I EVER, WE PREEMPTED BECAUSE OF THE, UH, ANNUAL TREE LIGHTING THAT WE HAD DOWNSTAIRS WITH THE GUESTS FROM OUR MEMORIAL HIGH SCHOOL AND SOME PARENTS AND OTHER CITIZENS WHO WERE GATHERED WITH US DOWN THERE TO OFFICIALLY BEGIN THE CHRISTMAS SEASON HERE IN THE CITY OF PORT ARTHUR.
SO WE THANK THEM FOR COMING AND BEING A PART OF THE OFFICIAL CHRISTMAS TREE LIGHTING HERE AT THE CITY OF PORT ARTHUR.
WITH THAT IN MIND, WE ARE GATHERED, EXCUSE ME, FOR OUR REGULAR COUNCIL MEETING ON THIS DATE.

WE CANNOT LEAVE OUR HOME COMING INTO OUR DRIVEWAY OR LEAVE OUT OF OUR DRIVEWAY.
COULD THEY BACK UP? CAN THEY MOVE UP FOR ME TO LEAVE OUT MY HOME AND MY NEIGHBORS AS WELL.
THEY LOOK AT US, THEN THEY TURN THEIR HEAD.
WE HAVE NO CORPORATION WITH BOB HOPE SCHOOL.
I'VE GONE THERE SEVERAL TIMES AND ASKED FOR THEIR HELP.
THEY SAY, THERE'S NOTHING THEY CAN DO.
UH, IT IS A HUGE PROBLEM AND IT'S INCONVENIENCE NOT TO THE RESIDENTS, BUT ALSO THE POSTAL OFFICE.
UM, THE MAIL, THE TRUCK HAS TO PARK BLOCKS, UH, TO DELIVER THE MAIL, THE GARBAGE TRUCK.
THEY INTER INTERFERING WITH THAT AS WELL.
SO IT'S, IT'S BEEN AN ONGOING PROBLEM FOR MYSELF AND FOR MY NEIGHBORS AS WELL.

UM, WHEN WE FIRST RECEIVED THIS REQUEST FROM THE CONCERNED CITIZENS IN THE NEIGHBORHOOD OF THE BULB SCHOOL, WE IMMEDIATELY TOOK ACTION WITH THE CHIEF AND WITH THE DIRECTOR OF PUBLIC WORKS TO ENSURE THAT SOME SORT OF RELIEF WOULD BE PROVIDED TO THE RESIDENTS OF THAT AREA.
I KNOW THAT THE POLICE CHIEF HAVE BEEN WORKING DILIGENTLY WITH THE PUBLIC WORKS DEPARTMENT.
I THINK TODAY WAS ONE OF THE FOODS.
THESE, WHEN WE WENT OUT THERE AND IMPLEMENTED THE SIGNS THAT WILL BE IN DESIGNED IN ORDER TO ADDRESS THE TRAFFIC CONGESTION AND TO HELP THE, UM, PARENTS WHO CONTINUE TO PICK UP THE KIDS OUT THERE TO, UM, COMPLY WITH, UM, THE TRAFFIC DIRECTIONS THAT HAVE BEEN, UM, THAT SHOULD BE FOLLOWED.
I KNOW THAT THE CHIEF HAS INDICATED THAT THIS WILL BE AN ONGOING PROCESS OF WORKING WITH THE SCHOOL ADMINISTRATION TO RESOLVE THE PROBLEM IN THAT AREA.
AND, UM, WE ARE TAKING IT VERY SERIOUSLY, YOU KNOW, AND, UM, AS A MATTER OF FACT, I DO HAVE A REPORT THAT WAS BEING PROVIDED BY, UM, THE DIRECTOR OF PUBLIC WORKS, WHO WE CONTINUALLY WORK ON THE MATTER TO MAKE SURE THAT THE PROBLEM IS BEING ADDRESSED MA'AM.
SO IF WE WERE NOT TAKING IT LIGHTLY, UM, I KNOW FOR A FACT, EVEN BEFORE THAT, UM, COUNSELOR KING LAW BROUGHT IT OVER ATTENTION THAT WE HAVE BEEN WORKING ON IT, AND WE CONTINUE TO ASSURE YOU THAT WE WILL WORK WITH YOU AND WITH THE RESIDENTS OF THE NEIGHBORHOOD TO ADDRESS THE TRAFFIC CONGESTIONS AND THE CONCERNS.
WE ARE VERY MUCH CONCERNED ABOUT THE PUBLIC SAFETY AND SECURITY, NOT ONLY OF THE RESIDENTS, BUT OF THE STUDENTS AS WELL.
AND OF THE PARENTS WHO CONTINUE TO PICK UP THE STUDENTS.
WE CONTINUE TO UNDERSTAND THAT THERE IS A PROBLEM, AS FAR AS, YOU KNOW, THE, THE NEIGHBORHOOD IS CONCERNED, ESPECIALLY WHEN IT COMES TO EMERGENCY MANAGEMENT.
AT THAT TIME, IF THE AMBULANCE SERVICES NEEDED, THERE MUST BE A WAY FOR IT TO GET IN AND GET OUT SO THAT WE CAN CONTINUE TO SERVE AS THE NEEDS OF THE RESIDENTS OF THAT AREA.
WE'LL CONTINUE TO WORK WITH THE RESIDENTS AND WITH THE SCHOOL AUTHORITIES TO MAKE SURE THAT THIS CONCERN IS ADDRESSED.
GET A CONFERENCE FROM CHEMICAL.
AND TO, UH, CONCUR WITH THE MANAGER, WE HAVE BEEN WORKING ON IT.
I'VE BEEN TALKING WITH THEM ABOUT THIS PARTICULAR SITUATION IN THAT COMMUNITY.

