WE ARE IN THE CHAMBERS, UH, AS WELL AS, UH, CONFERENCING AND MEETING, UH, VIA, UM, VIDEO.

SO WE'RE GOING TO BEGIN OUR MEETING ON THIS EVENING WITH AN INVOCATION, UH, AND THEN, UH, PLEDGE AND OUR ROLL CALL ON TODAY.

UH, COUNCIL MEMBER MARKS, WOULD YOU LEAD US IN AN INVOCATION ON TODAY? UH, WHAT'D YOU BOW, PLEASE, FATHER GOD, WE COME TO YOU TODAY, THANKING YOU FOR THE MANY BLESSINGS.

YOU'D BE STONED UP AMONG US COLLECTIVELY AND INDIVIDUALLY.

YOU WERE ACTUALLY FATHER TO THE BLESSED AND KEEP THOSE PATRONS AND RESIDENTS OF LOUISIANA WHO HAVE BEEN HIT SO HARD BY THE HURRICANE.

THIS PAST WEEKEND, WE ASKED THAT YOU, YOU HELP THEM TO RESTORE AND FIELD AND GIVE THEM THE RESOURCES THAT THEY NEED TO BRING THEIR, THEIR, THEIR ENVIRONMENT AND THEIR WORLD BACK TO WHAT IT NEEDS TO BE.

WE ASKED YOU TODAY FOR WISDOM, AS WE MAKE SOME TOUGH DECISIONS AND ASKED TO HELP US TO CAREFULLY CONSTITUTED RELEVANT INFORMATION THAT HAS BEEN GATHERED, MAY THOSE SHARING INFORMATION, GIVE US PERTINENT POINTS.

SO WE ALL CLEARLY UNDERSTAND IT HELP US TO BE INNOVATIVE.

AS WE BRAINSTORM SOLUTIONS, HELP US TO WISELY EVALUATE OPTIONS, CONSIDERING THE PROS AND CONS HELP US TO BE UNIFIED AND MAKING THE BEST POSSIBLE DECISIONS AND TO EFFECTIVELY CARRY THEM OUT FOR THIS, WE PRAY AND WE ALL SAY, AMEN, A MAN LET'S STAND WHERE WE ARE IN THE CHAMBER AND RECITE TOGETHER.

UM, THIS IS AN ISSUE I'VE BEEN DEALING WITH EVER SINCE COVID HAS HIT WHERE I'VE INCREASED MY AMOUNT OF ACTIVITY OUTDOORS IN TERMS OF MY WORKOUTS.

UM, I'M JUST HAVING A CONTINUOUS ISSUE OF UNLEASHED DOGS AS I'M WALKING OR RUNNING, OR SOMETIMES EVEN IN PARKS.

UM, POACHING ME I'M RALLYING, AND ACTUALLY I'VE BEEN, I'VE BEEN ATTACKED TWICE SO FAR, SO I JUST WANT TO GO OVER IT WITH YOU GUYS JUST IN THREE QUICK PARTS.

I WANNA DESCRIBE WHAT THE PROBLEM IS WITH YOU.

UM, I WANT TO GIVE YOU SOME EXAMPLES OF WHAT'S OCCURRED WITH ME AS WELL.

UH, PERHAPS YOU GUYS HAVE SEEN ME RUNNING, UM, USUALLY IN THE EVENING WHEN IT'S A LITTLE BIT COOLER, BUT THIS IS THE AREA I USUALLY ENCOMPASS WHEN I'M RUNNING THROUGHOUT THE CITY.

UM, OH, I SAID OVER THE LAST, PROBABLY I'M GONNA SAY EIGHT, LET'S SAY 18 MONTHS.

UM, JUST THE, THE DOGS THAT HAVE COME OUT AT ME, UM, IT'S JUST, IT'S, IT'S COMPLETELY OUT OF CONTROL.

SO I GUESS I'M FRUSTRATED WITH THE SITUATION.

I I'VE REPORTED THIS ON NUMEROUS OCCASIONS WITH DIFFERENT DOGS.

I JUST DON'T SEE ANY RESOLUTION COMING, WHICH IS WHY I'M APPROACHING THE COUNCIL.

SO I JUST WANT TO, UM, SAY, HAVE A DISCUSSION WITH YOU GUYS REAL QUICK.

SO YOU KNOW, IT WON'T BITE YOU.

WELL, AS YOU CAN SEE IN THIS PICTURE, ALL DOGS HAVE TEA AND ALL DOGS HAVE THE ABILITY TO BITE YOU.

UM, AND SO I ULTIMATELY, I DON'T WANT TO GET FIT.

UM, IT'S NOT A GOOD THING TO BE BIT BY A DOG CAN GO TO THE NEXT SLIDE, LINDSAY, AND MY FEAR OF GETTING BED.

I MEAN, THEY CAN TAKE AWAY YOUR FINGERS.

I MEAN, THERE IS NOTHING GOOD TO BE BIT BY A DOG.

SO, UM, WHEN I'M, UH, ACCOSTED BY A DOG AS I'M RUNNING, YOU KNOW, IT'S A VERY, VERY SCARY SITUATION.

