UH, WE'VE HAD A COUPLE OF ZOOM CALLS, BUT WE'LL GO AHEAD AND KIND OF TALK THROUGH SOME OF THE THINGS HERE.

UM, SO AS YOU KNOW, UM, YOU KNOW, WE'VE, WE PULLED TOGETHER A PRETTY GOOD AMOUNT OF FINANCING, UH, AT THIS POINT TO DO ABOUT $47 MILLION OF, OF DEVELOPMENT.

A GOOD PORTION OF THAT IS GOING TO BE SPENT ON THE ACTUAL REHAB OF THE PROPERTY.

UM, SO WE HAVE ABOUT, UH, 14 OR 15 MILLION THAT'S GOING DIRECTLY TO THE UNITS THEMSELVES.

UM, SO ALL OF THAT MONEY WILL BE ALLOCATED TOWARDS THE HARD CONSTRUCTION COST FOR THIS DEVELOPMENT.

A LOT OF WHAT THE TENANTS EXPLAIN, A LOT OF THOSE THINGS WILL BE COVERED IN THE DEVELOPMENT.

UM, SO WHAT YOU'LL HAVE IS REALLY NEW PLUMBING, UH, NEW FIXTURES THROUGHOUT THE DEVELOPMENT IN EACH ONE OF THE UNITS, AS WELL AS THROUGHOUT THE SITE, YOU ALSO HAVE NEW HVAC SYSTEMS. UM, THERE WILL BE NEW ELECTRICAL SYSTEMS PUT IN, UH, ELECTRICAL FIXTURES ALL THROUGHOUT EACH OF THE UNITS.

UM, YOU ALSO HAVE NEW GRANITE COUNTERTOPS, NEW CABINETS PUT IN NEW FLOORING, A WOODSTOCK FLOORING, UH, REALLY JUST A REALLY, UH, SOLID IMPROVEMENT TO THE INTERIOR OF THE UNITS THEMSELVES, UH, THROUGHOUT THE SITE.

UH, YOU'LL HAVE NEW PLAYGROUNDS, YOU HAVE SOME INTERIOR AND EXTERIOR PAINTING, AND THERE ARE VARIOUS OTHER SITE IMPROVEMENTS, UH, WILL TAKE PLACE AT THE SITE.

SO WE ACTUALLY SPENT MONEY ON OURSELVES BEFORE WE EVEN OWNED THE PROPERTY ON FIXING THAT IN THE INTERIOR.

BUT WE COMPLETELY UNDERSTAND THAT THERE ARE, THERE IS DEFERRED MAINS, BUT OUR TEAM ACTUALLY HAS GOING THROUGH FIXING THE DEFERRED MAINS.

WE ACTUALLY HAVE INSTALLED SECURITY CAMERAS ONSITE THAT HAS 24 HOUR WATCHING.

SO WE CAN TAKE CARE OF THE PROBLEMS THAT YOU MENTIONED, WHICH ARE HOMELESS PEOPLE, VAGRANTS PEOPLE WALKING THROUGH, BUT WITH YOUR CONCERNS, AREN'T HEARD.

UM, WE'VE JUST RECENTLY RECEIVED A CDBG AWARD, UH, FOR 5 MILLION, WHICH WILL BE PART OF THE, UH, CAPITAL THAT WILL GO TOWARDS THE DEVELOPMENT.

UM, AT THIS POINT, WHAT WE'RE ASKING FROM YOU AND THE RESOLUTION WILL HELP US PUT TOGETHER OUR APPLICATION FOR THE 4%, UH, TAX CREDIT, UH, SO THAT WE CAN GET THOSE TAX CREDITS, UH, TO SUPPORT THE REST OF THE FUNDING.

UM, SO WE WILL, WE INTEND TO SUBMIT OUR 4% APPLICATION, UH, CORRECT ME IF I'M WRONG, BUT I BELIEVE THAT IS, UH, FIRST QUARTER OF NEXT YEAR.

AND THEN THERE'LL BE ABOUT 180 DAY PROCESS FOR TD HCA TO APPROVE THE TAX CREDIT.

UH, AT THAT POINT WE'LL BE IN A POSITION TO CLOSE.

SO WE'LL HAVE THE TAX CREDIT FUNDING IN PLACE.

WE'LL ALSO HAVE THE CDBG FUNDS OF 5 MILLION IN PLACE.

UH, WHAT WE'LL DO AS WE GET CLOSER TO, UH, THE CLOSING AND THINGS GETTING GOING IS WE'LL SURVEY THE TENANTS.

UM, WE'LL FIND, UH, OTHER AREAS THAT THEY CAN RELOCATE.

USUALLY WE TRY TO KEEP THEM WITHIN A MILE.

UH, AND THEN, UH, TODAY INSTEAD OF PUTTING THAT UP ON THE SCREEN, WHICH DIDN'T GO SO WELL BECAUSE IT'S VERY SMALL.

I DID A SUMMARY VERSION THAT IS A MORE OF A POWERPOINT PRESENTATION THAT, UH, WILL REFLECT MY TALKING POINTS A LITTLE BIT BETTER FOR YOU.

SO THE YEAR'S ALMOST OVER, UH, WE'RE GOING TO START WITH THE GENERAL FUND REVENUES.

THEY'RE CURRENTLY 76.2 MILLION, WHICH IS 4.2 MILLION ABOVE THE ESTIMATED AMOUNT.

WE RECEIVED 15 MILLION IN PROPERTY TAX COLLECTIONS THIS YEAR, WHICH IS 6% ABOVE THE BUDGET.

UH, WE'VE ALSO RECEIVED 34.4 MILLION IN INDUSTRIAL PAYMENTS AND ALL OF THOSE PAYMENTS HAVE BEEN RECEIVED AT THIS TIME.

SALES TAX, UH, HAS DONE AN EXCELLENT ALL YEAR LONG.

THE GENERAL FUND, UH, HAS RECEIVED 11.7 MILLION.

UH, THIS IS 11% ABOVE LAST FISCAL YEAR AND 20%, 26% ABOVE THE BUDGETED LEVEL.

THERE IS A TWO MONTH TIME LAG IN SALES TAX.

SO AUGUST RECEIPTS REPRESENT JUNE SALES.

UH, WE HAVE THE FUND SUMMARY HERE AND I'VE TALKED ABOUT THE REVENUES, BUT THE OPERATING EXPENDITURES TOTAL 58.3 MILLION THROUGH AUGUST.

AND THEN INSURANCE PROCEEDS WERE RECEIVED IN SEPTEMBER FOR WINDSTORM DAMAGE FROM HURRICANE LAURA 217,000 IN HURRICANE DELTA, 105,000 CITY WILL CONTINUE TO MAKE EVERY EFFORT TO CAPTURE AS MUCH FEDERAL ASSISTANCE AND INSURANCE AS POSSIBLE FOR ALL DISASTERS.

I FEEL LIKE BY THE END OF THE YEAR, THEY'RE JUST TO HAVE A LITTLE MORE, UM, EXPENSES AT THIS POINT IN TIME AND WE SHOW ON THE BUDGET, BUT WE EXPECT YEAR END TO BE AT THE NEW BUDGET LEVEL.

I UNDERSTAND THAT WHAT I'M SAYING, WHAT, WHAT KIND OF EQUIPMENT HE HAS, WE HAVE ALL THAT KIND OF MONEY.

THEY HAVE ANY NUMBER.

