AND IT HAS BEEN ASSIGNED TO STREETS FOR THE LAST THREE USERS.
SO THIS YEAR WE HAD $13.5 MILLION, UH, APPROVED BY COUNCIL FOR THAT.
AND, UM, I AM ATTEMPTING TO MAKE SURE THAT WE HAVE ALL THE NECESSARY INFRASTRUCTURE IN HOUSE INFRASTRUCTURE IN PLACE IN TERMS OF PERSONNEL, IN TERMS OF PLANS, UM, THAT ARE VERY MUCH STRATEGIC SO THAT WE CONTINUE TO LIVE OUT THE PLANS FOR STREETS IN PARLIAMENT FOR THE NEXT, NOT ONLY FISCAL YEAR FOR THE FIRST, FOR THE CALENDAR YEAR AS WELL.

TO UP THIS MORNING THROUGH OUR NEW, UM, UM, CITY ENGINEER AND HIS STAFF OUT HERE IS TO LAY OUT THE PLAN FOR THE NEXT YEAR OR SO, GIVE YOU A REVIEW AS TO WHERE WE ARE, WHAT WE HAVE EXPENDED THE SPA, WHAT'S THE CHALLENGES THAT WE HAVE HAD AND THE MILESTONES THAT WE HAVE SET FOR THE UPCOMING YEAR, WHAT WE WILL ATTEMPT TO DO AS WELL IS TO INFORM YOU THAT WE WILL COME BACK EVERY MONTH IN THE NEW YEAR TO INFORM YOU AS TO WHERE WE ARE, BECAUSE WHAT WE NEED IS A VERY CLEAR AND CONCISE PLAN, YOU KNOW, SO THAT NOT ONLY THE COUNCIL COULD FOLLOW, BUT SO THAT CITIZENS COULD BE INFORMED AS TO WHAT IS BEING DONE, WHERE IT'S BEEN DONE AND THE PROGRESS THAT'S BEEN MADE ON THE STREET IMPROVEMENT PROGRAM.OH, YOU HAVE SOMETHING TO TURN IT ON.

IT'S A VERY AMBITIOUS PROGRAM.
UH, I REALIZED WE'RE BEHIND ON IT.
UH, BUT WE'RE GOING TO DO OUR DUE DILIGENCE TO GET THIS THING MOVING IN A REAL FORWARD MANNER.
UM, AND WITH THE STAFF BEHIND ME, I HOPE WE CAN ACCOMPLISH THIS IN A TWO, THREE YEAR TIMEFRAME IS WHAT I'M THINKING.
UM, BRIEFLY, I JUST WANTED TO GO OVER, I DON'T KNOW HOW THIS IS, I GUESS I'M TOO CLOSE.

UM, THE FIRST CONTRACT OR PROJECT THAT I WANTED TO KIND OF REVIEW OR BRING TO THE COUNCIL'S ATTENTION, UM, WE HAVE A CONSTRUCTION CONTRACT REHABILITATION CONTRACT WITH LD CONSTRUCTION, AND THIS IS GENERALLY IN THE PORT ACRES AREA.
THERE'S SOME WORK BEING DONE DOWNTOWN, BUT, UH, AS YOU CAN SEE, I'VE GOT A HIGHLIGHTED PICTURE OF SOME, UH, BASE REHABILITATION THAT WAS BEING DONE IN OCTOBER.
UM, THIS IS A $2 MILLION CONTRACT, 2.9.
AND JUST TO LET EVERYONE KNOW THE CONTRACTOR RIGHT NOW IS ABOUT 49% COMPLETE, BUT THE EXPENDED 67% OF HIS TIME.
SO HE IS BEHIND RIGHT NOW AND WE'RE GOING TO BE WORKING TO GET THAT, UH, COMPLETED BY MARCH 1ST IS WHAT WE'RE TARGETING RIGHT NOW ON THE RIGHT.
YOU CAN SEE A, SOME OF THE CONCRETE WORK THAT HE'S PERFORMING ON DALLAS AND SIXTH STREET, WHERE WE'RE REPLACING THE CURB AND GUTTER JUST BRIEFLY.
THE NEXT PROJECT THAT I WANTED TO BRING UP TO YOUR ATTENTION IS A GULF COAST.
CONSTRUCTION IS WORKING ON FIFTH AND SIXTH STREET.
AND, UH, THIS PROJECT IS JUST GETTING STARTED.
I DON'T BELIEVE WE PROCESSED A PAYMENT FOR THIS CONTRACTOR YET, BUT WE'VE ALREADY RUN INTO SOME UTILITY OBSTRUCTIONS THAT I'VE TRIED TO INDICATE IN THIS PICTURE.
IT'S THE DARK AREA UNDERNEATH THE CONCRETE SLAB.
THERE'S A FOUR-INCH AT AND T TELEPHONE LINE THAT RUNS UNDER SIXTH STREET AND, UH, WE'VE ENCOUNTERED IT AND WE'RE WORKING TO DESIGN OUR STORM DRAIN TO AVOID THIS CONFLICT.
NOW, THIS IS SOMETHING THAT WE DIDN'T SHOW UP TO.