UM, I I'VE, I'VE LIVED ALL OVER THE COUNTRY AND I'VE NEVER HAD SUCH A BIG ISSUE WITH DOGS AND I'M SAYING UNLEASHED DOGS.

AND MOST OF THESE DOGS ARE NOT STRAYS JUST TO BE CLEAR.

MOST OF THESE DOGS HAVE AN OWNER.

THEY COME OUT FROM BEHIND THE HOUSE.

THEY MIGHT BE SITTING ON THE FRONT PORCH AND THEY WILL COME AT YOU AND THEY WILL BARK AT YOU AND GET REALLY CLOSE.

UM, AND I'VE HAD TO, UNFORTUNATELY I'VE HAD TO STAB A DOG RECENTLY AND I COME TO THAT IN A MINUTE.

SO THIS PHOTO HERE ACTUALLY IS NOW THE, ME, THIS IS A RECENT INCIDENT THAT WAS CAUGHT ON CAMERA WHERE, UM, AND I KNOW THE PHOTO IS A LITTLE DIFFICULT TO SEE IT'S UM, IT'S COMING FROM A CAMERA THOUGH, WHERE, UM, A YOUNG LADY GOT OFF THE BUS, UM, NEAR, UM, THINK IT'S CALLED RANSOM HOWARD ROAD, AND NOW SHE'S GETTING OFF THE BUS.

I'LL YOU'LL SEE ON THE TOP PICTURE, YOU'LL SEE THE LITTLE GIRL SHE'S RUNNING IN THE STREET WHILE SHE'S RUNNING IN THE STREET, BECAUSE TO YOUR LEFT HERE, AS SHE GETS OFF THE BUS AND WALKS ABOUT 10 FEET, TWO DOGS FROM THIS PERSON'S HOUSE OVER THERE IN THE CORNER.

IT'S ABOUT A THREE INCH BLADE AND I NEED THE KNIFE TO PROTECT MYSELF BECAUSE I HAVE DOGS AND THEY'RE READY TO BITE, UM, IN THE MOST RECENT ATTACK WHILE I THINK THIS HAPPENED ABOUT FOUR WEEKS AGO ON FOURTH STREET, UM, YOU LOOK AT THE PICTURE TO THE RIGHT RIGHT THERE.

YOU SEE BLOOD AT NIGHT.

THAT'S WHY I HAD THAT PHYSICALLY FIGHT.

AND I CUT A DOG.

UM, THAT ATTACK ME.

AND ONCE WE GET OUT THE CAR THEY'RE GOING TO COME AT.

SO IT'S NOT, IT'S NOT A MATTER OF A DOCUMENT.

THEY CAN, WE GOT OUT, SOME PEOPLE JUST DON'T LOCK UP THEIR DOGS.

THEY COULD CARE LESS WHAT THE CITY SAYS TO THEM.

THEY HAVE NO, WELL, BASICALLY I HAVE NO FEAR IN MY OPINION, BECAUSE, UM, WELL, I'LL GET TO THAT IN A MINUTE, BUT THEY HAVE NO FEAR OF ANY REPRISAL, BUT NOT LOCKING UP THEIR DOG.

SO LIKE I SAID, I'VE BEEN ATTACKED TWICE.

UM, I WAS CARRYING THIS NIGHT, BUT ONCE I REALIZED THAT THE DOG GOT WAY TOO CLOSE AND WE'D HAVE TO STAB IT, GO TO THE NEXT SIDE, LIZZIE, I NOW CREATED WHAT YOU CALL A POLICE ASS BY ME.

SO I'VE HAD TO UPGRADE MY PROTECTION TO AN ASS WHERE WHEN DOGS APPROACH ME NOW, I HIT THE, I FLIP OUT THE ASS AND I MADE THEM, I MADE THE FIGHT TO THE DEATH BECAUSE I'M NOT GOING TO THE DOG TWO MINUTES, MR. MITCHELL.

UM, SO I GUESS WHAT I'M ASKING COUNCIL TO CONSIDER IS, AND I SAID, I'M NOT AN EXPERT ON THE LAW, SO I DON'T KNOW WHAT THE LAW EXACTLY STATES AND CITIES CAN AND CANNOT DO.

I KNOW THERE ARE RESTRAINTS.

SO I DO UNDERSTAND THAT COMPLETELY, BUT IF POSSIBLE, I BELIEVE THE SITTINGS DEVELOP A, WELL, I CALL IT A ZERO TOLERANCE POLICY.

IF YOU'RE A DOG, IF YOU COULD CALL OUT YOUR DOG BEING UNLEASHED, THERE'S NO WARNING.

WE GET WAY TOO MANY WARNINGS.

WE TAKE THE DOG, WE TELL THE OWNER THAT COME TO THE ANIMAL SHELTER AND WE HANDLE IT WITH THE ONLY RIGHT.

AND THEN THEY'RE WITHOUT A FINE LEVEL, WE CAN DO ZERO TOLERANCE.