THEY HAD A NUMBER OF EQUIPMENT FAILURES.

I DON'T RECALL EXACTLY WHAT THEY WERE AT THIS TIME.

AND THERE WAS A LOT OF TCEQ REQUIREMENTS AT THE LANDFILL, UH, RELATED TO THE DIRT COVER OUT THERE, UH, THAT, UH, WAS, WAS COSTLY.

UH, THE BIGGEST CHALLENGE WE HAD ACTUALLY WAS RELATED TO THE TCEQ VIOLATIONS THAT WERE FROM 2018 AND MOST OF THEM, MOST OF THE EXPENSE AND THAT PART RELATED TO COVERING THE SLOPES THAT HAVE SLOUGHED OFF AND DETERIORATED DURING SEVERAL RAIN EVENTS AND WERE NOT ADDRESSED.

SO WE HAD TO SPEND ADDITIONAL MONEY ON DIRT, UP TO AROUND $1.2 MILLION, JUST TO BE ABLE TO COVER THE SLOPES WE NEED TO COVER.

IN ADDITION TO THAT, THE EQUIPMENT THAT THE LANDFILL HAS AGED.

SO, AND WHEN YOU'RE DEALING WITH THAT SIZE EQUIPMENT, YOU HAVE AN ITEM TODAY, FOR EXAMPLE, TO FIX THE 60 DOZERS, YOU'RE GOING

TO SPEND THE $58,000 ON JUST THE PAYERS SO THAT THEY EXPENSE TO REPAIR THAT SIZE EQUIPMENT.

I HAVE THE HONOR TO SERVE AS THE PORT ARTHUR FIRE DEPARTMENT, FIRE CHIEF.

AND THE, UH, INTENT TONIGHT IS TO GIVE YOU A BRIEF OVERVIEW OF SOME OF THE ACTIVITY THAT WAS CAPTURED IN A REPORT FOR AUGUST OF 2021 THAT WAS PRESENTED TO THE CITY MANAGER.

IT'S ONE OF THE MONTHLY REPORTS THAT WE'RE GOING TO START TO PRESENT TO HIM.

UM, AND WE'LL ALSO INCLUDE AN ANNUAL REPORT THAT CAN THEN MAKE SURE THAT EVERYBODY KNOWS WHAT IS GOING ON AS FAR AS FIRE DEPARTMENT GOES.

SO THIS GIVES YOU JUST AN OVERVIEW OF THE CALL ACTIVITY, UM, BY, BY INCIDENT TYPE.

AND THE INTERESTING THING ABOUT THIS IS WE LOOK AT THE YEAR TO DATE VOLUME, UH, WE'RE ON TRACK TO, UH, RUN RIGHT UP ABOUT 12,000 ANNUAL CALLS, WHICH IS FAIRLY CLOSE TO WHAT IT'S BEEN OVER THE LAST FEW YEARS.

I DO WANT TO POINT OUT ONE OF THE INCIDENTS THAT WAS RESPONDED TO AN AUGUST BY WAS A HOUSE FIRE, UH, VERY EARLY IN THE MORNING.

AND THE INITIAL, THE CREW THAT ARRIVED ON SCENE INITIALLY FOUND THE HOUSE ON FIRE AND A PATIENT, OR I SHOULD SAY A VICTIM WAS INSIDE.

THEY WERE ABLE TO RESCUE THAT INDIVIDUAL FROM THAT HOUSE AND SEE IF HE COULD GO TO THE NEXT ONE, PLEASE.

ANOTHER ACTIVITY

THAT'S INVOLVED IN THROUGH THE D UH, DEPARTMENT IS WHAT I REFER TO AS A COMMUNITY RISK REDUCTION DIVISION.

OTHER PEOPLE REFER TO IT AS A FIRE PREVENTION DIVISION.

UM, BUT I LOOK AT WHAT THAT DIVISION DOES IS THEY WORK TO REDUCE THE RISK TO THE COMMUNITY AND NOT JUST WITH, UH, FIRE PREVENTION ACTIVITIES, BUT OTHER ACTIVITIES AS WELL, INCLUDING EDUCATION, THINGS LIKE THAT.

BUT YOU CAN SEE THE, SOME OF THE ACTIVITIES THAT THEY'VE BEEN INVOLVED IN, UH, THROUGH THE MONTH.

IF YOU COULD GO TO THE NEXT ONE, PLEASE, LINDSAY, THIS SHOWS A LITTLE BIT OF THE TRAINING AND PROFESSIONAL DEVELOPMENT ASPECT AND BOTH TRAINING AND PROFESSIONAL DEVELOPMENT IN A FIRE SERVICE.

VERY IMPORTANT.

YOU NEED TO TRAIN ON HOW TO DO CERTAIN THINGS, BUT PROFESSIONAL DEVELOPMENT IS HOW TO DEVELOP SOMEBODY SO THAT THEY CAN MOVE UP IN AN ORGANIZATION AND TO DIFFERENT POSITIONS AND SEE THAT A LITTLE BIT MORE THAN 626 HOURS OF TRAINING WAS COMPLETED IN, UH, CLASS HOURS IN FORMAL CLASSES ON SHIFT, THERE WAS JUST A LITTLE MORE THAN 2,400 HOURS OF TRAINING.

SO THE TRAIN EVERY DAY, UH, AND CAPTURE THAT INFORMATION, SOME OF THE OTHER HIGHLIGHTS ARE THE, THERE WAS AN EIGHT HOUR TRAIN, THE TRAINER CLASS ON EMERGENCY RESPONSE TO THE ELECTRIC BUSES.

IF THERE'S AN INCIDENT INVOLVING THOSE BECAUSE THEY ARE UNIQUE AND WE NEED TO BE PREPARED.

IF ONE OF THOSE HAPPENS TO BE INVOLVED IN AN ACCIDENT OR CATCHES ON FIRE.

ANOTHER IS A DRIVER OPERATOR, UH, CERTIFICATION CLASS.

SO THAT PEOPLE THAT ARE DRIVING THE ENGINEERS THAT ARE DRIVING THE ARIEL AND OTHER APPARATUS ARE APPROPRIATELY CERTIFIED, SO THAT WHEN THEY'RE OUT DRIVING, THEY'RE MAINTAINING THE SAFETY OF THE PUBLIC AS WELL AS THEIR CREW MEMBERS.

THE NEXT ONE IS A TRENCH RESCUE CERTIFICATION CLASS.

IF THERE IS WITH ALL THE CONSTRUCTION GOING ON, IF THERE'S A SITUATION WHERE THERE'S A TRENCH BEING DUG, SOMEBODY IS IN THERE AND IT COLLAPSES, HOW DO WE RESPOND AND MANAGE THAT? A FIRE INVESTIGATION CERTIFICATION CLASS IS A, IS A VERY LONG AND VERY, UH, UH, ROBUST PROGRAM THAT, UH, THE FIRE INVESTIGATOR PEOPLE WANT TO BE FIRED.

PRIOR.

INVESTIGATORS HAVE TO GO THROUGH, IT INCLUDES NOT ONLY CLASSROOM, BUT IT INCLUDES SKILLS TESTING AS WELL OR SKILLS TRAINING, I SHOULD SAY.

AND THEN FINALLY, WE'VE ADOPTED A NEW PROGRAM, OUR FIELD TRAINING CAPTAIN PROGRAM, WHICH IS HELPING TO PROVIDE ORIENTATION FOR OUR NINE NEW FIREFIGHTERS THAT WERE BROUGHT ON AT THE END OF AUGUST.

