UM, I AM A FORMER RESIDENT OF THE CITY OF PORT ARTHUR.

I WAS BORN AND RAISED HERE IN THE CITY OF PORT ARTHUR.

I LEFT PORT ARTHUR IN 1997 HALF TO HAVING, UH, GRADUATED FROM LINCOLN HIGH SCHOOL.

MY WIFE WAS A GRADUATE AND MY CHILDREN, THREE OF MY CHILDREN ARE GRADUATES LINCOLN HIGH SCHOOL.

AND THEN ONE OF THOMAS JEFFERSON HIGH SCHOOL.

AND MY PURPOSE TODAY IS TO COME BEFORE YOU,

UM, WITH A CONCERN AND A VISION.

I'VE NOTICED THAT SINCE HURRICANE HARVEY, THAT GREAT CHALLENGES HAVE BEEN BEFORE THE CITY OF PORT ARTHUR, AND THERE IS A GREAT NEED FOR HOUSING.

AND SO WHAT I HAD PRESENTED BEFORE YOU, UH, IS JUST A BRIEF NARRATIVE OF WHAT OUR ORGANIZATION IS.

HELBIG COMMUNITY DEVELOPMENT CORPORATION, WHICH IS A 5 0 1 C3 NONPROFIT ORGANIZATION.

AND WE'VE BEEN IN OPERATION SINCE 2000.

WE HAVE DONE REPAIRS, UH, SINCE HARVEY IN THE CITY OF PORT ARTHUR, A TOTAL OF 120 BETWEEN BEAUMONT AND PORT AUTHOR.

AND EVEN WITH THAT, THERE'S STILL A GREAT NEED FOR HOUSING WITH THE 1500 CLIENTS THAT I HAVE.

THERE ARE SEVERAL HERE IN THE CITY OF PORT ARTHUR THAT ARE LIVING THREE TO FOUR FAMILIES IN ONE HOUSE.

AND SO THERE IS A, UH, A DIRE NEED FOR ADDITIONAL HOUSING AND WHAT I'M PROPOSING TO DO.

UM, WE'RE IN THE PROCESS OF PURCHASING 10 0 1 10TH STREET, WHICH IS THE FORMER FRANKLIN ELEMENTARY SCHOOL CAMPUS.

AND WITH THAT, WE WANT TO HAVE WHAT WE CALL A MIXED USE.

WE'VE GONE TO PUT LUXURY APARTMENTS ON THAT, UH, PROPERTY, ALONG WITH, UH, TOWNHOUSES, AS WELL AS HOPEFULLY, AND PRAYERFULLY SOME SINGLE FAMILY RESIDENCE.

AND WHAT I'M ASKING, UM, IS FAR TO RECEIVE HELP FROM THE CITY OF PORT ARTHUR.

NOW IN THE HANDOUT THAT YOU HAVE BEFORE YOU, IT TALKS ONE THING IN THE HANDOUT THAT STANDS OUT CLEARLY THAT SINCE 2010, THERE HAS ONLY BEEN 1,747 HOUSES BUILT IN THE CITY.

ACCORDING TO THE LAST CENSUS THAT WAS TAKEN, UH, WE'VE HAD MORE HOMES THAT HAVE BEEN DESTROYED THROUGH HARVEY THAN WE'VE HAD BUILT SINCE 2010.

AND WE WANT TO ERADICATE THE HOUSING NEED, UM, THIS HOUSING DEVELOPMENT THAT WE'RE DOING, IT'S NOT GOING TO BE, UH, FOR LACK OF A BETTER TERM, LOW INCOME HOUSING GOING FROM GENERATION TO GENERATION.

EVERY PERSON THAT BECOMES A RESIDENCE OF THIS FACILITY, UM, IS GOING TO BE EMPOWERED OR BECOME WHAT IS BETTER KNOWN AS SELF-SUFFICIENT.

WHAT WE HOPE TO DO IS TO GET PEOPLE TO HAVE A CHANGE OF MINDSET AS TO HOMEOWNERSHIP, BUT BECAUSE OF THE MEDIAN INCOME, UH, BEING $36,000 A YEAR, THAT PRESENTS A SERIOUS CHALLENGE FOR HOME OWNERSHIP.

AND I DON'T LIKE TO USE THE TERM OF LOW TO MODERATE INCOME HOUSING.

I DON'T LIKE TO USE THE TERM AFFORDABLE HOUSING BECAUSE THAT BRINGS ON A, A NEGATIVE CONNOTATION I CHOOSE TO BECAUSE OF THE PROGRAM THAT WE HAVE, WE DO LUXURY HOUSING THAT COMES WITH AFFORDABLE PRICES.