IF WE STARTED TAKING DOGS, PEOPLE WILL STOP THESE ACTIONS AND THEY'LL START LOCKING UP THE DOGS CAUSE THEY DON'T WANT TO PAY THE FINES.

THEY DON'T WANT TO LOSE THEIR ANIMALS.

UM, ALSO IF WE COULD POTENTIALLY STRENGTHEN SOME OF THE ORDINANCES, UM, THAT ARE CURRENTLY ON THE BOOKS, LIKE I SAID, I'M NOT AN EXPERT ON THESE ORDINANCES.

SO PERHAPS THEY ARE AS STRONG AS THEY CAN BE.

I DON'T BELIEVE THEY ARE, BUT PERHAPS THEY ARE.

BUT IF SO, I ENCOURAGE THE CITY TO STRENGTHEN THE ORDINANCES ON UNLEASHED DOGS.

WE HAVE TO PROTECT PEOPLE.

UM, AND NUMBER TWO IS, UM, I DON'T THINK WE'RE HOLDING THESE HOMEOWNERS ACCOUNTABLE TO THE FULLEST EXTENT THAT WE EVER.

SO I THINK WE NEED THE WHOLE HOMEOWNERS WITH ONLY STOCKS, YOU'RE ACCOUNTABLE FOR THEIR ACTIONS.

UM, AND THIS I'LL SAY ONE MORE THING.

I AM DR.

DELANEY KING AND I HAVE THE PRIVILEGE THIS EVENING TO REPRESENT THE CITY'S COMPLETE COUNT COMMITTEE.

I'M SPEAKING ON BEHALF OF THE CCC CHAIR, DOCTOR, WHO UNFORTUNATELY COULD NOT BE PRESENT.

WE HAVE A BRIEF PRESENTATION SHOWCASING THE HARD WORK OF THE COMPLETE COUNT COMMITTEE, AS WELL AS THE CITIZENS REGARDING THE CENSUS 2020, THE FEDERAL GOVERNMENT WILL DISTRIBUTE MORE THAN $675 BILLION TO CITIES ACROSS THE COUNTRY.

OVER THE NEXT 10 YEARS, THAT AMOUNT WILL BE BASED ON THE CENSUS COUNT.

YOU ARE AWARE THAT TEXAS DID GAIN TWO ADDITIONAL CONGRESSIONAL SEATS.

FOLLOWING THE 20 CENSUS A CENSUS COUNT.

THERE ARE MANY PEOPLE IN OUR COMMUNITY THAT RELY UPON PROGRAMS FOR ASSISTANCE, WHICH ARE, AS YOU SEE ON THE SCREEN, THEY ARE THE WIG, THE TITLE ONE GRANT, UH, SPECIAL EDUCATION HEADSTART, PELL GRANTS, SECTION EIGHT, CVD, UH, CB DG, MEDICAID SNAP, VOCATIONAL REHAB.

AND AS WE KNOW, UNEMPLOYMENT INSURANCE RATION NEXT, TRADITIONALLY UNDER, UNDER, UNDER COUNTED POPULATIONS.

BUT WE CALL HARD TO COUNT, INCLUDE, UH, LOW INCOME PEOPLE, RACIAL AND ETHICAL MINORITIES, HIGH MOBILE PEOPLE, PEOPLE WHO DO NOT TRUST THE GOVERNMENT UNDOCUMENTED IN GROUP, UH, IMMIGRANTS, NOT ENGLISH SPEAKERS, PEOPLE EXPERIENCED HOMELESSNESS, PEOPLE WITHOUT ASSETS OR THE INTERNET, OR HAVE ACCESS TO THE INTERNET.

PEOPLE WITH MENTAL OR PHYSICAL, UM, PHYSICAL DISABILITIES AND CHILDREN UNDER THE AGE OF FIVE.

THESE ARE THE, UM, THINGS THAT WE HAD TO GO THROUGH TO TRY TO GET PEOPLE TO BASICALLY FILL OUT THEIR CENSUS.

SO WE HAD MANY OBSTACLES BASE, UH, AGAINST US IN PORT ARTHUR.

THE 2020 CENSUS NUMBERS WERE SHOWN THAT THE POPULATION WAS 53,818, AND IT WAS PROJECTED THAT PORT ARTHUR WOULD NOT GET 50,000 IN POPULATION AT NEXT PLACE.

AND SO IF YOU LOOK AT THE NUMBERS, 20, 21 AND 2010, LIKE I SAID, THE NUMBERS WAS 53,818.

THIS IS WHEN WE BEGAN TO WORK NEXT PLACE.

IT ALL BEGAN A FEW DAYS AFTER, UH, THURMAN BARTEE WAS SWORN IN AS THE MAYOR OF CITY OF PORT ARTHUR, THAT THE THINK PAIR SHARE GIFTS AND THE CENSUS STAFF BEGAN PLANNING NEXT PLACE.

CENSUS KICKOFF BEGAN NEXT, PLEASE, THE CENSUS WORKERS AND COMMUNITY LEADERS FROM ALL OVER THE DENVER REGION.