AND THAT BRINGS US UP TO FULL STAFF.

AND SO THE FIELD TRAINING CAPTAIN IS TO MAKE SURE THAT THE INDIVIDUALS THAT WERE HIRED, THEY WENT THROUGH THE ACADEMY, BUT TO MAKE SURE THAT THEY ARE IN FACT CAPABLE OF FUNCTIONING IN THE FIELD, UH, IT AT THE APPROPRIATE PERFORMANCE LEVEL.

OH, NEXT SLIDE PLEASE.

SO, UM, SOME OF THE THINGS WE'RE GOING TO BE DOING HERE, OR WE ALREADY ARE DOING, I SHOULD SAY IN THE FUTURE IS THE TEXAS FIRE CHIEFS ASSOCIATION HAS WHAT THEY CALL A BEST PRACTICES MODEL.

UH, OUR PROGRAM, IT'S A SYSTEMATIC PATH TO ENHANCE LONG-TERM PLANNING, ENSURE THAT COMPLIANCE WITH APPROPRIATE POLICIES, PROCEDURES, THINGS LIKE THAT ARE THERE.

IT'LL ALSO HELP TO VALIDATE THE DEPARTMENT'S PERFORMANCE BY HAVING A THIRD PARTY, TAKE A LOOK AT HOW WE'RE DOING THINGS.

SO ANYTIME A THIRD PARTY CAN LOOK AND SAY, ARE YOU DOING IT APPROPRIATELY IS VALUABLE TO THE DEPARTMENT, BUT ULTIMATELY TO THE COMMUNITY THAT SERVED, WE WILL BE DOING A COMMUNITY RISK ASSESSMENT STANDARD OF COVER.

THAT IS A, UH, A SYSTEMATIC PROCESS OF IDENTIFYING THE RISKS IN THE COMMUNITY AND, AND ENSURING THAT WE HAVE THE APPROPRIATE RESOURCES TO ADDRESS THOSE RISKS.

BUT ALSO IF WE CAN IDENTIFY IT, CAN WE REDUCE THAT RISK BY A PROCESS OF WE'VE IDENTIFIED IT NOW, CAN WE LOWER THAT, UM, THROUGH A PROCESS THE, UM, THE OTHER IS THAT WILL HELP TO CONTRIBUTE TO OUR ORGANIZATIONAL PLANNING AND DECISION-MAKING AS WELL AS OUR COMMUNICATION WITH THE CITY MANAGER, AS FAR AS WHAT THINGS ARE OUT THERE IN THE COMMUNITY THAT WE NEED TO, UH, TO WORK ON, WE WILL BE DOING SOME ADVANCED MEDICAL TRAINING AS WELL IS NOTED EARLIER.

THE, THE MAJORITY OF INCIDENTS ARE MEDICAL CALLS, BUT ENSURING THAT WE HAVE THE HIGH LEVEL OF MEDICAL TRAINING FOR ALL OF OUR PERSONNEL IS IMPORTANT.

NEXT THING WE'RE GOING TO BE WORKING ON IN THE NEXT YEAR IS, UH, FORMING A, AN EXPLORER POST, UM, THAT THOSE THAT INVOLVES KIDS IN HIGH SCHOOL FROM AGE 14, THE WAY THROUGH HIGH SCHOOL, AND THAT WILL PROVIDE A PATH FOR THEM TO NOT ONLY BE ENGAGED, BUT ALSO PURSUE CAREERS IN THE PORT ARTHUR FIRE DEPARTMENT.

SO TRY AND GROWING, UH, GROWING THE INTEREST FROM THE COMMUNITY, GETTING THE YOUNGER FOLKS IN, UH, AND THEY CAN LOOK TO SERVE IT, SERVE THE COMMUNITY, AND THEN WE'LL BE DOING SOME COMMUNITY LIFE SAFETY AND FIRE TRAINING AS WELL.

UH, WE'VE DONE, UH, THIS WILL TIE INTO THE COMMUNITY RISK REDUCTION, ALSO THE COMMUNITY RISK ASSESSMENT, AS FAR AS THE DIFFERENT THINGS.

WE HAVE ONE OF THE PROGRAMS THAT YOU MIGHT'VE SEEN, UH, OR I SHOULDN'T SAY PROGRAM, BUT IT'S KIND OF A NATIONWIDE INITIATIVE IS CLOSED BEFORE YOU DOSE, WHICH IS CLOSE YOUR BEDROOM DOOR BEFORE YOU GO TO BED.

BECAUSE RESEARCH HAS FOUND THAT BY DOING THAT, YOU CAN REDUCE THE RISK TO YOU.

IF THERE'S A FIRE THAT OCCURS IN YOUR HOME WHILE YOU'RE ASLEEP, UH, YOUR CLOSED BEDROOM DOOR CAN PROVIDE YOU WITH SOME ADDITIONAL TIME TO EXIT OUT OF WINDOW, RATHER THAN, UH, HAVE YOU IMPACTED BY THE ENVIRONMENT IN YOUR, IN YOUR, UH, YOUR HOME.

AND THEN FINALLY, WE'RE GOING TO BE CONDUCTING SOME STRATEGIC PLANNING, STARTING THAT PROCESS AS WELL.

THAT'LL BE A COMMUNITY-BASED PROCESS SO THAT WE CAN, UM, GET A, UH, A LONG-TERM DIRECTION FOR THE DEPARTMENT.

WE'LL BE WORKING VERY CLOSELY WITH THE CITY MANAGER AND OTHER DEPARTMENTS TO MAKE SURE THAT WE'RE FULLY INTEGRATED WITH THAT.

UM, THE CLOSE BEFORE YOU DOZE IS, UH, UM, HAD NO IDEA THAT, UM, IF YOU CLOSE YOUR BEDROOM DOOR, WE CLOSE HOURS ALL THE TIME, BUT DIDN'T KNOW THAT THAT WOULD, UM, HELP YOU IN EXITING YOUR HOUSE IN CASE OF A FIRE.

THAT'S A GOOD INFORMATION FOR THE COMMUNITY KNOW, AND I'M GLAD IT WAS PUT AN OPEN SESSION AND YOU GAVE US SUCH A GREAT, UM, UH, JUST A PROGRESS.

UM, THIS, THIS REQUEST THAT I'M, I'M ASKING, UM, EVEN NOW OF US IS BECAUSE, UH, THERE ARE GREAT THINGS THAT AWAIT US IN THE CITY OF PORT AUTHOR AND THIS COUNCIL AND PREVIOUS COUNCILS AS WELL, UH, HAVE DONE, UM, UH, HAVE DONE THINGS TO ADHERE TO THE REQUESTS OF OUR CITIZENS STREETS HAVE BEEN A MAJOR, UH, CONSIDERATION, UH, FOR OUR CITY, UH, AS WELL AS, UH, ANIMAL SHELTER AND ALL THAT'S HAPPENING.

WE WERE AWARE OF THE FACT THAT WE NEED, AND WE HAVE ENTERED INTO THAT AGREEMENT FOR A NEW PUBLIC HEALTH, UH, BUILDING.