UH, GENERAL FUND REVENUES ARE CURRENTLY 35.4 MILLION, UM, WHICH IS 212,000 ABOVE THE ESTIMATE, UH, 260,000 IN PROPERTY TAX COLLECTIONS, UH, WHICH IS SLIGHTLY ABOVE BUDGET, BUT THE MAJORITY OF PROPERTY TAXES ARE RECEIVED IN JANUARY AND FEBRUARY.
WE HAVE RECEIVED 32 33 0.2 MILLION IN INDUSTRIAL PAYMENTS WITH SUBSTANTIALLY ALL PAYMENTS RECEIVED.
UH, THE AND USE TAX FOR THE GENERAL FUND FOR OCTOBER WAS 1.2 MILLION, 300,000 ABOVE LAST FISCAL YEAR.
AND ABOUT 162,000 ABOVE THE CURRENT YEAR ESTIMATE.
THERE IS A TWO MONTH TIME LAG IN RECEIPTS FOR SALES TAX THOUGH.
SO OCTOBER RECEIPTS REPRESENT AUGUST SALES GENERAL FUND OPERATING EXPENDITURES FOR 2.8 MILLION FOR OCTOBER, WHICH IS CURRENTLY BELOW THE BUDGETED LEVEL.
BY 1.2 MILLION BUDGET AS AMENDMENTS ARE REQUESTED THROUGHOUT THE YEAR AS NEEDED.
THE AMENDED BUDGET HAS AN ESTIMATED ENDING FUND BALANCE OF 24.6 MILLION OR 128 DAYS OF OPERATING EXPENDITURES.
THE TOTAL REVENUES RIGHT NOW ARE 35.4 MILLION, AND THE TOTAL EXPENDITURES ARE 33.8 MILLION RESULTING IN A VERY HEALTHY FUND BALANCE OF 63.1 MILLION.
AT THE END OF OCTOBER, THE PEN BALANCE IS WELL IN EXCESS OF THE MINIMUM REQUIREMENT OF 60 DAYS, PLUS ONE AND A HALF MILLION.
THIS IS PRIMARILY DUE TO THE FACT THAT THE MAJORITY OF THE INDUSTRIAL PAYMENTS COME IN IN OCTOBER AND THE EXPENDITURES ARE SPREAD OUT THROUGHOUT THE YEAR.
SO WE START BIG AND THEY SPEND IT THROUGHOUT THE YEAR.
UM, THE, UM, SORRY, I FORGOT TO TELL YOU TO SWITCH ALL AGAIN.
UH, THE WATER FUND IS NEXT, UH, REVENUES TOTAL 2.8 MILLION AT THE END OF OCTOBER ABOVE THE BUDGETED LEVEL BY 179,000 WATER SERVICE CHARGES FROM RESIDENTIAL AND COMMERCIAL EXCEED BUDGET ESTIMATES ABOUT 33,000, THE OPERATING EXPENDITURES, TOTAL 532,000, WHICH IS UNDER THE BUDGETED LEVEL BY 825,000.