UM, IF YOU NOTICE IN THE HANDOUT, THE APARTMENT COMPLEX THAT WE'RE GOING TO DEVELOP, EACH UNIT HAS THREE BEDROOMS, TWO BATHROOMS, OUR LIVING ROOM, A DINING ROOM, UM, AND A ROOM AND IT'S 1,288 SQUARE FEET OF LIVING SPACE.

MOST HOUSES IN THE CITY OF PORT ARTHUR, UM, AVERAGE, A THOUSAND TO 1100 SQUARE FEET.

AND SO THIS WILL HELP CHANGE THE MINDSET OF PEOPLE WHO BECOME A PART OF A COMPLEX IN THE COMPLEX.

WE'RE GOING TO HELP A PERSON TO BECOME FINANCIALLY LITERATE.

WE'RE GOING TO TEACH THOSE PEOPLE ABOUT BUDGETING.

WE'RE GOING TO TEACH OUR RESIDENTS ABOUT HOME OWNERSHIP.

WE'RE GOING TO CHANGE THE MINDSET, BECAUSE IF YOU CAN CHANGE THE MINDSET OF PEOPLE, YOU CAN CHANGE THEIR ACTIONS.

AND WITH THAT, WE ASK IN THE CITY TO HELP US TO MAKE THAT HAPPEN, THAT A, UH, A TEMPORARY MASTER

FLOZELLE ROBERTS.

UM, AS YOU'RE AWARE, THE WHITE FINDING SIGNAGE PROGRAM IS DESIGNED TO CREATE A GRAPHICALLY UNIFIED FAMILY OF DIRECTIONAL CONTEXTUAL IDENTIFICATION OF SIGNS THAT WILL GUIDE MOTORISTS, BICYCLISTS PEDESTRIANS, ALONG AND THROUGH THE STREETS, SIDEWALKS AND PUBLIC SPACES OF PORT ARTHUR.

ON MAY 26TH, 2020.

WE NEGOTIATED A CONTRACT WITH CLARK CONDON ASSOCIATES OF HOUSTON, TEXAS FOR THE DESIGN IMPLEMENTATION OF A WAYFINDING AND SIGNAGE PROGRAM FOR THE CITY ON JUNE 23RD, 2020 PERSON WANTS A RESOLUTION 20 DASH 2 0 8.

WE ENTERED INTO A CONTRACT WITH CLARK CONDON ASSOCIATES FOR THE DESIGN AND IMPLEMENTATION OF THE SED PROGRAM ON MAY 11TH, 2021.

THEY MADE A PRESENTATION BEFORE CITY COUNCIL PROVIDING THE DESIGN OF THE FAMILY OF UNIFIED SCIENCE PURSUANT TO RESOLUTION 21 DASH 1 8 0.

OH.

WE ENTERED A CONTRACT FOR THEM TO NOW BEGIN WITH THE LANDSCAPING AND THE CONSTRUCTION DOCUMENTS FOR THE SAID SIGNS.

THEY WERE ISSUED A NOTICE TO PROCEED.

SO THEY HAD BEEN, AS WE SPEAK CONTINUOUSLY WORKING ON THE CONSTRUCTION DOCUMENTS FOR THE SED PROGRAM ON SEPTEMBER 23RD, 2021 COMMITTEE MEMBERS MET WITH CLARK HONDA AND ON VARIOUS SITES IN ORDER TO GET INFORMATION REGARDING THE LANDSCAPING AND DIFFERENT ITEMS THAT WERE NEEDED FOR THE CONSTRUCTION DOCUMENTS.

SO THEY CAN BEGIN TO WORK ON THOSE.

JUST A REMINDER, THEY ARE CURRENTLY WORKING ON IT AND CONSTRUCTION DOCUMENTS, ESPECIALLY FOR THE PRIMARY AND THE MONUMENT SIGNAGE IS, ARE SITE-SPECIFIC MEANING THEY HAVE TO DO A SPECIFIC SET OF CONSTRUCTION DOCUMENTS FOR THOSE SITES.

THE REST OF THEM CAN BE A GROUP OF SIGNAGE THAT WE CAN JUST GET ONE SET OF DOCUMENTS.

HOW LONG DO YOU THINK IT WOULD BE BEFORE WE GET THAT CONSTRUCTION PERIOD OR WHEN THEY ACTUALLY START THE CONSTRUCTION OF THEM, THE BAR, DEPENDING ON THE SIGN AND THE AWARD AND WHO GETS THE CONTRACT, IT

SHOULD TAKE, BECAUSE THEY'RE GOING TO TRY TO DO THEM SIMULTANEOUSLY.