WHAT WE DID WAS WE ENDED UP GOING TO GALVESTON TO LEARN ABOUT HOW WE CAN GET AFRICAN AMERICANS TO DO THE CENSUS.

WE HAD CHERYL UNDERWOOD AS OUR SPECIAL GUESTS BECAUSE SHE BELIEVED THAT IT WAS VERY IMPORTANT THAT THE AFRICAN-AMERICAN COMMUNITY, UH, BE A PART OF THE CENSUS AND AS WELL AS THE ACCOUNTANT AND DOCTOR THICK PEN WAS INVITED TO ATTEND AS WELL NEXT, PLEASE.

AND THAT IS WHEN THE COMPLETE COUNT COMMITTEE STARTED GOING TO EVENTS ALL IN THE COMMUNITY.

AS YOU CAN SEE, WE WERE AT THE PORT ARTHUR LIBRARY.

WE DID KWANZAA.

WE DID CHRISTMAS WITH DR.

LEVY GO PUT NEXT PLACE.

WE ALSO WAS PART OF THE JUNE 10TH THING THAT THE MLK EVENT, WE WERE INVITED TO GO TO THE BUDDHIST TEMPLE FOR A LUNAR NEW YEAR.

NEXT PLACE.

WE ALSO HAD A LOT OF, UH, SUBCOMMITTEES AND ONE OF THEM WAS THE HISPANIC SUB COMMITTEE.

WE HAD THE MEDIA SUB COMMITTEE AND WE MET, UM, TRYING TO SEE GROUND, HOW CAN WE GET THE HISPANIC COMMUNITY TO FILL OUT THEIR CENSUS AS WELL NEXT, PLEASE? AND THESE ARE THE DIFFERENT PARTNERSHIPS THAT WE HAVE.

WE PARTNERED WITH THE WILLIE CARTER CENTER.

WE PARTNER WITH, UH, LA UH, THE PRESIDENT OF LAMAR WHO SENT EMAILS OUT TO HER STAFF, UH, AT LAMAR PORT ARTHUR, NEXT PLACE.

WE ALSO, UM, PARTNERED WITH THE GOLDEN TRIANGLE TRIANGLE QUINOLINIC COUNCIL.

WE ALSO PARTNER WITH THE, UH, CAPITOL CAPITOL HAFA, SORRY, CAPITALISTS, UM, THEIR LEAGUE AS WELL.

AND WE WERE VERY VISIBLE.

UM, WE END UP GOING TO THE MALL AND WE HAD A BOOTH AT THE MALL, AND THEN WE HAD THE BUS DRIVE AROUND AND SO THAT THEY COULD KNOW THAT WE WERE, UM, IN THE MARVELOUS WHALE NEXT, PLEASE.

WE ALSO PARTNER WITH A LOT OF CHURCHES.

WE PARTNER WITH, UH, THOMAS BOULEVARD, CHURCH OF PRICE.

UH, WE WERE SPEAKING ENGAGEMENTS AS SOCIAL SERVICE NETWORK, UH, DR.

FIG PENN AND I WERE INVITED TO DO A VIRTUAL CONFERENCE WITH, UH TINO'S AND WE WERE THERE TALKING ABOUT THE CENSUS AND THE IMPORTANCE OF THE CENSUS FOR, UH, CITIZENS OF PORT ARTHUR NEXT, PLEASE.

AND EMPOWERMENT CHURCH AND BETHEL CHURCH WAS DAIRY IMPORTANT TO ALL WORK.

UM, SINCE THIS OUTREACH, THEY HAVE FOOD DISTRIBUTION AND WE WERE ALWAYS, UH, THERE, THEY LET US PUT INFORMATION IN THEIR FOOD BOXES.

UM, SO WE WERE ALWAYS PRESENT AT EVERY ONE OF THEIR EVENTS NEXT POINT.

OKAY.

WE ALSO WERE A PART OF THE TRIANGLE COMMUNITY OUTREACH.

THEY, WHEN THEY HAVE FOOD DISTRIBUTIONS, WE WERE ALSO VISIBLE THERE.

NEXT WEEK, WE WERE VISIBLE AT THE TIME OF ELECTIONS.

WE WERE INVITED TO COME OUT AND BE A PART OF ANY OF THE HISPANIC, LATINO, UH, COMMUNITY EVENTS NEXT, PLEASE.

UH, AGAIN, WE, UH, IT WAS JUST SHOWING THE, THAT WE HAD IN THE FOOD BANKS, WE WERE INVITED TO SPEAK ON, UM, ONE OF THE, UM, RADIO STATIONS.

AND WE TALKED ABOUT THE IMPORTANCE OF NEXT PLACE.

WE HAD SEVERAL CARETS, WE HAD, AGAIN, THE JUNETEENTH PARADE, WE HAD THE CARAVAN AND WE ASKED, UH, PEOPLE IN THE COMMUNITY TO PARTICIPATE NEXT, PLEASE.

THIS WAS ONE OF THE MOST IMPORTANT, UM, CAMPAIGNS THAT WE HAD, WHICH WAS THE PHONE BANK.

