AND WHEREAS OVARIAN CANCER IS RARE AND DEADLY AND KNOWN AS THE SILENT DISEASE WITH VAGUE SYMPTOMS. AND WHEREAS THERE ARE NO EARLY OVARIAN CANCER SCREENING TESTS AND CONSEQUENTLY MANY WOMEN ARE DIAGNOSED WITH THE DISEASE AT AN ADVANCED STAGE. AND WHEREAS RISK FACTORS INCLUDE A FAMILY HISTORY OF BREAST OR OVARIAN CANCER, AND ANY WOMAN WHO EXPERIENCES PERSISTENT SYMPTOMS, INCLUDING ABDOMINAL OR PELVIC PAIN, PRESSURE, SWELLING, OR BLOATING TO TALK WITH HER HEALTH CARE PROVIDER. UM, SO THAT, THAT STUDY IT COMPLETED IN MAY OF 2017 AND THEN WAS APPROVED BY THE CORPS OF ENGINEERS, CHIEF ENGINEER. WHO'S A THREE-STAR GENERAL IN DECEMBER OF 2017 AND THEN WAS IMMEDIATELY FUNDED, UM, BY THE BIPARTISAN BUDGET ACT OF 2017. AND THIS PROJECT WAS SELECTED AND FUNDING WAS MADE AVAILABLE LATER THAT YEAR. AND SINCE THEN, WE'VE BEEN FOCUSING ON THE SURVEYS AND THE MODELING AND THE GEO-TECHNICAL INVESTIGATIONS TO SUPPORT THE DESIGN OF, OF THOSE THREE IMPORTANT SYSTEMS. AND THEN JUST RECENTLY, UH, WHAT'S BEEN IN THE NEWS A LOT, HAS BEEN OUR COASTAL TEXAS RESTORATION AND PROTECTION STUDY. UM, BUT THAT INCLUDES A LOT OF FEATURES ALL UP AND DOWN THE, THE TEXAS COAST. NEXT SLIDE, PLEASE, AS KELLY STATED, UH, THE, THE FINAL CHIEF'S REPORT WAS SIGNED IN 2017 AND THEN AWARDED THE NEXT YEAR, WHICH IS UNPRECEDENTED. THIS WAS AWARDED IN 2018 IN THE BIPARTISAN BUDGET ACT AND SIGNED INTO LAW. AND THEN THE FOLLOWING YEAR IN NOVEMBER OF 2019, THE CORPS OF ENGINEERS SIGNED THE PROJECT PARTNERSHIP AGREEMENT WITH JEFFERSON COUNTY DRAINAGE, DISTRICT NUMBER SEVEN, AND THEN THE FOLLOWING YEAR IN MARCH, 2020, WE BROKE GROUND ON OUR FIRST CON CONSTRUCTION CONTRACT. WHAT WE CALL CONTRACT ONE AND OUR PATH WHERE WE'RE GOING TO BE AWARDING FIVE CONTRACTS IN THE NEXT TWO YEARS. AND THEN WE'RE PLANNING ON TO GO INTO CONSTRUCTION INTO 26. SO RIGHT BEHIND THIS BUILDING WOULD BE, YOU'LL BE SEEING CONSTRUCTION GOING ON WITH, UH, UPGRADING THE LEVY SYSTEM. NEXT SLIDE PLEASE. QUICK, UH, NOTE ABOUT FUNDING. THE PROJECT WAS FULLY FUNDED, AS I SAID, IN 2018 [00:20:02] FOR THE AMOUNT OF 3.9 BILLION, THEY WERE COUNTING ALL THREE OF THESE PROJECTS ON ONE, BUT FOR PORT ARTHUR SPECIFICALLY, WE WERE FUNDED 863 MILLION, AND THEN THEY SAY IT IS COST SHARED. UH, ACCORDING TO OUR WATER 18, UH, THE FEDERAL COST IS 65% AND THE NON-FEDERAL COST IS 35%. AND THEN THE TEXAS GOVERNMENT, UH, THE 86 LEGISLATURE, THEY DIRECTED 200 MILLION OF FUNDING TOWARDS JELLO AND THEY PROVIDED SUPPORT THROUGHOUT THE PROJECT. UH, AND SO FAR THEY'VE GIVEN PORT ARTHUR, UH, APPROXIMATELY 106 MILLION GO TOWARDS THE PROJECT. NEXT SLIDE, PLEASE, JUST TO GET INTO THE DELIVERY TEAM REAL QUICK, MS. MADE ABOVE MULTIPLE SISTER DISTRICTS. IT'S A LARGE TEAM. THIS IS A HIGH PRIORITY PROJECT FOR THE CORPS OF ENGINEERS. SO WE HAVE CHICAGO DISTRICT, NEW ORLEANS DISTRICT. WE'RE TAKING LESSONS LEARNED FROM KATRINA AND BUILDING THEM INTO OUR SYSTEM. WE HAVE THE RESEARCH DEVELOPMENT CENTER AND THE ART PICK, THE REGIONAL PLANNING AND ENVIRONMENTAL CENTER DOING ALL OF OUR ENVIRONMENTAL WORKFORCE. THAT PROJECT HAS COME ABOUT THROUGH AN