UH, KEEP IN MIND THAT, UH, THE COUNCIL HAS INCLUDED MUCH OF THESE PROJECTS IN, IN YOUR CONSIDERATION OF YOUR CAPITAL BUDGET, UH, IN YOUR MOST RECENT CAPITAL OR YOUR MOST RECENT BUDGET PLAN.
UH, SO YOUR EXPENDITURES OF THESE DOLLARS ARE ELIGIBLE ALREADY, BUT BECAUSE YOU HAVE INSTRUCTED US, UH, TO FOLLOW BEST PRACTICES, UH, ANYTIME WE USE FEDERAL DOLLARS, IT'S ALWAYS, UM, A WELL-THOUGHT TO HAVE PUBLIC COMMENT AND MAKE SURE THE PUBLIC IS AS WELL AWARE.
SO REMEMBER THAT THE OPERA ALLOCATION CAME OUT OF THE AMERICAN RESCUE PLAN ACT THAT WAS PASSED BY CONGRESS AND SIGNED BY THE PRESIDENT.
LAST YEAR, THESE FUNDS ARE DIRECTLY ALLOCATED TO CITIES AND TOWNS THROUGHOUT THE COUNTRY.
UH, PORT ARTHUR'S ALLOCATION WAS $26.6 MILLION.
THAT IS IMPORTANT TO NOTE BECAUSE THAT MEANS THAT NO OTHER AGENCY CAN INTERFERE WITH THAT DIRECT ALLOCATION.
SO THE RESPONSIBILITY FOR THE USE OF THESE FUNDS IS GUIDED BY THE U S TREASURY DEPARTMENT, UH, AND WHAT THEY HAVE ISSUED AS A FINAL RULE.
AND OUR JOB IS TO MAKE SURE THAT, UH, WE ASSIST THE CITY IN BEING COMPLIANT.
UH, WITH THAT FINAL RULE YOU HAVE RECEIVED THE FIRST TRAUNCH OF THE FUNDS.
HALF OF THAT MONEY IS ALREADY, UH, IN YOUR BANK.
UH, IT'S SEGREGATED AWAY FROM ANY OTHER GENERAL FUND MONEY OR ANY OTHER DEPARTMENTAL FUNDS.
UH, SO THERE CAN BE NO MINGLING OF THE OPERA FUNDS WITH ANY OTHER DEPARTMENTAL, UH, BUDGETARY FUNDS YOU ARE GOING TO RECEIVE THE SECOND TRAUNCH.
THE PROJECTION IS SOMETIME THIS SUMMER.
UH, ALTHOUGH IT DOESN'T MEAN THAT YOU CAN USE THOSE FUNDS.
THE CITY IS NOT ALLOWED TO BORROW AGAINST THOSE FUNDS AND USE THEM FOR SOMETHING ELSE AND REPLACE

AND THE FUNDS NEED TO BE EXPENDED BY DECEMBER OF 2026.
UH, RIGHT NOW THE PROJECTED TIMELINE BASED ON THESE PROJECTS, UH, IS THAT THE CITY WILL PROBABLY FINISHED EXPANDING THE OPERA FUNDS AND BY THE FIRST QUARTER OF 2025.
WE PROVIDE REPORTS TO THE U S TREASURY DEPARTMENT IN TERMS OF ACTIVITIES AND COMPLIANCE, UH, AND TRACK THOSE EXPENDITURES.
AS YOU MAKE THOSE AS A MAYOR PRO TEM IDENTIFIED IN THE PUBLIC HEARING, UM, REVIEW, UH, THERE ARE THE PROJECTED USES AT THIS POINT, YOU KNOW, YOU HAVE COVID-19 RESPONSE AND WE'LL GO THROUGH EACH ONE OF THESE, UH, FOR $2 MILLION INFRASTRUCTURE PROJECTS FOR $22 MILLION AS A TOTAL BROADBAND ACCESS FOR $1 MILLION, UH, UNDER THE LOSS REVENUE CATEGORY, WHICH HAS SEVERAL PROJECTS ASSOCIATED WITH IT IS CURRENTLY AT $1 MILLION AND MANAGEMENT ADMINISTRATION FOR THE LENGTH OF THE PROJECT IS 630,000.
UH, KEEP IN MIND THAT THE LOSS REVENUE, UH, PROJECT IS AT 1 MILLION, BUT IN THE RECENT FINAL RULE THAT WAS RELEASED BY THE US TREASURY DEPARTMENT, IT ALLOWS FOR UP TO $10 MILLION TO GO UNDER THE LOSS REVENUE CATEGORY.
THAT'S SIGNIFICANT BECAUSE THE LOSS REVENUE CATEGORY UNDER THE FINAL RULE ALLOWS FOR A MUCH BROADER USE OF THOSE FUNDS.