UH, WE'VE BEEN HEARING A LOT AS WELL, UH, ABOUT, UH, AND WE KNOW THAT WE HAVE THE $40 MILLION FOR STREETS AT $32.9 MILLION FOR A CERTIFICATE OF OBLIGATIONS, AS WELL AS THE $7 MILLION THAT WE HAVE, UH, FOR CAPITAL IMPROVEMENTS.

THAT'S A LOT OF MONEY.

UH, AND ONE OF THE THINGS I THINK THAT WE ALL ARE KEENLY CENSUS HAS TO IS THE FACT THAT, UM, UM, YOU KNOW, THAT PEOPLE DON'T DO WHAT YOU EXPECT, PEOPLE DO, WHAT YOU INSPECT.

AND WE ARE SO GRATEFUL FOR ALL OF THE HARD WORK OF OUR STAFF, BUT IT'S TIME TO BE SURE THAT WE ARE GETTING BANG FOR OUR BUCK WITH THOSE MONIES AND THAT THOSE PROJECTS ARE ON THE ROAD TO BEING DELIVERABLES FOR OUR CITIZENS.

AND SO, UH, WHAT I HAVE ASKED FOR AND WHAT I WANT US TO CONSIDER AS WE THINK ABOUT ALL OF THAT, UH, IS A MAJOR, IS A MASTER PROJECT LIST OF, YOU KNOW, WHERE, UH, OUR STAFF WILL GET TOGETHER LED BY OUR WONDERFUL CITY MANAGER AND WILL COME UP AND BRING, UH, THOSE PROJECTS THAT ARE MAJOR, UH, UM, AND VIABLE, UH, IN OUR CITY.

WE KNOW THAT MONEY IS COMING DOWN, UH, FROM WASHINGTON, THE FEDERAL GOVERNMENT, UH, WITH, UH, ALL THAT'S HAPPENING.

UM, AND SO WE HAVE TO HAVE SOME, UH, PROJECTS THAT ARE SHOVEL-READY, UH, BECAUSE OF THAT MONEY, THAT'S GOING TO BE COMING DOWN FOR INFRASTRUCTURE.

AND SO IT'S A KEEN TIME AND A WONDERFUL TIME THAT WE CAN GET PROJECTS READY, UH, TO DO THAT.

AND I I'M GRATEFUL THAT THE CITY MANAGER IS GOING TO BRING, UH, SOME OF THOSE PROJECTS, BUT AS I WAS LOOKING AT THAT, ONE OF THE THINGS THAT HAPPENS IS YOU CAN LOOK AND SEE THAT THERE IS SOME, IN SOME INSTANCES, A SIX MONTH DELAY FROM THE TIME THAT THE PROJECT IS APPROVED TO THE TIME WHERE EVEN ADVERTISING FOR BIDS IS GOING TO GO OUT.

SO THOSE PROJECTS ARE NOT, THERE'S A, THERE'S A LAG TIME.

THERE'S A GREAT DISTANCE THERE.

AND, AND, AND AS A NEOPHYTE CITY, COUNCILMAN, I GUESS I'M NOT REALLY, UH, AWARE OF THE PROCESS THAT, YOU KNOW, YOU KNOW, HOW LONG IT TAKES.

AND, BUT THAT SEEMS LIKE AN ELONGATED PERIOD OF TIME TO ME AND THE CITY MANAGER IS GOING TO EDUCATE ME ABOUT THAT ON THE DAY DURING THESE, UH, REPORTS.

BUT I THINK IT WOULD BE WISE FOR US TO HAVE A MASTER PROJECT LIST SO THAT WE CAN ULTIMATELY GET THOSE DONE.

I DID DO SOME HOMEWORK AS WELL.

AND SO I FOUND OUT THAT IN MANY CITIES, WHEN WE START TALKING ABOUT RFQ AND RF PS AS WELL, THAT SOME OF THE THINGS THAT OTHER CITIES DO, UH, TO, TO STREAMLINE THAT PROCESS IS THAT THEY GET, UM, UH, YOU KNOW, ONLINE AND SERVERS, UH, I'M SORRY, ON CALL SERVICE AGREEMENTS BETWEEN DIFFERENT ENGINEERING FIRMS, SO THAT YOU HAVE THEM IN A CATALOG ON A CALL LIST SO THAT YOU CAN USE CERTAIN, UM, ENGINEERING FIRMS, ARCHITECTURAL AND ENGINEERING FIRMS WHO YOU HAVE ON CALL SO THAT YOU DON'T HAVE TO BE AT EACH AND EVERY PROJECT OUT.

I'M NOT TRYING TO IN ANY WAY, UH, IN ANY WAY, UM, UH, UH, DO SOMETHING WHERE I WANT TO RUN IT OR WHERE I'M TRYING TO BIRD DOG, THE CITY MANAGER.

THAT WAS JUST SOMETHING THAT I FOUND OUT, UH, AS PROJECTS ARE TRYING TO BE ACCOMPLISHED.

BUT ANYWAY, UH, THAT'S WHY I'M ASKING FOR THOSE PROJECTS, BECAUSE I THINK IT WOULD BE, UH, W WE'D BE DOING OUR DUE DILIGENCE AS CITY COUNCIL MEMBERS TO KNOW HOW THE MONEY IS BEING SPENT WHEN WE CAN EXPECT, UH, THE PROJECTS TO BE ACCOMPLISHED.

AND THEN, UH, WE WOULD HAVE, UH, YOU KNOW, WE WOULD HAVE SOMETHING BEFORE US SO THAT WE WOULD KNOW, AND WE CAN ALWAYS SAY TO OUR CITIZENS, THESE ARE THE STREETS.

THESE ARE, WHEN THEY'RE GOING TO BE DONE.

THESE ARE THE PROJECTS, THIS IS HOW MUCH MONEY WE'VE SPENT.

AND SO THOSE ARE JUST THE KINDS OF THINGS I THINK OF THAT WOULD HELP US.

THE FIRE DEPARTMENT COME AND GIVE THAT REPORT, THESE REPORTS WOULD BE, AND I THINK AS WE SAID, UH, TO, UH, THE CITY MANAGER, GIVE HIM AN OPPORTUNITY TO COMPILE THAT MAJOR, UH, THAT MASTER PROJECT LIST, BRING IT BACK TO US, UH, IN THE, IN THE SAME MANNER THAT HE IS, HE'S BROUGHT THIS, AND THEN WE WOULD KNOW WHERE WE ARE, AND THEN WE BE ABLE TO LOOK AT THAT.

SO THAT'S WHY, UH, I WANTED TO BEGIN HERE AND IT, AND BEGIN TO TALK ABOUT THAT, UH, IN OPEN SESSION ON TODAY.

SO THAT'S WHERE WE ARE.

WHICH ROBERTS ADDRESS TWO OF THE COUNSELORS CONCERNS? ONE OF THE THINGS THAT WE HAVE DONE, AND, UM, YOU APPROVED ABOUT TWO MEETINGS AGO WAS A MASTER PROJECT OF ENGINEERING FIRMS. YOU DID 10 ENGINEERING FIRMS THAT CAN BE CALLED UPON, UM, FOR THEIR SERVICES AT ANY TIME WHEN IT'S READY AND THAT'S SPECIFICALLY FOR STREETS AND FOR DRAINAGE.

SO WE DON'T HAVE TO BACK TO YOU, UM, WHERE TO I'LL DO.

I WILL ASK THE PUBLIC WORKS DIRECTOR TO EMAIL THOSE TO THE ENTIRE COUNCIL.