AND WHEN WE LOOK AT OUR ORIGINAL CODE OF ORDINANCES, IT WAS REALLY CODIFIED IN 1961.

UM, SO A LOT OF TIMES YOU'LL SEE THAT CITIES, THEY HAVE THE SAME, THE CHARTERS IN THE SAME PLACE AND ALL THE VARIOUS, UM, ORDINANCES WILL HAVE THE SAME, UH, ORDINANCE NUMBER.

A LOT OF PEOPLE, CHAPTER

10 IS THE ANIMAL CODE IN MANY CITIES, ESPECIALLY IF YOU GO TO MUNI CODE.COM AND LOOK AT TEXAS, BECAUSE ORIGINALLY WE PROBABLY ALL STARTED OFF AS CITIES IN TEXAS WITH THE SAME SET OF LOCAL RULES.

BUT OVER TIME, YOU KNOW, WE HAVE TO MAKE AMENDMENTS AND WE HAVE TO DO THINGS THAT, THAT ARE WITHIN THE BOUNDS OF STATE LAW, BUT THEN THAT ARE ALSO PARTICULAR TO THE NEEDS OF OUR CITY.

SO, UM, AND WE'VE BEEN HAVING THESE DISCUSSIONS FOR AWHILE THAT WE NEED TO HAVE A ONGOING, UH, EYE LOOKING AT OUR CITY ORDINANCES TO MAKE SURE THAT THEY DO WHAT WE NEED.

SO THE COMMITTEE HAS BEEN WORKING VERY HARD FOR MONTHS AND WHAT WE'VE DONE IS WE'VE BEEN LOOKING AT CITY ORDINANCES, IDENTIFYING THE ONES THAT HAVE THE BIGGEST NEEDS.

UH, AND WE HOPE TO JUST KEEP GOING RE AND FINE TUNING.

SO I WANT TO THANK THE COMMITTEE.

UH, BOTH THE COUNCIL MEMBERS IN THE STAFF WHO'VE WORKED HARD.

UM, WE'VE KIND OF GOTTEN A LOT OF QUESTIONS AND CONCERNS ADDRESSED THAT WE WOULDN'T HAVE ADDRESSED UNDER NORMAL CIRCUMSTANCES AS WE JUST GO ALONG OUR DAILY, UH, WORK EFFORTS.

SO WE'VE HAD A LOT OF INTEREST IN DIALOGUE AND I'VE LEARNED THINGS FROM STAFF THAT I DIDN'T KNOW, AND, UH, ABOUT THE MECHANICS OF HOW THEY DO THINGS.

SO BASICALLY WE'RE HERE TODAY TO JUST TALK ABOUT THE FIRST LEG AND PASSING SOME OF THE THINGS IN OUR COMPREHENSIVE REVIEW.

AND WE HAVE THREE ORDINANCES ON THE AGENDA, REALLY FOUR, BUT I'LL TALK ABOUT THE FOURTH ONE SEPARATELY.

UM, WE HAVE THREE ORDINANCES THAT THE COMMITTEE WENT THROUGH, UH, IN VERY DETAILED CONVERSATIONS.

UM, AND, UM, WE WANTED TO PRESENT THOSE TO YOU AGAIN, THERE'S PROBABLY SOME MORE FINE TUNING THAT CAN BE DONE.

SO WHEN WE PASS THESE ORDINANCES, WE PASS THEM IN SUBSTANTIALLY THE SAME FORM, BECAUSE THERE ARE SOME CONVERSATIONS THAT ARE STILL TAKING PLACE WHERE WE CAN FINE TUNE IT A LITTLE BIT MORE.

UM, IF THERE'S ANYTHING THAT YOU ALL HAVE CONCERNS OVER, WE CAN ALWAYS COME BACK TO THAT SECTION, BUT AT LEAST WE KNOW THAT WE'VE ADDRESSED, UM, SOME OF THE MAJOR PROVISIONS.

SO IN DOING SO, UH, STAFF WENT THROUGH THE ORDINANCES THAT WE HAVE HERE TODAY, WHICH IS CHAPTER 10 ANIMALS, UM, CHAPTER 18 BUILDINGS AND CHAPTER 34 ENVIRONMENT, BECAUSE THE CONCERNS THAT COUNCIL HAD STAFF WENT THROUGH IT.

WE SPOKE WITH THE COUNCIL MEMBERS AND THE CONCERNS THEY HAD.