UH, SO, UH, THE OTHER, THE OTHER CATEGORIES HAVE VERY SPECIFIC GUIDELINES, ALTHOUGH THEY'RE PRETTY, UH, BROAD, THEY'RE NOT AS BROAD AS THE LOSS REVENUE CATEGORY, WHICH ALLOWS FOR BASICALLY ANY GOVERNMENTAL OPERATION.
SO IN GOING THROUGH EACH ONE OF THESE CATEGORIES, THE FIRST ONE, UH, UNDER THE COVID RESPONSE, AS YOU ARE AWARE, UH, YOU HAVE PROCURED A DIFFERENT BUILDING FOR THE HEALTH SERVICES, UH, AND THAT BUILDING IS, IS UNDER DESIGNED FOR RETROFITTING THAT BUILDING TO MAKE IT USABLE, UH, IN THE MOST EFFECTIVE WAY WITHIN THAT HEALTH DEPARTMENT RETROFIT, UH, THERE IS BEING DESIGNED A VACCINATION CENTER BECAUSE THERE WILL BE A VACCINATION CENTER WITHIN THAT DESIGN.
UH, THE CITY CAN UTILIZE UNDER THE COVID RESPONSE RULES, UH, FOR THE OPERA PROJECTS, UH, FUNDS.
AND SO YOU HAVE IDENTIFIED $2 MILLION TO GO TOWARDS, UH, THAT DESIGN AND CONSTRUCTION, UH, FOR THE VACCINATION CENTER WITHIN, UH, THE HEALTH DEPARTMENT.
NEXT SLIDE, PLEASE, UNDER THE IDENTIFIED INFRASTRUCTURE PROJECTS, UH, THERE ARE THREE MAIN CATEGORIES AND WITHIN THE WATER SEWER, THERE ARE THREE PROJECTS IDENTIFIED.
SO WATER SEWER INFRASTRUCTURE IMPROVEMENTS HAVE AN ALLOCATION OF THAT 26.6 OF 18 MILLION.
SO, YOU KNOW, THAT, THAT IS YOUR LARGEST PORTION OF THE ALLOCATION GOING TO WATER SEWER INFRASTRUCTURE IMPROVEMENTS.
THERE ARE THREE PRIMARY PROJECTS THAT ARE IDENTIFIED AT THIS POINT.
UH, THERE ARE THE WATER MAINS PROJECT, WHICH WILL, UH, BASICALLY THIS PROJECT HAS BEEN IN DESIGN AND, UH, IS COMPLETE FOR A REVIEW FOR ITS FINAL DESIGN.
AND IT'S READY TO PREPARE FOR BID.
THERE ARE WATER MAINS, AND THE IDEA BEHIND THIS PROJECT IS TO UPDATE AND ALLOW FOR THE, THE PRIMARY, UH, TRANSITION OF WATER AT THE MOST, UH, THE MOST IMPORTANT TRANSITION POINTS FOR THE, FOR THE WATER TRANSMISSION LINES.
UH, THAT PROJECT IS PART OF THAT 18 MILLION.
UH, AS YOU ARE AWARE, YOU HAVE GONE OUT FOR BID FOR THE WASTE, UH, THE MAIN WASTEWATER TREATMENT PLANT, THOSE BIDS HAVE COME IN.
UH, THE UTILITIES DEPARTMENT IS WATER UTILITIES IS NEGOTIATING THE FINAL PRICE FOR THAT PROJECT, UH, WHICH SOME OF WILL COME FROM THE OPERA FUNDS TO MAKE UP ANY DIFFERENCE.
REMEMBER THAT PRIMARILY YOUR FUNDING SOURCE IS THE TEXAS WATER DEVELOPMENT BOARD.
UH, SO YOU HAVE A, YOU HAVE A $58 MILLION, UH, ALLOCATION.
AND SO THE OPERA FUNDS WILL BE USED TO CLOSE THE GAP WITH WHATEVER THE FINAL NEGOTIATION PRICE IS.
THERE ALSO HAS, WHAT HAS BEEN INCLUDED IS THE SABINE PASS WASTEWATER TREATMENT PLANT AND LIFT STATION REPAIR.
THIS WILL BE AN IN HOUSE PROJECT, UH, AND THAT CURRENT THAT IS CURRENTLY BEING ESTIMATED AND DESIGN IN HOUSE.
UH, SO THAT PROJECT OF FINAL COSTS WILL COME IN OVER

THE NEXT MONTH, BUT IT'S PROJECTED SOMEWHERE AROUND A MILLION DOLLARS OR SO.SO THOSE ARE THE THREE THAT MAKE UP THAT $18 MILLION UNDER, UNDER, ALSO UNDER THE INFRASTRUCTURE.
YOU HAVE THE LANDFILL SLOPE STABILIZATION PROJECT THAT HAS AN ALLOCATION OF $2 MILLION.
KEEP IN MIND THAT THIS PROJECT WAS THE RESULT OF, UH, THE TC QUE, UH, COMPLIANCE ISSUES, UH, DURING COVID AND THE WINTER STORM.
AND THE SLOPES STARTED TO, TO FAIL, UH, BECAUSE OF, UH, MANPOWER AND EQUIPMENT.