WHAT YOU HAVE ALSO DONE IN THE PAST AS WELL IS TO APPROVE PRE-ENGINEERING COMPANIES FOR THE UTILITIES DEPARTMENT.

SPECIFICALLY, IF YOU REMEMBER WHEN, UM, MR. STANTON, WAS THERE A LOT OF THE PROJECTS THAT HE CAME WITH WAS ALREADY DESIGNATED TO PRE-APPROVED SO THAT WE DID NOT HAVE TO GO AGAIN OUT FOR RFQ, BUT WE WILL EMAIL THOSE TO YOU, UH, SHOW YOU THAT THAT IS ALREADY IN PROCESS AS TO WHERE WE GO IN, IN THE FUTURE TO ATTEND TO, UM, RESOURCES THAT MAY BE AVAILABLE FROM THE FEDERAL GOVERNMENT.

WE CONTINUE TO WORK ON THAT AT THE ADMINISTRATIVE LEVEL OF DEPARTMENT HEADS TO MAKE SURE EVEN WHEN MONEY'S COME DOWN, UM, FROM THE NEXT ALLOCATION OF INFRASTRUCTURE MONEY, THAT WE WILL BE READY, JUST LIKE WE WERE FOR THE IRA MONEY TO $26.6 MILLION THAT WE DID RECEIVE, YOU KNOW, WE WERE ABLE TO ALLOCATE THOSE TWO PROJECTS ON THE WEST SIDE, UM, $18 MILLION WENT TOWARDS PROJECTS FOR THE UTILITIES DEPARTMENT, WHICH WE WOULD HAVE BORROWED MONEY.

THE NEXT STEP WOULD HAVE TO HAVE BEEN BORROWING MONEY FOR THOSE, YOU KNOW, UM, THANK GOD WE GOT $18 MILLION FOR IT.

UM, $1 MILLION IN LOSS OF REVENUE.

AND I, I LIKE TO SAY THAT BECAUSE HERE IT IS THAT WE'RE IN A POSITION AND THANK YOU FOR BRINGING THIS UP COUNSELOR HERE.

IT IS THAT WE'RE IN A POSITION RIGHT NOW THAT THE MDW PROGRAM HAS ABRUPTLY COME TO AN END AT THE END OF SEPTEMBER.

AND I'M ABLE TO GO TO, UM, THE FINANCIAL DIRECTOR AND ASK THAT WE RETAIN THE PORT AFTER EMPLOYEES UNTIL CHRISTMAS UTILIZING FRONTS FROM THE, THE LOSS OF REVENUE, THE MILLION DOLLARS HAS BEEN MADE AVAILABLE SO THAT WE CONTINUE TO HAVE THOSE INDIVIDUALS EMPLOYED THROUGHOUT THE CHRISTMAS SEASON AND BEING ABSORBED AS PART OF THE PERMANENT EMPLOYEES FOR THE CITY OF PORT AFA, SO THAT WE CAN CONTINUE TO SHORT LIST THE NUMBER OF VACANCIES THAT WE HAVE, YOU KNOW, SO THOSE ARE SMALL WAYS THAT WE CONTINUE TO WORK TO MAKE SURE THAT, UM, THAT IS BEING DONE.

BUT LET ME JUST PICK BACK AGAIN.

I THINK WE NEED TO GET TO THE POINT AS WELL, MIA, AS YOU CORRECTLY SAID, WHERE WE NEED TO PROVIDE AN ANNUAL REPORT TO THE COUNCIL AND TO, TO, TO THE COMMUNITY, TO LET THE COMMUNITY, AND THIS RESIDENTS, THOUGH, THIS IS HOW YOUR MONEY IS HAVE BEEN APPROPRIATED AND HAVE BEEN SPENT, YOU KNOW, THROUGHOUT THE YEAR, APART FROM THE FACT THAT WE PROVIDE AN AUDIT OF WHAT'S BEEN DONE, NOBODY READS AN AUDIT APART FROM THE FEW OF US WHO SIT HERE, YOU KNOW, BUT I THINK IT'S A GOOD WAY TO COMMUNICATE WITH THE REST OF THE COMMUNITY.

SO IN OCTOBER, ON OCTOBER 22ND, 2019, UH, YOU ALL APPROVED RESOLUTION 19 4 59, UH, THIS RESOLUTION APPROVED, UH, THE CONTRACT FOR IMS. THIS IS THE COMPANY FROM ARIZONA THAT CAME OUT AND DID THE SURVEY OF ALL OF THE STREETS, UH, WITHIN THE CITY.

AND THEY GAVE US A CONDITION ANALYSIS OF EACH STREET, JANUARY 7TH, 2020, UH, YOU ALL APPROVED A RESOLUTION THAT ALLOCATED FUNDS FOR THESE PROJECTS BY MAY 25TH.

CAN YOU ALL HEAR ME? OKAY.

BY MAY 25TH, UH, YOU ALL APPROVED ANOTHER RESOLUTION AND THAT RESOLUTION LISTED ALL OF THE THIRD ROUND STREETS, UH, AND THEN AUGUST 31ST, UM, ABOUT A MONTH AGO, YOU ALL APPROVED, UH, THE FINAL RESOLUTION, WHICH AUTHORIZED THE CITY MANAGER TO NEGOTIATE, UH, WITH A LIST OF 10, UH, PRE QUALIFIED ENGINEERING FIRMS, CONSULTING ENGINEERING FIRMS. AND I BELIEVE THIS IS THE LIST, UH, THAT MS, THAT YOU ALL JUST REQUESTED AND I'LL EMAIL OUT TO YOU ALL NEXT SLIDE, PLEASE.

HERE'S AN OVERVIEW OF THE PROGRAM.

SO, UH, I LISTED IT OUT BY EACH DISTRICT.

SO AS YOU CAN SEE, THERE ARE A, AND I'LL READ IT OUT TO YOU BECAUSE IT APPEARS AS THOUGH THE LIGHTER, UH, DISTRICTS DISTRICTS TWO AND FOUR, IT MAY BE A LITTLE DIFFICULT TO READ, AND I DO APOLOGIZE AT DISTRICT ONE.

THERE ARE 33 STREETS FOR APPROXIMATELY 2.4 MILLION DISTRICT, TWO 15 STREETS FOR 2.3 MILLION DISTRICT.

I MEAN, DISTRICT THREE 13 STREETS FOR ABOUT 1.4 MILLION AND DISTRICT FOUR THEY'RE 52 STREETS FOR ABOUT 4.9 MILLION.

UH, THAT TOTAL THAT WAS APPROVED.

AND THIS WAS APPROVED, UH, ON MAY 25TH OF THIS YEAR WAS $10.971 MILLION.

SO THERE ARE MANY OF THESE, THESE STREETS THAT ARE BEING COMPLETED IN HOUSE.

UH, THESE ARE THE STREETS THAT WE ARE COMPLETING IN HOUSE.

UH, THERE ARE ABOUT 45, UH, THAT WILL BE COMPLETED, UH, TOTAL, UH, FOR APPROXIMATELY $3 MILLION DISTRICT ONE.

WE HAVE ABOUT 36% OF THE TOTAL STREETS BEING COMPLETED IN HOUSE.

UH, THAT AMOUNTS TO 12 DISTRICT TWO, WE HAVE 40% OF THE STREETS BEING DONE IN HOUSE DISTRICT THREE.