AND THEN AFTER WE KIND OF GOT OUR FIRST DRAFT TOGETHER, UH, THANKFULLY THE BORECAS FARM WITH MS. MARY AND ELLA, JOSEPH, UH, ATTORNEY AT LAW.

WHO'S GOT A LOT OF EXPERIENCE IN THIS AREA, THEN TOOK A SECOND, LOOK AT IT TO HELP US FINE TUNE IT.

SO WHAT WE HAVE TODAY IS A PRESENTATION THAT SHE'LL GIVE, UM, AFTER EXECUTIVE SESSION, I CAN TALK TO YOU ALL ABOUT GAMING.

AND IT DEPENDS WHETHER THERE IS A, UM, YOU KNOW, DIFFERENT KINDS OF ANIMALS THAT CAN POSE A DANGER TO THE CITY.

THERE'S A DIFFERENCE BETWEEN A NUISANCE AND A DANGEROUS DOG.

SO WE ADDRESSED THAT AS WELL.

UM, ALSO UNPROVOKED ATTACKS ON PEOPLE IN LIVESTOCK.

WE ALSO TALK ABOUT COMPLIANCE ON FENCING AND, UM, ANIMALS.

UM, IN LIVESTOCK, WE UPDATED THE IMPOUNDING FEES TO BE A LITTLE MORE UP TO THE TIMES, UH, OR OTHER FEES, LICENSES AND PERMITS.

AND THERE IS ALSO A NEW LAW THAT JUST PASSED, UH, IN EFFECT.

IT STARTED BEING EFFECTIVE IN SEPTEMBER FOR DOGS AND IT REGULATES LEASHES, TEETHERS PLACEMENT OF ANIMALS.

AND THAT HAS THE SPIRIT OF THE LAW WAS TO AVOID ANIMAL CRUELTY.

SO WE UPDATED YOUR ORDINANCE ACCORDINGLY FOR BUILDINGS.

WE UPDATED TO THE INTERNATIONAL PROPERTY MAINTENANCE CODE TO 2021.

YOU HAD IT TO, TO THE PRIOR CODE.

SO WE UPDATED THAT.

WE ALSO, UM, PROPOSING NEW FEES FOR THE MALAYSIAN AND CONSTRUCTION BASED ON THE FEEDBACK FROM STAFF, WE HAVE UPDATED, UH, OTHER FEES, LICENSES, AND PERMITS.

UM, WE UPDATED THE SITUATION OF THE CODE OFFICIAL BY THE CITY MANAGER.

UH, WE REVIEWED YOUR REQUEST SIDE JUDICIAL PROCESS FOR BUILDING AND STANDARDS COMMISSION AND ALSO THE INJUNCTION PROCEDURES, JUST TO KIND OF CLEAN IT UP A LITTLE BIT FOR CHAPTER 34 ENVIRONMENT.

WE, UM, THIS IS A BIG CHAPTER AND IS VERY IMPORTANT BECAUSE IT DEALS WITH WHAT I UNDERSTAND IS ONE OF THE, THE MORE COMMON ISSUES THAT YOU DEAL AS A CITY, WHICH IS ALL THE, UH, JUNK VEHICLES, WEEDS, NUISANCE, UM, BUILDINGS, UM, LITTERING.

SO WE UPDATED THE, UH, CHAPTER 34 ACCORDINGLY FOR DEFINITIONS.

WE, UH, LIKE I SAID, WE CLEAN UP THE DEFINITIONS FOR NUISANCES, FOR DILAPIDATED BUILDINGS FOR HANDBILLS, WHICH CAN BE SOMETIMES A PROBLEM IF THEY ADVERTISE OR JUST, YOU KNOW, ALL THE TRASH CAN END UP BEING ON YOUR GUTTERS AND ON YOUR STREETS AND YOUR SIDEWALKS.

UH, WE UPDATED THE FINES FOR WEIGHTS AFTER ALSO TALKING TO, UH, STAFF AND ALSO FROM COUNCIL MEMBER INPUT, THE WERE ON THE COMMISSION FOR THE ORDINANCE REVIEW.

UH, WE UPDATED THE JUNK B GOALS, UH, REGULATIONS.

UH, THERE IS A PROCESS ALSO FOR A BATEMAN OF SUCH VEHICLES AND ALSO WHERE P UH, VEHICLES CAN BE PARKED, UPDATED TIRES AND PERMITS SANITATION.