AND WE CALLED ALMOST EVERY CITIZEN NUMBER THAT WE HAD IN PORT ARTHUR THAT DID NOT FILL OUT THEIR 20, 20 CENSUS.

AND WE PARTNER ALSO WITH THE, UH, PORT ARTHUR HOUSING AUTHORITY.

AND WE WORK WITH THEM.

WE, UM, LEARN HOW TO TALK AND DO STRICT SCRIPTS ON WHAT WE NEED TO SAY AND HOW WE NEED TO MAKE SURE THAT THE CITIZENS OF PORT OFFICE FILL OUT THEIR CENSUS FORM.

NEXT PLACE.

ANOTHER CAMPAIGN WE DID THAT LAST FEW WEEKS, UH, THE CENSUS WAS THE DOOR TO DOOR.

WE WERE ON THE BUS AND

NOT ONLY WOULD IT BE PUTTING LITERATURE ON THE DOORS, WE WERE OUT, UH, WITH OUR HANDHELD, UM, LAPTOPS.

AND WE TRIED TO GET PEOPLE, OR WHEN WE DID, WE GOT PEOPLE TO FILL OUT THEIR 20, 20 CENSUS.

NOT ONLY WERE THE ONES IN ENGLISH, BUT ALSO THE ONES IN SPANISH AS WELL.

AND YOU CAN SEE THAT WE'RE ON THE, UH, BUS AND WE ROLLED AROUND, WE TALKED TO PEOPLE, WE HELPED THEM FILL OUT THEIR FORMS AGAIN, THE DOOR TO DOOR.

AND THE PHONE BANKING WAS THE TWO BIGGEST ASPECT OF THIS CENSUS NEXT, PLEASE.

THEN WE ALSO HAD, UH, TWO BILLBOARDS, UH, AS YOU CAN SEE, THE CITY OF PORT ARTHUR DID ONE AND THEN ALSO UNITED WAY DID A BILLBOARD FOR US AS WELL.

SO WE WERE VISIBLE ON BOTH CANS OF TOWN NEXT, PLEASE.

AND THEN WE HAVE OUR THANK YOU CAMPAIGN.

AND AGAIN, WE WENT RIGHT BACK TO WHERE WE WERE TO BE VISIBLE AND WHERE A LOT OF PEOPLE CAME THROUGH AND THAT WAS AT EMPOWERMENT AND BETHEL CHURCH, AS YOU CAN SEE, OUR MAYOR WAS THERE AND IT WAS BASICALLY, WE ENDED WITH A THANK YOU DRIVE BY CELEBRATION NEXT, PLEASE.

AND AS YOU CAN SEE, AND IN 2010, THE POPULATION CAMP, LIKE I SAID EARLIER, IT WAS 53,818, BUT OFFICIAL POPULATION FOR THE 2020 CENSUS FOR PORT ARTHUR IS 56,039.

AND THAT IS DR.

AND I WOULD LIKE TO CONGRATULATE AND THANK THE CITIZENS OF PORT ARTHUR.

WE HAVE EXCEEDED OUR GOAL OF HAVING 50,000 RESIDENTS COUNTING THAT IS THE DIRECT RESULT OF HARD WORK OF OUR PORT AUTHOR, THE TRIO MA DR.

UM, JUST PRIOR TO HER PRESENTATION, I JUST WANT TO GIVE YOU A COUPLE OF REMINDERS THAT AT THE CONCLUSION OF THE PUBLIC HEARING, THE GOVERNING BODY OF THE MUNICIPALITY HAS TO CHELL TAKE ACTION ON THE PROPOSED BUDGET, A VOTE TO YOU CAN EITHER ADOPT THE PROPOSED BUDGET, OR YOU CAN TAKE A MOTION TO POSTPONE THE ADOPTION OF THE BUS BUDGET TILL THE DATE CERTAIN.

NEXT PAGE FUNDING FOR CAPITAL IMPROVEMENTS IS PRIMARILY FROM OPERATIONS AND THE BOND ISSUES AND GRANTS FROM OPERATIONS.

WE'RE GOING TO TRANSFER 7.9 MILLION FROM THE DENTAL FUND ONE AND A HALF MILLION FROM WATER UTILITIES, AND THEY PROPOSE A BOND FOR COMING YEAR AND WE MOUNTED AND THEY IN DOLLARS FOR STREET RECONSTRUCTION PROGRAM.

AND THEN WE HAVE THE GRANT FROM THE AMERICAN RESCUE PLAN ACT 26.6 MILLION THAT HE CAN HAVE ALLOCATION AUDITS FOR AS WELL.

THE CHANGES IN HIS BUDGET DO INCLUDE, UH, EQUIPMENT PURCHASES OF 5.8 MILLION, 2.7 MILLION FOR NEW NEW EQUIPMENT AND THE POST THREE POINTS, 1 MILLION REPLACEMENT, NEW TECHNOLOGY PURCHASES OF AROUND 360,000 DOES INCLUDE, UH, AN INCREASE OF 10 AUTHORIZED POSITIONS.