WE HAVE FOUR, UM, WHICH AMOUNTS TO ABOUT 31%.

AND IN DISTRICT FOUR, WE HAVE 12 THAT ARE BEING DONE IN HOUSE.

AND THAT'S, THAT'S APPROXIMATELY 23% OF ALL OF THE, THE, THE STREETS IN DISTRICT FOUR.

UH, SO, SO FAR WE HAVE, UH, COMPLETED THREE, UM, AND THAT WORK BEGAN IN ABOUT MID JUNE.

SO SINCE MID JUNE, WE'VE COMPLETED THREE FOR APPROXIMATELY $400,000.

SO AS YOU KNOW, JUST RECENTLY, WE HAD A TROPICAL STORM NICHOLAS THAT CAME THROUGH, SO WE DID HAVE TO STOP OPERATIONS TO DO STORM PREPARATION.

AND THEN ONCE THE STORM PASSED, WE HAD TO DO STORM CLEANUP CLEANUP.

UM, AS I MENTIONED EARLIER, YOU ALL APPROVED A FEW WEEKS AGO, A RESOLUTION 21, 360 2, WHICH, WHICH ALLOWS THE CITY MANAGER TO NEGOTIATE CONTRACTS WITH 10 PRE QUALIFIED ENGINEERING FIRMS. SO WE ARE IN THE PROCESS OF DOING THAT, UM, JUST TO TOUCH ON WHAT THE MAYOR PRO TIM MENTIONED A FEW MINUTES AGO.

UH, SO ONCE, ONCE ALL OF THOSE CONTRACTS ARE NEGOTIATED, UH, THE, THE REMAINING STREETS WILL BE DIVIDED AMONGST THOSE, THOSE CONSULTING FIRMS, AND THEY WILL BEGIN THEIR DESIGN WORK.

SO FROM OCTOBER TO MARCH, THEY'LL BE DOING THEIR DESIGN WORK, UH, AND BEGINNING AROUND JANUARY TO MID APRIL, THEY'LL START WORKING ON THEIR BID PACKAGES AND GETTING THOSE BID PACKAGES OUT, UH, MID APRIL DOT TOBAR CONSTRUCTION.

UH, WE'RE EXPECTING TO HAVE BE IN CONSTRUCTION WITH THOSE PROJECTS, UH, IN ADDITION TO NEGOTIATING THOSE CONTRACTS AND, AND GETTING THAT WORK DONE, STAFF IS ALSO CONTINUING TO IDENTIFY, UH, ROUNDS, OTHER OTHER STREET PROJECTS.

SO THE WORK HASN'T STOPPED, WE'RE STILL MOVING FORWARD.

UM, AND THEN IN ADDITION TO IDENTIFYING THOSE, THOSE, UH, STREETS, WE ARE SENDING OUR INSPECTORS OUT TO VERIFY THAT INFORMATION.

UM, AND THAT IS ALL THAT I HAVE FOR YOU.

ONE OF THE THINGS APART FROM THE FACT THAT WE DO, AND IT WAS RECENTLY DONE, AND AS THE DIRECTOR FOR PUBLIC WORKS INDICATED A LIST OF PRE-QUALIFIED ENGINEERING FIRMS. I WANT TO COME BACK TO YOU AND EXPAND THAT LIST BECAUSE, UM, WE'VE, WE'VE WITH THE VOLUME OF WORK THAT NEEDS TO BE DONE WITHIN THE CITY.

I DO RECOGNIZE THE IMPORTANCE OF PROVIDING, UM, WELL ENGAGING OUR LOCAL CONSTITUENTS, I BUSINESSES, PROFESSIONAL BUSINESSES, BUT THERE IS A LOT OF WORK TO BE DONE.

AND I THINK THAT WE COULD AMEND THAT LIST TO MAKE SURE THAT IT IS BROAD, AS BROAD AS POSSIBLE, WHERE WE CAN ENCOURAGE OTHER ENGINEERING FIRMS OUTSIDE OF THE CITY OF WHATEVER AS WELL, BECAUSE THIS IS WHERE I'M GOING WITH THIS.

IF, AND WHEN THE FEDERAL GOVERNMENT RELEASES, UM, FUNDING FOR INFRASTRUCTURE, THERE IS GOING TO BE A MASSIVE AMOUNT OF MONEY OUT THERE, YOU KNOW, AND ALL ENGINEERING COMPANIES OUT THERE ARE GOING TO BE BIG.

I WANT TO BE AHEAD OF THE GAME TO MAKE SURE THAT OUR PROJECTS ARE SECURED AND WE CAN TIE IN AS MANY ENGINEERING FIRMS AS POSSIBLE AS WE VET THEM.

WE WILL VET THEM FIRST WHEN WE INCLUDE THEM TO THE LIST SO THAT WE WILL HAVE THE POST COMMITMENT FROM THEM IN ASSIGNING WORK TO THEM, AND ULTIMATELY ASSIGNING WORK TO THE GENERAL CONTRACTORS.

SO THE PLAN IS TO ATTRACT THE GENERAL CONTRACTORS THAT HAVE THE CAPABILITY OF DELIVERING, YOU KNOW, NOT ONE OR TWO STREETS, BUT 20, 30, 40 STREETS TO US.

AND ALSO DURING THAT PERIOD, THEY'RE DOING BID PACKAGES.

SO FOR THE FIRST FEW PROJECTS THAT ARE BEING DESIGNED, WE'RE DOING THE BID PRO BID PACKAGES WITHIN THAT, THAT, THAT TIMELINE IS AS WELL.

SO YOU STARTING OCTOBER, WHICH IS NEXT MONTH TO MARCH WITH DESIGN AND IT COINCIDES WITH BID PACKAGES.

MA'AM AND THEN CONSTRUCTION, DOESN'T START TILL APRIL PROJECTED.

I KNOW THESE ARE PROJECTED DATES, WE'RE OUT OF THIS BUDGET YEAR AND THAT $10 MILLION IN SIX MONTHS BEFORE THE NEW BUDGET AND MONIES ARE ALLOCATED FOR THE NEW BUDGET DOLLARS.

WE'VE GOT TO SPEED THAT UP A LITTLE BIT MORE THAN I, I HOPING THAT THE MANAGER AND WHAT YOU SAY ABOUT ADDING TO THAT GROUP OF, UM, PRE-QUALIFIED ENGINEERS, THAT WE CAN ADD MORE PEOPLE SO THAT CONSTRUCTION CAN START A LITTLE BIT EARLIER BECAUSE WE NEED A LITTLE BIT MORE TIME TO SPEND $10 MILLION.

IT MEANS THAT WHEN WE HAVE TO GO AS FAR AS DALLAS, YOU KNOW, TO ATTRACT THOSE, YOU KNOW, AND TO BRING THEM IN.

BUT I, I AM IN THE PROCESS OF MAKING CERTAIN CHANGES REPORT IN CHANGES THOUGH.

UM, WE'RE, I'M GOING TO UNDERTAKE THE ENGINEERING DEPARTMENT AND ASSIGN IT TO THE CITY MANAGER'S OFFICE.