UM, BUT THE STAFF WILL CONTINUE TO MONITOR THE FUND TO ENSURE THAT EXPENSES HAS REMAINED IN LINE WITH AVAILABLE REVENUES.

UTILITY IMPROVEMENTS ARE CURRENTLY BUDGETED AT 84.7 MILLION, PRIMARILY FOR THE CONSTRUCTION OF THE WASTEWATER TREATMENT PLANT 7.6 MILLION HAS BEEN SPENT TO DATE THE 77.1 MILLION REMAINING TO COMPLETE THE PROJECTS.
PLEASURE ISLAND 590,000 HAS BEEN BUDGETED FOR A BOAT LAUNCH AND PARKING LOT REPAIRS, WHICH IS PRIMARILY FUNDED BY TEXAS PARKS AND WILDLIFE GRANT.
THE EDC PRESS BUILDING RENOVATION, UH, IS BUDGETED AT 10.9 MILLION OF WHICH 4.7 MILLION IS FUNDED BY GRANT FROM EDA TODAY, 7.7 MILLION HAS BEEN SPENT LEAVING A BALANCE OF 3.2 MILLION TO COMPLETE THE PROJECT.
AND NEXT ON THAT PAGE, WE HAVE THE ARP, A GRAND PROJECTS, THE AMERICAN RESCUE PLAN IN MARCH OF 21, THE CITY WAS AWARDED 26.6 MILLION IN AMERICAN RESCUE PLANT AMERICAN RESCUE PLAN GRANT FUNDS.
THE PROGRAM IS INTENDED TO PRO TO PROVIDE SUPPORT TO GOVERNMENTS AND RIAS IN RESPONDING TO THE ECONOMIC AND PUBLIC HEALTH IMPACTS OF COVID-19 THE PROVISION FOR GOVERNMENT SERVICES AND TO MAKE NECESSARY IMPROVEMENTS IN WATER, SEWER OR BROADBAND INFRASTRUCTURE.
SEVERAL PROJECTS WERE IDENTIFIED IN THE FY 22 BUDGET TO BE FUNDED FROM AARP, UH, INCLUDING, UH, 18 MILLION FOR THE REPLACEMENT OF 57 WATER MAINS.
UM, THIS IS THE UPDATED, UH, 2021 CERTIFICATES OF OBLIGATION PROJECTS ASSOCIATED WITH 32.9 MILLION AND CERTIFICATES OF OBLIGATION, UH, THAT WERE ISSUED IN FYI 2021 INCLUDES STREET PROJECTS, DRAINAGE, PUMP STATIONS, ANIMALS, SHELTER, UH, NEW HEALTH BUILDING RENOVATIONS AND WATER SEWER PROJECTS.
465,000 HAS BEEN SPENT SO FAR LEAVING A BALANCE OF 32.4 MILLION NEXT PAGE LINDSEY.
UH, THIS IS THE, UH, DISASTER FUNDS HURRICANE HARVEY, 30.4 MILLION RECEIVED PRIMARILY FOR FEMA AND INSURANCE, 33.7 MILLION EXPENDITURES LEAVING $3.3 MILLION BALANCE AT THIS TIME WITH PENDING REIMBURSEMENTS OF 73,000 COVID-19 3 MILLION RECORDED IN REVENUES AND DONATIONS AND EXPENDITURES TO DATE OF 3.5 MILLION LEAVING A BALANCE OF 467 HURRICANE LAURA 217,000 HAS BEEN RECEIVED IN INSURANCE REIMBURSEMENTS THROUGH OCTOBER.