THREE OF WHICH ARE GRANT FUNDED.

UH, THERE IS AN INCREASE PROJECTED IN HEALTH INSURANCE IS ABOUT 3.8% AT ABOUT A 9.4% PROJECTED OSS FOR, UH, GENERAL PROPERTY INSURANCE.

NEXT PAGE, DO YOU HAVE A TARGET FUND BALANCE FOR THE GENERAL FUND IS 60 DAYS OPERATING EXPENDITURES PLUS ONE AND A HALF MILLION.

G SHOW A NEGATIVE REVENUE OVER UNDER EXPENSES OF 7.4 MILLION.

UM, SINCE THEN, UM, NO, WE HAVE, UH, DETERMINED THAT WE NEED TO DO MORE EXTENSIVE REHAB.

UM, THIS IS, UH, AN OPPORTUNITY TO DO SO.

UM, WHAT WE PROPOSE TO DO IS SUBMIT AN APPLICATION TO THE TEXAS DEPARTMENT OF HOUSING, COMMUNITY AFFAIRS, UH, FOR LOW INCOME HOUSING TAX CREDIT IN ORDER TO HELP US, UH, DO A MORE EXTENSIVE REHAB, UH, TO REALLY EXTEND THE USEFUL LIFE OF THE PROJECT AND TO REALLY

MAKE THE QUALITY OF THE HOUSING FOR THE TENTS THAT MUCH BETTER.

UM, SO THAT'S WHAT WE ARE.

WE'RE HERE TO TALK THROUGH, UM, THE REHABILITATION ITSELF AND THE TOTAL DEVELOPMENT BUDGET WOULD BE ABOUT 47 MILLION.

UM, 14 MILLION OF THAT IS DIRECTED SPECIFICALLY INTO SPECIFICALLY AT THE PROPERTY, UH, IN DIRECT CONSTRUCTION COSTS, UH, WHICH WAS EQUATES TO ABOUT $60,000, UH, PER DOOR.

UM, SO WITH THAT, UM, LOW-INCOME HOUSING TAX CREDIT WOULD BE THE FIRST STEP OR THE FIRST PART OF THE FINANCING.

AND THEN WE WERE A COUPLE THAT WITH, UH, PRIVATE ACTIVITY BONDS, UM, WE WOULD ALSO BRING IN COMMUNITY DEVELOPMENT BLOCK GRANT, UM, UM, THAT IS, UH, BEING PROVIDED BY THE GENERAL LAND OFFICE GLO, UH, WE'VE ALREADY GOT A COMMITMENT FROM JLL FOR THOSE FUNDS OF $5 MILLION.

UM, THEN WE WOULD ALSO HAVE A DEFERRED DEVELOPER FEE, UH, WHICH WOULD BE A SOURCE TO HELP FINANCE THE PROJECT.

AND ALSO DON'T, DON'T FEEL TO MENTION THIS IS AT NO COST TO THEM.

ABSOLUTELY.

ALL OF THESE, UH, ALL OF THESE FUNDS ARE COMING FROM SOURCES, UM, IN THE CITY, UH, AT THIS POINT DOES NOT HAVE TO, UM, WE'RE NOT ASKING THE CITY TO PROVIDE HIM ANY FUNDS TO COMPLETE.

GOTCHA.

UM, SO, UM, JUST TO KIND OF TALK ABOUT THE SCOPE OF THE REHAB ITSELF, UM, WHAT WE'RE CONTEMPLATING DOING IS DOING SOME PLUMBING WORK.

WE WILL BE CHANGING OUT ALL THE FIXTURES WITHIN THE UNITS AND THROUGHOUT THE PROPERTY, OR THERE WILL BE NEW HVAC SYSTEMS, NEW ELECTRICAL, UH, NEW GRANTED, UM, AND GRANITE COUNTERTOPS AND CABINETS, UH, NEW PLAYGROUNDS AND, UM, NEW EXTERIOR PAINT AND INTERIOR PAINT, UH, THROUGHOUT THE PROPERTY.

UM, SO THAT'S, UH, REALLY JUST KIND OF TALKED MORE SO ABOUT THE PHYSICAL, UH, CHANGES THAT WILL OCCUR AT THE PROPERTY.

UH, ONE OF THE THINGS THAT WE REALLY WANT TO EMPHASIZE, AND ONE OF THE THINGS THAT WE REALLY PRIDE OURSELVES ON AS A COMPANY IS SOME OF THE OTHER SERVICES OUTSIDE OF JUST THE PHYSICAL THAT WE PROVIDE TO THE TENANTS, UH, THAT WE FEEL LIKE ARE OUR HUGE BENEFIT, UM, AT OUR PROPERTIES.

AND THAT WILL BE A HUGE BENEFIT AT THIS PROPERTY.

UH, SO, UM, ALONG WITH, UM, GETTING THAT LOW INCOME HOUSING TAX CREDIT, BEING ABLE TO DO THE REHAB WHO WILL BE PROVIDING SUPPORTIVE SERVICES PIECE, UH, TO, TO THE, TO THE DEVELOPMENT AS WELL, AND WHAT WE TYPICALLY DO, AND THIS IS WHERE WE HAVE AT ALL OF OUR PROPERTIES.

