INTO OUR BUDGET. I THINK IT'S IMPORTANT THAT AS WE MOVE AHEAD, WE CONTINUE TO WORK WITH THE PUBLIC WORKS DEPARTMENT TO ENSURE THAT THERE IS SOME SORT OF CITIZEN PARTICIPATION, YOU KNOW, UM, SO THAT BY THE TIME THAT THE PROJECT HAS BEEN, UM, ACHIEVED, YOU KNOW, THERE COULD BE COMPLETE PUBLIC BUY-IN AS TO WHAT WE DO INTEND TO ACHIEVE. UM, ONE OF THE THINGS THAT I WILL PRESS AHEAD FOR IRELAND IS FOR US TO, TO WORK. UM, WE'VE THE INTERNAL DRAINAGE MASTER PLAN THAT WE ARE PUTTING TOGETHER. WE'RE WORKING ON THE SABINE PASS THE GALVESTON BAY PROGRAM, SPECIFICALLY PORT ARTHUR AND VICINITY SAY $863 MILLION PROJECT. AS ALAN MENTIONED, WE DID COME THE FOURTH QUARTER OF LAST YEAR. THAT WAS OUR FIRST MEETING WITH YOU ALL, WHERE WE INTRODUCED THE PROJECT. AND, UH, WE'RE GOING TO BE DOING THIS QUARTERLY MOVING FORWARD. NEXT SLIDE PLEASE. SO JUST FOR EVERYONE'S AWARENESS, THE CORPS HAS A LARGE PORTFOLIO OF WHAT WE'RE WORKING ON. MAJOR PROJECTS IN ORANGE AT THE TOP IS ORANGE. THEY'RE DOING ANOTHER, UH, FLOOD WALL LEVY SYSTEM, SIMILAR TO PORT ARTHUR. THEY DON'T HAVE AN EXISTING SYSTEM, SO THEY'RE GETTING A BRAND NEW SYSTEM. AND, UM, WHAT THEY'RE LOOKING AT IS THAT'S THE BIGGEST PART OF SABINE PASS THE GALVESTON BAY. THAT'S ABOUT A 3 MILLION, $3 BILLION PROJECT. THEN IN LIGHT BLUE, YOU SEE PORT ARTHUR, AGAIN, PART OF S T G A THAT WE'RE LEADING THE WAY IN THE PROJECT WHERE WE WE'VE ALREADY STARTED CONSTRUCTION. AND SO WE'RE, WE'RE BEING HELD TO A HIGHER LEVEL OF HIGHER STANDARD IN PORT ARTHUR WITH, UH, SCHEDULE PRESSURE TO MEET ALL THE TIME TOP OF THE LINE. SO WE APPRECIATE ALL THE SUPPORT WE CAN GET IN COORDINATING RELOCATIONS, UTILITY, LAND ACQUISITIONS, AND THEN DOWN IN FREEPORT, UH, THAT'S THE THIRD PROJECT IN, UH, SABINE PASS THE GALVESTON BAY. AND THIS IS ALL CONSIDERED ONE PROGRAM. MIND YOU, AND THEY'RE, THEY'RE IN THE DESIGN PHASE AS WELL. AND THEY HAVE AN EXISTING SYSTEM THAT THEY'RE JUST RAISING THEIR, THEIR LEVELS THERE. THE TEAM EVALUATED THE LOW SPOTS, THE LOW AREAS, AND THE LOOKING AT WHERE WE NEED TO INCREASE PROTECTION. SO THAT'S HOW WE IDENTIFIED WHERE WE'RE GOING TO BE DOING THE WORK. UM, AND WE'D BE RAISING THE LEVEES ONE TO FOUR FEET, SOME CASES, EVEN FIVE FEET, AND THEN WE'LL BE DOING SOME NEW LEVY WORK ON THE ENDS TO TIE INTO HIGHER GROUND. AND WE'RE, WE'RE DOING A STUDY TO FIGURE OUT WHERE THE HIGH GROUNDS ARE NOW AND WHAT THE INUNDATION LOOKS