AND THESE LOCATES DID NOT SHOW THIS LINE.
UM, I'M NOT SAYING THIS TO BLAME ANYBODY.
I JUST WANT COUNCIL TO BE AWARE THAT THIS IS A PRIORITY FOR ME IN THE FUTURE THAT WE'VE GOT TO DO A BETTER JOB OF GETTING THESE UTILITIES LOCATED BEFORE WE GO TO CONSTRUCTION.
UM, I HAD TALKED TO THE ATNT T ENGINEER ON THIS.
AND SO, AGAIN, I'M NOT BLAMING ANYBODY.
WE CALLED 8 1 1, BUT WE'RE GOING TO HAVE TO TAKE THAT A STEP FURTHER IN THE FUTURE BECAUSE AS WE GET CONTRACTORS UNDER CONSTRUCTION, UM, AND THEY ENCOUNTERED THESE THINGS, IT CAUSED, IT LEADS TO DELAYS AND REDESIGN.
AND SO, UM, I HATE TO START THIS, MY TENURE HERE AT THE CITY WITH BAD NEWS, BUT I DO WANT TO BE UPFRONT WITH ALL THE COUNCIL MEMBERS AND I WILL.
I'M GOING TO DO MY BEST TO BRING THESE PROBLEMS TO YOUR ATTENTION WHEN WE FIND THEM, I DON'T WANT ANY SURPRISES AND I BELIEVE IN TRANSPARENCY.
SO I JUST WANTED TO BRING THAT UP TO ALL Y'ALL AND THESE MAY OR MAY NOT BE THE RIGHT SETTING, BUT I DO WANT TO LET YOU KNOW THAT I WILL BE TRANSPARENT WITH ALL OF Y'ALL WHEN IT COMES TO PROBLEMS. THAT'S MY JOB IS TO SOLVE PROBLEMS AND WE'LL SOLVE THIS ONE, BUT I DO WANT TO LET EVERYONE BE AWARE THAT THIS IS SOMETHING WE'VE ENCOUNTERED IN.
UH, COUNCILMAN JONES ACTUALLY WENT OUT AND LOOKED AT THIS PROBLEM.
AND, UH, IT'S SOMETHING THAT, YOU KNOW, WE, WE LIVE IN AN OLD CITY AND THERE'S A LOT OF UNDERGROUND OLD FACILITIES THAT TODAY MAYBE PEOPLE DON'T KNOW ABOUT.
SO WE'VE GOT, LIKE I SAID, WE'RE GOING TO DO A BETTER JOB, TRYING TO FIND THESE THINGS AND AVOID THEM IN THE FUTURE.

AND IF YOU DON'T DUMP TO RHONDA OR YOU DON'T UP TO SOMEBODY ELSE, THERE IS NO DOCUMENTATION.
AND THAT INCREASES THE COST OF WHAT WE'RE TRYING TO DO.
IT INCREASES THE DELAY OF WHAT WE'RE TRYING TO ACHIEVE AS WELL.

WE HAVE THE SPRAY PARK AND THE OLD LAKE VIEWS SWIMMING POOL WAS MOVING AND 60TH STREET WAS JUST COMPLETED ACTUALLY YESTERDAY.
UH, IT WAS A OVERLAY JOB THAT WE, WE, WE COMPLETED AND WE'LL BE CLOSING THAT OUT HOPEFULLY TODAY OR TOMORROW.
UM, I DIDN'T HAVE PICTURES OF THOSE, BUT PRIMARILY I KNOW WHAT WE WANT TO TALK ABOUT TODAY IS THE STREETS PROGRAM.