I'M JUST GOING TO GIVE A BRIEF SUMMARY OF THE CAPITAL IMPROVEMENT, WHAT A CAPITAL IMPROVEMENT PLAN IS, AND, UM, WHAT PROJECTS THAT WE HAVE EARMARKED FOR FYI 21 AND 2022 AS REQUESTED BY MAYOR PRO TEM, AS WELL AS PROJECTS WITH CERTIFICATES OF OBLIGATION, A CAP IMPROVEMENT PLAN, ALSO KNOWN AS A CIP IS A TOOL TO HELP ORGANIZATIONS, MOSTLY MUNICIPALITIES MAKE GOOD BUDGETING DECISIONS FOR LARGE PROJECTS AND PURCHASES BASED ON THE GOALS AND RESOURCES OF THAT MUNICIPALITY.

THE CIP EXISTS AS A SUPPLEMENT TO THE ORGANIZATION'S LARGER MASTER PLAN, OUR COMPREHENSIVE PLAN.

IT MUST ALWAYS BE ALIGNED WITH ITS GOALS AND ITS STRATEGIES.

IN ESSENCE, THE CIP OUTLINES, LARGE CAPITAL PROJECTS AND THEIR ASSOCIATED PROJECT TIMELINES AND FUNDING OPTIONS.

THE CIP USUALLY SPANS THE SAME LENGTH AS THE TIME FRAME FOR THE ORGANIZATION'S MASTER OR STRATEGIC PLAN, WHICH IS ABOUT THREE TO FIVE YEARS.

AND IT'S SEPARATE FROM THE ANNUAL BUDGET AT CAPITAL IMPROVEMENT PLAN DOES NOT INCLUDE SMALLER OPERATIONAL EXPENSES THAT NORMALLY APPEAR IN YOUR ANNUAL BUDGET, BUT IT IS ALIGNED WITH THAT ANNUAL BUDGET CIPS, UM, OR IMPORTANT BECAUSE THEY ARE GREAT.

THEY GREATLY IMPROVE THE QUALITY OF LIFE, URBAN GROWTH AND THE FISCAL HEALTH OF THE MUNICIPALITY FOR OUR CAPITAL IMPROVEMENT PROJECTS APPROVED WITH FISCAL YEAR 2021 ON SEPTEMBER 14TH, 2021 CITY COUNCIL APPROVE ORDINANCE NUMBER 21 DASH 65 APPROPRIATING AND ADOPTING THE 2021 FISCAL YEAR BUDGET FOR THE CITY OF PORT ARTHUR, WHICH WILL BEGIN ON OCTOBER 1ST ENDING ON SEPTEMBER 30TH, 2022.

THE CAPITAL PROJECTS INCLUDED FOR FUNDING IN THIS APPROPRIATION ORDINANCE IS STRAIGHT REMEDIATION AND REHAB PROJECTS AT 3.5 MILLION INFORMATION TECHNOLOGY, WHICH INCLUDES A MULTIPLE PROJECTS SUCH AS OUR ERP REPLACEMENT, OUR DIGITAL IMAGING PROJECT IN RECOVERY PROJECT FOR PUBLIC SAFETY AT 1.1 MILLION RENOVATIONS AND UPGRADES TO OUR CITY HALL BUILDING AT HALF A MILLION, THE REPLACEMENT OF FIRE STATIONS TWO AND THREE, WHICH IS THE FIRE STATION ON THE WEST SIDE OF TOWN, AS WELL AS THE PORT ACRES AREA.

AND THIS IS AT $2 MILLION, $1 MILLION.

EACH THIS COST DOES INCLUDE LAND ACQUISITIONS NEEDS, ASSESSMENT AND ARCHITECTURAL DESIGN.

OUR FIRE STAFF HAS BEGUN THE PROCESS IN TRYING TO WORK ON, UM, GETTING THESE FIRE STATIONS, UM, DESIGNED.

UM, THEY HAVE ALREADY DONE A NEEDS ASSESSMENT.

THEY ALSO ATTENDED A CONFERENCE, UM, TO LOOK AT NEW ARCHITECTURAL DESIGN TECHNOLOGY, SAFETY EQUIPMENT, AND SAFETY MEASURES FOR THE BUILDING OF A NEW FIRE STATION.

WE ALSO HAVE RED RENOVATIONS.

SO THE DEPARTMENT CLUB, THE TOTAL RENOVATION COST IS 600,300,000 COMING FROM HOT TAX AND 300,000 COMING FROM THE GENERAL FUND.

WE HAVE PLAYSCAPE PROJECTS FOR PARKS AND RECREATION AT 300,000 AND ALSO FOR OUR TRANSIT CAPITAL PROJECTS, A GRANT MATCH AT 200,000, WHICH GIVES A TOTAL OF 7.9 MILLION

OF GENERAL FUND FOR CAPITAL PROJECTS WITH CAPITAL IMPROVEMENT PROJECTS APPROVED THROUGH THE ISSUANCE OF THE 2021 CERTIFICATES OF OBLIGATION.

THIS WAS APPROVED THROUGH ORDINANCE NUMBER 21 DASH 38 WITH WHICH AUTHORIZE THE SALE OF THE CITY OF PORT ARTHUR COMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATION SERIES 2021.

THE CERTIFICATE OF OBLIGATION WAS 4 32 $0.9 MILLION AND INCLUDE THE CONSTRUCTION OR RECONSTRUCTION OF CITY STREETS AND OTHER STREET RELATED IMPROVEMENTS, INCLUDING BUT NOT LIMITED TO DRAINAGE SIDEWALKS AND ASSOCIATED WITH DESIGNATED STREET PROJECTS THAT ARE ASSOCIATED WITH DESI MINISTRY PROJECTS.

AND THIS WAS IN THE AMOUNT OF $10 MILLION.

SOME OF THOSE STREETS WERE REFERENCED IN MS. ROBERTS PREVIOUS PRESENTATION.

THERE WAS ALSO CONSTRUCTION OR RECONSTRUCTION OF DRAINAGE SYSTEMS, INCLUDING, BUT NOT LIMITED TO DRAINAGE PUMP STATIONS.

THIS WAS FOR THE REPLACEMENT OF SEVEN DRAINAGE PUMP STATIONS AT $2 MILLION.

THERE'S ALSO THE CONSTRUCTION OR RECONSTRUCTION OF TWO NEW CITY FACILITIES.

THE FIRST BEING THE ANIMAL SHELTER AT 6.65 MILLION ON MAY 25TH, 2021 CITY COUNCIL DID APPROVE RESOLUTION 21 DASH 2 2 1 AUTHORIZING A CONTRACT WITH P GALL INCORPORATED OF HOUSTON, TEXAS TO PERFORM THE PROFESSIONAL NEEDS ASSESSMENT PHASE FOR THE PROPOSED ANIMAL SHELTER TO BE LOCATED AT 1401 19TH STREET.

THIS IS THE SITE FOR OUR FORM, A WATER TREATMENT PLANT THAT WAS DEMOLISHED BACK IN, I BELIEVE 2016, A TOPOGRAPHIC SURVEY OF THE SITE WAS ORDERED ON OR AROUND JUNE 11TH, 2021 AND RECEIVED ON AUGUST 13TH, THE SURVEY, AS WELL AS OTHER PROPOSED EASEMENT DRAWINGS WERE FORWARDED TO A P GOLF STAFF ON AUGUST 18TH.

ON SEPTEMBER 13TH OF THIS YEAR, A KICKOFF MEETING WITH P GAL, UM, WAS SCHEDULED WITH STAFF TO GO OVER THE NEEDS ASSESSMENT AND PRELIMINARY DRAWINGS ON SEPTEMBER 20TH, A PROGRAMMING SESSION WAS CONDUCTED, WHICH INCLUDED A SITE VISIT FOR THE PROPOSED SITE FOR THIS ANIMAL SHELTER.