THE CITY DOES CONTINUE TO MAKE EVERY EFFORT TO CAPTURE AS MUCH FEDERAL ASSISTANCE AS POSSIBLE FOR ALL DISASTERS.

A PRINCIPLE IS THE FOREMOST OBJECTIVE OF THE INVESTMENT PROGRAM ALONG WITH LIQUIDITY PUBLIC TRUST, AND THEN YIELD POLICY IS IN COMPLIANCE WITH CHAPTER 2256 OF THE GOVERNMENT CODE, ALSO KNOWN AS THE PUBLIC FUNDS INVESTMENT ACT.
UH, THE INVESTMENT PORTFOLIO IS MANAGED WITH THE OBJECTIVE OF OBTAINING A MARKET RATE OF RETURN THROUGHOUT BUDGETARY AND ECONOMIC CYCLES, AND IS DESIGNED WITH THE OBJECTIVE OF REGULAR MEETING OR EXCEEDING THE AVERAGE RATE OF RETURN ON THE THREE MONTH US TREASURY BILL.
SO INCLUDED IN YOUR PACKET IS A LITTLE REPORT SHOWING HISTORICAL INTEREST EARNINGS IN YIELD FROM 2016 TO 2021.

THE LAST THREE YEARS, FISCAL 19 THROUGH 21, THE CITY HAS ATTAINED A RATE OF RETURN THAT IS COMPARABLE TO THAT OF THE THREE MONTH TREASURY BILL.
SO THAT'S JUST THE LITTLE THING THAT I WANTED TO POINT OUT, UH, THAT IS RELATED TO THE INVESTMENT POLICY.

SO, UM, I THINK WE'RE ON A GOOD TRACK IN TERMS OF COMPLETING ITEMS. UM, ALLOW THEM FUNDS FOR THESE ITEMS HAVE BEEN REIMBURSED BY THE FEDERAL GOVERNMENT, THE PERCENTAGES, DEPENDING ON HOW THE GRANT IS WRITTEN FOR IT.
SOME THINGS ACTUALLY ARE A HUNDRED PERCENT FUNDED.
SOME THINGS MIGHT REQUIRE 30% MATCHED BY THE CITY.
SO IT JUST DEPENDS ON THE SPECIFIC PROJECT, BUT DEFINITELY THE CITY IS I'M NOT PAYING A HUNDRED PERCENT FOR ALL THESE PROJECTS.
WE ARE GETTING MONEY FROM THE FEDERAL GOVERNMENT AS WELL AS THE STATE.

SO SEEING IF THERE'S AN, YOU KNOW, POTENTIAL FOR THAT, ALSO THINGS LIKE LOOKING AT DISPATCH SYSTEMS AND THINGS LIKE THAT, THAT HOW THAT CAN, CAN IMPROVE THE QUALITY OF THE TIMELINESS OF THE SERVICE.

SO HOW DOES THAT WORK INTO THE BIGGER PICTURE OF THE CITY? AND THEN ALSO IN OUR SCENARIO HERE FROM A DISASTER RESPONSE AND RECOVERY PERSPECTIVE, HOW DOES THAT WORK? SO THERE'S LOTS OF DIFFERENT FACTORS THAT HAVE TO BE ADDED IN THERE.