LIKE. NEXT SLIDE, PLEASE. A LITTLE BIT ABOUT OUR HISTORY. WE STARTED OFF WITH THIS STUDY. UH, THEY'VE ACTUALLY BEEN STUDYING, IT STARTED OFF AS A LARGER STUDY SINCE 2012, AND THEN IT FINALIZED IN 2017 AND THE FEASIBILITY STUDY ENDED UP BEING THOSE THREE AREAS, FREEPORT, PORT, ARTHUR, AND ORANGE. AND THEN WE RECEIVED FUNDING, UH, IN 2018. THIS IS UNPRECEDENTED. NORMALLY IT TAKES A WHILE AND THEY GIVE IT TO YOU IN PIECEMEAL, BUT WE RECEIVED THE FULL FUNDING IN 2018 AND THE BIPARTISAN BUDGET ACT OF 2018. AND THEN IN 2019, WE SIGNED THE PPA AND ORDERED OUR FIRST CONTRACT, UH, WITH DD SEVEN. THEY'RE OUR PARTNER. WE SPLIT THE PROJECT 65%, 35%, AS WELL AS THE STATE OF TEXAS PROVIDING SUPPORT AND THE FUNDING ASPECT OF IT. UH, AS MENTIONED, AS ALAN MENTIONED, WE'RE DOING CONSTRUCTION FOR CONTRACT ONE AND THE PORT ARTHUR, UH, THE VALERO REFINERY AREA. AND THEN WE'RE GOING TO BE DESIGNED IN THE REST OF THE CONTRACT THROUGH 23. AND WE'RE PLANNING FOR CONSTRUCTION COMPLETION IN 2026. OKAY. SO PORT ARTHUR PROJECT, I CALL IT A PROGRAM IT'S MADE UP OF SIX PROJECTS NOW, AND WE STARTED OFF WITH FOUR PROJECTS AND WE'VE BEEN SPLITTING THEM UP, UH, BASED ON INDUSTRY, UH, THE INDUSTRY. THEY GAVE US SOME RECOMMENDATIONS ON WHAT WOULD BE IDEAL SITUATION. AND GIVEN THE COST ESTIMATES, WE DON'T WANT TO PACKAGE IS TOO LARGE OR TOO SMALL. SO WE BROKE IT UP INITIALLY LIKE THAT. BUT AS WE WORKED THROUGH THE PROJECT, OUR GOAL IS TO FINISH THIS PROJECT AS QUICK AS POSSIBLE BECAUSE BIPARTISAN BUDGET ACT THIS PROJECT IN EMERGENCY PROJECT. THEY WANT TO GET THE LEVIES RAISED AS QUICK AS POSSIBLE. AND SO WE'RE TRYING TO EXPEDITE WHERE WE CAN. WE DO HAVE SOME CHALLENGES WITH, UH, AT HRW, WHAT WE CALL HAZARDOUS, TOXIC, TOXIC, AND RADIOLOGICAL WASTE. AND SO WE'RE WORKING THROUGH ISSUES DOING ENVIRONMENTAL SITE ASSESSMENTS, BECAUSE WE'RE ON, WE'RE GOING RIGHT THROUGH TO BILL ERA'S PROPERTY. THAT'S BEEN AN OIL REFINERY FOR YEARS. AND BEFORE WE MESS WITH THAT SOIL, WE HAVE TO HAVE ALL THE TESTING AND MITIGATION AND EVERYTHING PLANNED OUT. SO THIS YEAR WE PLANNED TO AWARD THREE CONTRACTS. UM, WE'RE STILL WORKING ON, LIKE I SAID, THE, THE REAL ESTATE ACQUISITION AND THE, THE HTRW CONCERN. SO ALAN'S BEEN A BIG HELP ON, ON WORKING THROUGH THOSE ISSUES. AND THEN WE ALSO HAVE TO DO THE, THE LAND ACQUISITION AND FINALIZE ALL OF THE DETAILS. SO I THINK CONTRACT THREE V WOULD BE OUR FIRST OUT THE GATE.