AND WE ALSO UPDATED, UM, YOUR ORDINANCES WITH THE TEXAS LITERAL ABATEMENT ACT, WHICH IS ALSO A VERY RECENT LAW THAT CAN, UM, HAS A VERY, UM, AS A LITTLE MORE STRICT REGULATIONS, NOT ONLY FOR FINES, BUT ALSO WHAT THE CITY CAN DO IN ORDER TO, UH, GET RID OF THE LITTER AROUND THE CITY.

WE PUT STRICTER REGULATIONS AND HIGHER FINES.

UM, SO WE LIKE LIKE, UM, CITY ATTORNEY EXPLAINED BEFORE WE HAVE HAD, UM, A COMPREHENSIVE REVIEW OF THE ORDINANCES.

THESE ARE THE FIRST THREE THAT ARE COMING TO YOU, BUT WE'RE ALSO GOING TO BE WORKING WITH STAFF ON CHAPTER 22 FOR BUSINESSES, AND A COUPLE OF OTHER CHAPTERS THAT ARE ONGOING.

AND THE OTHER THING THAT WE ARE GOING TO BE WORKING WITH STAFF IT'S ON EDUCATION AND ENFORCEMENT EDUCATION, WE BELIEVE IS VERY IMPORTANT.

UM, I HAD A NICE CONVERSATION WITH YOUR CITY MANAGER YESTERDAY OF HOW WE CAN DO ALL THE CHANGES THAT WE WANT WITH THE ORDINANCES, BUT YOUR CITIZENS NEED TO KNOW.

AND ALSO SINCE WE ARE DOING SOME CHANGES TO CITIES AS A CITY, IT WILL BE IMPORTANT TO FIRST EDUCATE THEM.

SO THE PROCESS WILL BE A LITTLE MORE OF, WE CHANGE OUR ORDINANCES.

THIS IS WHAT THE NEW FINES ARE.

AND THEN ONCE THEY KNOW, THEN WE CAN CONTINUE TO IMPLEMENT SOME, UH, NOTICES OF VIOLATIONS AND SOME FINES, BUT THE MOST IMPORTANT THING WILL BE TO LET YOUR CITIZENS KNOW THAT THIS ORDINANCE HAVE BEEN CHANGING.

AND, AND, AND I UNDERSTAND THAT HAVING SERVED ON THE EDC AND, AND, UH, WE DO SOME JOB TRAINING PROGRAMS. THERE ARE OTHER JOB TRAINING PROGRAMS THAT WE DID WITH LAMAR STATE COLLEGE.

UH, ONE WAS THE CDL PROGRAM, AND WE WERE SUPPOSED TO AS, UH, THE, THE BOARD OF DIRECTORS OF THE EDC, AS WELL AS THE CITY COUNCIL SUPPOSED TO RECEIVE, UH, REPORTS SHOWING, UH, THE RESULTS OF THAT TRAINING, WHETHER OR NOT OUR CITIZENS WERE ACTUALLY BEING, UH, COMING OUT OF THOSE PROGRAMS AND GOING TO WORK.

UH, AND, UH, WE HAVE NOT, UH, TO MY KNOWLEDGE, UH, RECEIVED, UH, REGULAR REPORTS, UH, CONCERNING THAT BIGGER, CAUSE I KNOW WITH THE CDL, WE HAD SOME ISSUES WITH THE TYPE OF LICENSING THAT WAS BEING GIVEN TO THEM.

SO I'M ASKING THIS IN, IN, BECAUSE IF WE'RE GOING TO, UH, USE ECONOMIC DEVELOPMENT AS THE BASIS FOR WHICH WE GIVE A DISCOUNT ON, ON A RATE, WE HAVE TO LOOK AT THE RESULTS OF, OF, OF THE PROGRAMS AND MAKE SURE THAT WE ARE GETTING OUT THE VALUE FOR WHAT WE'RE, WHAT WE'RE ACTUALLY GIVING AWAY OR, OR I GUESS I SAID, YEAH, THAT'S A SIMPLE WAY.

THEY'RE ALSO ADDING A NIGHT CLASS.

THEY WERE JUST AWARDED THE BEST CULINARY ARTS PROGRAM IN THE STATE OF TEXAS.

AND, UM, I'D BE MORE THAN HAPPY TO GIVE YOU THAT ROI ON A, ON A SEMESTER BASIS OR EVERY YEAR HAVE A, YOU ALL WOULD LIKE IT.

SO ARE YOU, YOU'RE SEEING THAT THEY'RE CURRENTLY CONDUCTING THE CULINARY PROGRAM ON CAMPUS AND THEY'RE GOING TO MOVE INTO YES, SIR.