SO SOME THINGS TO CONSIDER WHEN WE'RE LOOKING AT AT THE STATION COVERAGE IS DISTRIBUTION, CONCENTRATION, RELIABILITY AND DISTRIBUTION IS, DO YOU HAVE, ARE THE STATIONS DISTRIBUTED APPROPRIATELY AROUND THE JURISDICTION SO THAT THE FIRST DO APPARATUS IS GOING TO BE TIMELY TO RESPOND.
AND THEN THE NEXT IS THE CONCENTRATION WHERE IT'S LOOKED AT FROM WHAT'S REFERRED TO AS EFFECTIVE RESPONSE FORCE.
SO IF WE HAVE A STRUCTURE FIRE, YOU NEED TO HAVE AT MINIMUM THREE ENGINES, A LADDER TRUCK, A BATTALION CHIEF.
SO HOW QUICKLY CAN YOU GET THAT EFFECTIVE RESPONSE FORCE PRESENT ON THAT SCENE? AND THEN THE THIRD FACTOR IS THE RELIABILITY.
IF THE RELIABILITY IS A FACTOR OF WHAT'S THE PROBABILITY THAT THAT APPARATUS IS GOING TO BE AVAILABLE FOR THE NEXT CALL.
SO YOU HAVE A VEHICLE THAT'S OUT ON CALLS ALL THE TIME.
AND THE SECOND CALL THAT COMES IN, SOMEBODY ELSE FROM A FARTHER AWAY AREA HAS TO COME INTO THAT CALL.
AND THAT EXPANDS THE RESPONSE TIME FOR THAT PER INCIDENT IN THAT PARTICULAR PERSON.

SO THAT CONTAMINANTS ARE NOT BROUGHT INTO THE, TO THE LIVING QUARTERS, UH, DIESEL EXHAUST SYSTEMS. SO WHEN YOU'RE STARTING YOUR VEHICLE IN THE STATION, OR TO GO ON A CALL OR TO CHECK IT THAT THERE IS EXHAUST SYSTEMS THERE TO REMOVE THE DIESEL FUMES.
AND RIGHT NOW NONE OF OUR STATIONS HAVE DIESEL EXHAUST SYSTEMS. SO WHEN THEY START THE, THE VEHICLES, THE DIESEL EXHAUST STAYS IN THE, YOU KNOW, IN THE, UH, APPARATUS BAY.
THE OTHER THING IS CONSIDERING JUST GENERAL FOOT TRAFFIC, IF YOU WILL, FOR PLANS ALSO MAKING SURE THAT THERE'S RESTROOMS FOR APPROPRIATE, EVEN THOUGH AT THIS POINT, WE DO NOT HAVE ANY WOMEN ON THE JOB, HOPEFULLY THAT WILL CHANGE IN THE FUTURE AND MAKING SURE THAT WE HAVE APPROPRIATE RESTROOM FACILITIES FOR BOTH GENDERS.
ANOTHER AREA OF CONSIDERATION IS THE SOCIALIZATION PLANNING.
SO ONE OF THE KEY THINGS IN THE FIRE SERVICE IS MAKING SURE THAT PEOPLE ARE SOCIALIZING ON A REGULAR BASIS.
SO WHEN THEY HAVE THOSE DIFFICULT CALLS THAT THEY CAN COME BACK AND, AND TALK TO EACH OTHER, AS OPPOSED TO, UH, BE SEPARATED, PHYSICAL FITNESS AREAS ARE IMPORTANT.
THE EXTERIOR FINISHES ARE IMPORTANT.
SO YOU DON'T WANT CARPET IN A FIRE STATION BECAUSE YOU WALK IN WITH STUFF ON YOUR SHOES AND IT TRACKS ALL OVER THE PLACE.

BECAUSE WHEN YOU LOOK AT AREAS LIKE THE PORT ATRIUS AREA AND THE WEST SIDE AREA, YOU HAVE A LOT OF, MUCH MORE OLDER PEOPLE LIVE IN THERE.
AND HOW CAN THAT FACILITY BE POSITIONED WITH EMS AT THOSE PARTICULAR FACILITIES TO SERVE AS FIRST RESPONDERS AND TO PROVIDE THE SERVICES THAT THOSE PEOPLE IN THAT PARTICULAR AREA NEED? BECAUSE MANY, A TIMES WHEN THE EMS SERVICE HAS TO LEAVE GROVES, YOU KNOW, TO GET THROUGH A PATIENT WHO IS IMPORTANT BECAUSE ON THE WEST SIDE THAT PATIENTS MAY HAVE A CARDIAC ARREST OR MAYBE GET A STROKE IS GOING TO TAKE SOME TIME.