CITY STAFF WERE ALSO WENT BACK AND RESEARCH AND PROVIDED ALL NECESSARY REPORTS AND VERIFICATIONS FOR THE SITE.

THIS INCLUDED ANY ENVIRONMENTAL REPORTS THAT WE ALREADY HAD RECORDS OF DEMOLITION REPORTS, UM, VERIFICATION OF DIFFERENT EASEMENTS THAT ARE IN THE AREA SUCH AS GAS, WATER, AND SANITARY SEWER ON SEPTEMBER 27TH, WHICH WAS YESTERDAY, UM, DEVELOPMENT SERVICES STAFF MET WITH JOE WILSON WITH ARSENAL WILSON AND COLE TO DISCUSS THE MODE OF DEMOLITION FOR THE FOUR FORMER WATER TREATMENT PLANT AND POSSIBLE CONCERNS THAT HAVE ARISEN ABOUT THAT SITE.

WE WILL SCHEDULE A FOLLOW-UP MEETING WITH P GAS STAFF TO DISCUSS ALL FINDINGS AND BEGIN THE PROCESS, UM, TO DEVELOP SPECIFICATIONS FOR BIDDING, FOR ARCHITECTURAL DESIGN AND CONSTRUCTION MANAGEMENT FOR THE PUBLIC HEALTH FACILITY, THERE WAS $4.5 MILLION THAT WAS BUDGETED FOR THIS FACILITY OUT OF THE CERTIFICATES OF OBLIGATION ON APRIL 3RD, 2021 CITY COUNCIL APPROVED RESOLUTION NUMBER 21 DASH 2 9 9, AUTHORIZING THE CONTRACT WITH SINGE SIGMA ENGINEERS OF BEAUMONT, TEXAS FOR ARCHITECTURAL AND DESIGN SERVICES FOR THAT NEW HEALTH FACILITY TO BE LOCATED AT 58 60 NINTH AVENUE, HEALTH DEPARTMENT STAFF DID WORK WITH SIGMA ENGINEERS TO DEVELOP A CONCEPTUAL FLOOR PLAN FOR THIS PROPOSED DEVELOPMENT.

ON AUGUST THE 11TH, A KICKOFF MEETING WAS SCHEDULED WITH SIGMA ENGINEERS WILL HELP DEPARTMENT STAFF, AS LONG AS SOME OF OUR DEVELOPMENTAL STAFF DID ATTEND ON AUGUST 23RD SIGMA ENGINEERS, UM, PERFORMED A SITE VISIT OF THE EXISTING BUILDING TO HELP WITH THEIR NEEDS ASSESSMENTS FOR VITAL EQUIPMENT AND FILES THAT WILL BE NEEDED TO BE TRANSFERRED OVER TO THE NEW FACILITY, SUCH AS X-RAY EQUIPMENT, VITAL STATISTICS FILING AND SO FORTH.

UM, ARCHITECTS AND ENGINEERS HAVE BEEN WORKING TO DEVELOP THE ARCHITECTURAL DRAWINGS AND CONSTRUCTION DOCUMENTS FOR BEADING WITH THE COMPLETION DATE OF DECEMBER 10TH, 2021.

THAT WAS PART OF THE CONTRACT THAT WAS APPROVED BY COUNCIL.

I, AS OF RIGHT NOW YEAR TO DATE, THEY ARE APPROXIMATELY AT 25% COMPLETION.

THE ANTICIPATED BIDDING WILL BEGIN IN JANUARY OF 2022 WITH THE ANTICIPATED CONSTRUCTION STARTED FEBRUARY OF 2022.

A BIG PART OF THAT IS DUE TO THE UPCOMING HOLIDAYS, UM, THAT WE DO HAVE TO TAKE INTO CONSIDERATION.

SO REALISTIC DATES WOULD BE THE BEGINNING OF 2022 BEFORE WE START CONSTRUCTION.

AND FINALLY, WE HAVE CONSTRUCTION

AND RECONSTRUCTION OF CITY WATER IN SOURCE SYSTEMS, INCLUDING BUT NOT LIMITED TO LIFT STATIONS, WATERLINES, SEWER MAINS, FOREST MAINS, AND COLLECTION SYSTEM REHABILITATION.

THIS WAS BUDGETED AT APPROXIMATELY 9.9 MILLION.

DR.

HANEY DID PROVIDE A REPORT OF THESE PROJECTS THAT GIVE A STATUS UPDATE.

UM, SOME OF THOSE PROJECTS INCLUDE THE MAIN WASTEWATER TREATMENT PLANT DESIGN.

THE ENGINEERING IS AT 100% COMPLETION AND WE DON'T HAVE A SLIDE OF IT, BUT I CAN PROVIDE COUNCIL WITH THE UP.

THEY ALREADY HAVE IT.

UM, THE TEXAS WATER DEVELOPMENT BOARD DID APPROVE THE DESIGN IN THIS MONTH.

UM, THERE'S ALSO THE REPLACEMENT OF SANITARY SEWER LINES, MANHOLES AND SERVICE LINES CITYWIDE THEY'RE AT 20% COMPLETION OF ENGINEERING OF THIS PROJECT.

STAFF IS EVALUATING THE DIFFERENT AREAS FOR THIS PROJECT.

AND THEY'RE GOING TO GO OUT FOR, UM, ADVERTISEMENT OF BEDS IN DECEMBER.

THERE'S THE PIPE BURST, SANITARY SEWER PIPE, AND REPLACEMENT OF MANHOLES AND SERVICE LINES AND SABINE PASS.

THIS IS AT 50% COMPLETION IN TERMS OF ENGINEERING, THE SANITARY SEWER OVERFLOW INITIATIVE APPROVED BY TCEQ WITH THIS MONTH.

AND THEY WILL ADVERTISE FOR BIDS IN DECEMBER OF THIS YEAR.

THERE'S THE REPLACEMENT OF SANITARY SEWER LINES FOR LAKESIDE.

THIS IS AT 90% COMPLETION FOR ENGINEERING AND ADVERTISEMENT FOR BEDS WILL ALSO BE IN DECEMBER OF THIS YEAR THAT OUR VISTA STORE FORCE MAIN IS AT 95% COMPLETION FOR ENGINEERING.

THERE ARE WAITING PERMITS FROM THE RAILROAD AND WERE ADVERTISED FOR BIDS IN DECEMBER.

THE BEST OR SEWER FORCE MAIN IS AT 95% COMPLETION.

I'M SORRY, I JUST READ THAT ONE.

UM, FM HIGHWAY 365 SEWER FORCE MAIN IS AT 10% COMPLETION FOR ENGINEERING.

UH, PHASE ONE OF ENGINEERING WILL BE COMPLETED BY FEBRUARY OF 2022, THE 46 46 STREET FOREST MAIN IS AT 100% FOR COMPLETION WITH ENGINEERING AND 90, 90% COMPLETION FOR CONSTRUCTION.

THE CONSTRUCTION IS TO BE COMPLETED IN OCTOBER OF THIS YEAR.

AND FINALLY THE LANDFILL WATERLINE THAT IS AT 95% COMPLETION WITH ENGINEERING AND THEY ARE AWAITING PERMITS FROM THE ARMY CORPS OF ENGINEERS AS WELL AS DOT.