WE HAVE A SUPPORTIVE SERVICES TEAM THAT WILL GO IN AND, UM, FIND OUT WHAT THE NEEDS ARE OF THE POPULATION.

UM, SO EACH OF OUR PROPERTIES, WE, WE DETERMINE WHAT THOSE NEEDS ARE.

WE CATER UP PROGRAM SPECIFIC TO WHAT THE NEEDS ARE OF THOSE TENANTS.

ACTUALLY, IT'S THE SAME EQUIPMENT THAT WAS AT CORPUS CHRISTI BAY BACK THEN, ARE WE RETAINING IT? AND WE'RE GETTING IT REFURBISHED TO PUT BACK INTO SERVICE FOR THE STATE AND ACTUALLY GIVES YOU REAL TIME SURFACE CURRENT MAPS.

SO DATA FROM THIS SYSTEM, IT ACTUALLY GOES TO THE NOAA IN DBC.

UH, THERE ARE SYSTEMS CURRENTLY OPERATIONAL ALONG THE WHOLE EAST COAST AND WEST COAST, ALASKA HAWAII, AND ALSO THE GULF COAST.

THIS SYSTEM YOU'RE LOOKING AT NOW ON THIS PICTURE HERE, THAT THIS IS WHAT'S OPERATED BY TEXAS SAYING, YOU KNOW, OUT OF GERD, THAT'S THE GEOPHYSICAL ENVIRONMENTAL RESEARCH GROUP.

THEY HAVE THE OFF SHORE CURRENTS.

SO NOAA USES THIS SYSTEM OF, FOR MEASURING THOSE CURRENTS AND IT'S AVAILABLE ONLINE DATA ON OUR NETWORKS OR FOR SABINE LAKE WE'LL, WE'LL GO TO THIS SAME SYSTEMS AND B BE PUBLICLY ACCESSIBLE.

NOW THE APPLICATIONS OF THIS DATA IS WHAT THIS IS BEING DONE FOR SUPPORT STORM, SURGE MODELING, IT'S OIL SPILL, TRAJECTORY, FORECASTING, AND NON POINT SOURCE POLLUTANT, UH, MODELING, UH, AND LEAVES HOSPITAL DOCK.

SHE'S ACTUALLY ONLINE HERE TO, UH, FROM LAMAR AND IN HER TEAM, UH, AT LAMAR'S KIND OF OUR BOOTS ON THE GROUND SUPPORT AND, AND ALSO, UH, TAKING IT APART IN THE, UH, THE MODELING EFFORT.

SO NEXT SLIDE WE'RE LOOKING AT FOR HERE IS TO ESTABLISH ONE OF THESE NETWORKS ON SABINE.

LIKE WE HAVE ANOTHER SYSTEM THAT WE'RE NETWORK, AND WE'RE ALSO TRYING TO SET UP IN GALVESTON BAY, BUT LIKE I'VE MENTIONED BEFORE WE HAVE TO, TO LOOK, WE NEED AT LEAST TWO LOCATIONS.

WE HAVE TWO PROPOSED LOCATIONS ON THE BEING LAKE ONE.

IS IT PLEASURE? I'M A PEER AND THAT'S THE ONE I NEED HELP WITH FROM THE CITY OF PORT AUTHOR, WE HAVE ANOTHER POTENTIAL LOCATION DOWN HERE, UH, ON, ON THE LEVEE ROAD AT THE U S ARMY CORPS OF ENGINEERS PLACEMENT AREA EIGHT.

WE ACTUALLY HAVE, UH, AN APPLICATION IN PLACE RIGHT NOW OR FOR THIS INSTALLATION.

THERE WAS A DISTRACTION WHERE I AM ON JULY 28TH, A PIPE RUPTURED INSIDE THE LIFT STATION WHERE IT SHOULDN'T HAVE RUPTURED AND IT FLOODED THE, THE MOTORS AND IT FLOODED, IT FLOODED THE PUMPS AND SEWER WAS OVERFLOWING INTO THE, AND DISCHARGING INTO THE BD SEVEN OUTFALL.

IT WAS AN EMERGENCY CONDITIONS.

I SOUGHT AN EMERGENCY AUTHORIZATION TO PROTECT, UH, POTENTIAL THE POTENTIAL FOR PUBLIC HEALTH AND SAFETY FROM THE CITY MANAGER AND TO ESTABLISH A BYPASS PUMPING, UH, SET UP WITH, UH, WITH A LOCAL CONTRACTOR, COMPETITIVE PRICING WAS SOLVED ON THIS INITIAL PHASE BETWEEN ALCO LLC AND BRAD STAR, ALL CO DID HAVE THE BEST PRICE AND THE INITIAL ESTIMATE OF THE REPAIRS AND THE BYPASS SET UP OF BYPASS PUMPING WAS $300,000 BASED ON WHAT WE KNEW AT THE TIME.