AND SO AS PART OF THE CLEAN WATER ACT, UH, THERE HAS BEEN IMPROVEMENTS TO ADDRESS, AND NOW THE, THE, THE COMPLIANCE ISSUES HAVE BEEN ADDRESSED, AND THESE FUNDS WILL GO TOWARDS THE COSTS THAT IT TOOK THEM TO GET INTO COMPLIANCE THE WEST SIDE DRAINAGE IMPROVEMENT AT 17TH AND 19TH.
UH, THERE'S A $2 MILLION ALLOCATION.
THIS PROJECT HAS NOT BEEN LET YET, UH, FOR ENGINEERING AND DESIGN.
UH, IT'S ANTICIPATED THAT, THAT OVER THE NEXT MONTH, THAT THERE WILL BE AN ENGINEERING SELECTION MADE FOR THAT PROJECT, UH, WHICH WE'LL GET A COST ESTIMATE AND THEN OBVIOUSLY, UH, DESIGN A SPECIFIC SCOPE OF WORK, UH, AND THEN LET THAT PROJECT FOR CONSTRUCTION.
SO THOSE ARE YOUR INFRASTRUCTURE PROJECTS THAT EQUAL TO THE $22 MILLION REFERENCE.
NEXT SLIDE, PLEASE, INSIDE OF THE ARPA, UM, FOCUS, THERE IS, UH, A, A CONCERTED EFFORT TO MAKE SURE THAT AS A RESULT OF COVID, IT WAS IDENTIFIED THAT PEOPLE ACROSS THE COUNTRY, UH, WERE NOT ABLE TO ACCESS VITAL INFORMATION, ESPECIALLY DURING PERIODS OF LOCKDOWN AND ISOLATION, UH, AND THAT THE, THE NEED FOR, UH, APPROPRIATE SPEED INTERNET AND INFORMATION ACCESS, UH, BECAME VERY, UH, VERY MUCH PRONOUNCED.
SO INSIDE OF THE ARPA, UM, LANGUAGE, THERE IS A SPECIFIC IDENTIFIED, UH, CATEGORY FOR BROADBAND SERVICES WITHIN THE CITY OF PORT ARTHUR.
THE PLAN IS TO BRING ON A COMMUNICATIONS FIRM THAT WILL HELP US TO ASSESS WHERE THE GREATEST NEEDS ARE, UH, IN TERMS OF BRINGING THAT, UH, ACCESS AND INFORMATION HIGHWAY TO, UH, THE MOST UNDERSERVED, UH, PARTS OF THE CITY AS PART OF THAT, UH, THE PLAN IS TO UTILIZE THE RECREATION FACILITIES AS HUBS TO, UH, USE THAT BROADBAND ACCESS, UH, BECAUSE THE PARKS ARE STRATEGICALLY LOCATED THROUGHOUT THE CITY, UH, AND IN PARTICULAR HAVING ACCESS IN ALL AREAS.
SO ONCE THAT, UH, THAT PROCESS IS UNDERWAY, WE WILL COME BACK TO THE COUNCIL AND SORT OF SHARE WITH YOU WHAT THE NEEDS ASSESSMENT, UH, AND WHAT THE TARGETED AREAS WILL BE NEXT SLIDE UNDER THE LOST REVENUE.
SO THIS IS THE, THE SECTION THAT WE SAID WAS MOST WIDELY, UM, OR IS MOST FLEXIBLE, I SHOULD SAY, IN TERMS OF USE OF THE FUNDS, THERE'S A MILLION DOLLARS SET UP FOR THE ALLOCATION WITHIN THAT MILLION DOLLARS.

UH, THIS WILL KEEP A SET OF EMPLOYEES, UH, VIABLE FOR ABOUT A THREE-MONTH PERIOD BASED ON, EXCUSE ME, BASED ON THE, UH, THE BURN RATE THAT IS GOING ON RIGHT NOW, SOMEWHERE BETWEEN 20 AND $30,000 A MONTH FOR THOSE EMPLOYEES.
UH, BUT THEY HAVE BEEN PROVIDING, UH, ESSENTIAL SUPPORT TO THE RECREATION DEPARTMENT AND THE CITY ADMINISTRATION WOULD LIKE TO CONTINUE THAT, THAT SUPPORT, UH, THERE HAS BEEN IDENTIFIED A ROAD REPAIR PROBLEM, UH, AT EUSTON AVENUE, SO ON CITY PROPERTY, AND BECAUSE OF THE LOCATION OF THAT DAMAGE, IT HAS CREATED AN INGRESS AND EGRESS PROBLEM FOR THE PORT.
UH, SO THAT PROJECT HAS, UH, HAS BEEN UNDER DESIGN AND IS ACTUALLY YOU'LL ADDRESS THIS ISSUE READY FOR SELECTION.
UM, THE ESTIMATE IS ABOUT $189,000.
YOU HAVE A $200,000 ALLOCATION HERE.