APPLICATION THAT THE PORT ARTHUR EDC ASKED US TO APPLY FOR, FOR COMMUNITY DEVELOPMENT BLOCK GRANT DISASTER RECOVERY FUNDS FROM THE HARVEY HURRICANE. WE APPLIED FOR THOSE FUNDS BACK IN THE SUMMER OF 2008. UM, OUR FUNDING WAS DELAYED. THE PRIORITY FUNDING WAS FOR PROJECTS THAT WERE REHAB. THIS IS A NEW CONSTRUCTION PROJECT. SO THE REHAB PROJECTS WERE FUNDED FIRST, AND THEN THE PROJECTS WERE FUNDED BASED ON THE COST PER UNIT. OUR PROJECT WAS NOT THE LOWEST COST OF THE NEW CONSTRUCTION PROJECTS. UM, ONE OF THE THINGS WE TRY TO DO IS MAKE SURE THAT WE BUILD A QUALITY PROJECT. AND SO IT TOOK ABOUT A YEAR FOR FUNDING TO GET TO US FOR THE PROJECT. SO WE GOT A CONDITIONAL AWARD IN DECEMBER OF 2019, AND WE WENT THROUGH THE UNDERWRITING PROCESS WITH THE GENERAL LAND OFFICE AS A RESULT OF THE UNDERWRITING. OUR PROJECT WAS FINALLY APPROVED IN JANUARY OF 2021. SO ALMOST A TWO YEAR PROCESS JUST TO GET TO THAT POINT YESTERDAY, WE RECEIVED OUR NOTICE TO PROCEED FROM THE GENERAL LAND OFFICE. SO WE'RE READY TO START CONSTRUCTION. SOMETIME LATER THIS MONTH, THE PROJECT TO DATE, UM, IS ABOUT A $20 MILLION PROJECT, $15 MILLION IN HARD CONSTRUCTION. WE'VE AWARDED DECK CONSTRUCTION CONTRACT TO LOCAL CONSTRUCTION CONTRACTOR, C TEX CONSTRUCTION CORP. WE HAVE TO DATE SPIN ABOUT 800,000 IN PRE-DEVELOPMENT FUNDS. WE'D LIKE TO RELOCATE THOSE UTILITIES. WE'VE BEEN IN CONVERSATIONS WITH ENTERGY. UH, THEY HOWEVER ARE FOCUSING ON PROJECTS IN LOUISIANA, LOUISIANA RIGHT NOW. SO WE'VE GOT SOME TIME DELAYS THERE THAT WE'RE WORKING THROUGH. IN THE MEANTIME, WE'RE READY TO START CONSTRUCTION. UM, WE'LL WORK AROUND THOSE UTILITY EASEMENTS. UH, AND, UH, IT WAS JUST A TRUE JOY. AND I, I WANT THE CITIZENS OF PORT ARTHUR TO KNOW THAT THESE INDIVIDUALS, AND I'M GLAD, GRATEFUL TO BE A PART OF THEM WORK SO HARD AND SO DILIGENTLY THAT WE REALLY CARE ABOUT THE CITY OF PORT ARTHUR. UM, WE KIND OF HAVE HAD A PRACTICE, BUT WE NEEDED TO PUT OUR PRACTICE, UM, PUT MORE SPECIFICITY TO HOW WE MEASURE IT BECAUSE IN THE STATE CODE AND IN OUR CODE, THERE'S VARIOUS TYPES OF MEASUREMENTS THAT HAVE TO BE DONE. AND IT WASN'T ALWAYS CLEAR WHO DID WHAT AND WHO CERTIFIED IT. SO BASICALLY WHAT WE'RE SAYING IS WHEN AN APPLICATION COMES FORTH, THAT, UH, WE WOULD HAVE SOMEBODY SPECIFIC WHO IS CERTIFIED TO MEASURE IT, WHICH WOULD BE THE BUILDING OFFICIAL. AND THAT PERSON WOULD THEN MAKE SURE THAT WE'RE LOOKING AT THE RIGHT TYPE OF MEASUREMENT BECAUSE THERE'S DIFFERENT RULES ON MEASUREMENTS FROM LIKE THE WAY YOU MEASURE A CHURCH VERSUS THE WAY YOU MEASURE A SCHOOL IS DIFFERENT. SO WE WERE GOING TO DESIGNATE THAT THE BUILDING OFFICIAL BE THE FORMAL PERSON THAT DOES THAT AND THEN GIVES IT TO US IN WRITING. SO THEN WE'LL KNOW HOW TO PROCEED INSTEAD OF THAT, WOULDN'T SUPERSEDE WHAT THE STATE HAS BEEN PLEASED WITH. OH, NO, THE STATE DOESN'T GET REALLY INVOLVED IN THE MEASUREMENTS. THE MEASURING HAPPENS HERE AND THERE'S BEEN A LITTLE BIT OF CONFUSION OVER THE YEARS OF WHO MEASURES WHAT? SO THIS ORDINANCE MAKES IT CLEAR WHO HAS THE RESPONSIBILITY OF MEASURING IT, AND THEN THEY'LL GIVE US SOMETHING IN WRITING.