OUR PLAN WAS TO SET A BYPASS, UM, HOOK UP INSIDE THE FENCE WHERE YOU SEE ON THAT SLIDE OF THAT LIFT STATION AND PUMPS AND, UH, LOOK UP SOME, UH, SOME DIESEL POWERED PUMPS INTO IT WHILE WE REPAIRED WHAT WAS BROKEN INSIDE.

NEXT SLIDE, LINDSEY, UH, IMMEDIATELY WELL AND NEEDY IMMEDIATELY TCEQ WAS NOTIFIED OF AN OLD FLOW SITUATION AND PROPER NOTIFICATION WAS MADE WHEN TRIGGER POINTS WERE MET, UH, TO NOTIFY THE PUBLIC.

UH, THE HEALTH DANGER WAS MEDICATED WITH OUR, OUR PARTNERSHIP WITH DD SEVEN.

THEY BUILT AN EARTHEN DAM.

AS YOU SEE THERE, UM, IN THE OUTFIELD DITCH, THIS ALLOWED THE WASTEWATER TO BE IMPOUNDED SO CHLORINATION.

IT COULD BE DISINFECTED TO A DEGREE AND A, THIS REDUCED ODOR AND POTENTIAL ANY POTENTIAL HEALTH HAZARDS.

THE DUCTILE IRON WAS REALLY CORRODED WITH ELECTROLYSIS AND JUST A, JUST 40 YEARS OLD.

UH, THE EFFECT IS SECTIONS INSIDE THE LIFT STATION AND THE SECTION PENETRATING THE WALL ALL HAD TO BE REPLACED WHEN WE GOT INTO IT NEXT SLAB, LINDSEY THERE, YOU CAN SEE SOME, SOME OF THE, UH, STUFF THAT WE FOUND AND ANY TIME YOU WOULD TOUCH THE PIPE RIGHT OUTSIDE THE LIFT STATION, IT WOULD FLAKE OFF AND YOU DAMAGE IT JUST WITH A SHOVEL.

UM, THE PUMPS NEEDED TO BE, UH,

[01:20:01]

THE BEARING HAD THE BEARINGS REPLACED.

THE MOTORS NEEDED TO BE CLEANED REWIRED AND HAVE NEW BEARINGS PUT IN THEM.

UH, THE BYPASS PUMPING HAD TO GO ON LONGER THAN PLANNED BECAUSE NOW WE'RE SETTING UP TO, UH, TO CHANGE OUT TO A HUNDRED FEET OF PIPE.

THE PRESIDENT ESTIMATE FOR TOTAL REPAIRS MAY APPROACH $900,000, UH, NEXT SLIDE LINDSEY.

BUT THE BRIGHT SIDE IS, UH, THAT WE WILL HAVE A RENEWED FIVE IN WHERE THE, WHERE THE PIPE WAS FAILING AND WAS GONNA FAIL SOME MORE.

WE'LL HAVE A RENEWED CONTROL PANEL.

WE'LL HAVE RENEWED PUMPS, RENEWED MOTORS.

AND THAT, THAT LITTLE SECTION YOU SEE ABOVE GROUND, THERE IS A NEW EMERGENCY BYPASS APPARATUS THAT WAS BUILT AND WE'LL STAY THERE AND THERE'LL BE AVAILABLE FOR USE IN THE EVENT OF ANY OTHER EMERGENCIES, INCLUDING HURRICANES, UH, AND ALSO THE 2021 CAPITAL PLAN.

I HAD IDENTIFIED A MILLION DOLLARS THAT WAS GOING TO GO TOWARDS THE, UH, REPAIRS ON THE, ON THE 46TH STREET LIFT STATION FORCE MAIN.

SO WE JUST HAD TO JUST SHIFT PHASES.

THAT'S ALL WITH THIS MONEY.

AND SO THE MATTER HAD TO BE TREATED AS AN EMERGENCY MATTER THAT CONTINUES TO DO, TO AFFECT THE LIFE AND SAFETY OF THE CITIZENS OF PORT AFRICA.

SO I STARTED TO MAKE THAT PRESENTATION TO YOU SO THAT WHEN THE BILL COMES TO A SETTLEMENT, IT DOES NOT GIVE YOU A STICKER SHOCK AND THAT THE AMOUNT WAS ALREADY BEEN ALREADY BEEN BUDGETED FOR.

UH, REVENUES CURRENTLY, UH, ARE IN 72.5 MILLION, WHICH IS 4.5 MILLION ABOUT THE ESTIMATE 14.9 MILLION PROPERTY TAX COLLECTIONS, WHICH IS 6% ABOVE THE BUDGET.

UH, WE DID RECEIVE THE MAJORITY OF OUR PROPERTY TAXES EARLIER IN THE YEAR, AS WELL AS OUR INDUSTRIAL PAYMENTS.

WE'VE RECEIVED 34.3 MILLION WITH ALL PAYMENTS WITH STATE SALES TAX FOR THIS FISCAL YEAR STILL LOOKS VERY WELL.

UH, THREE JULY IS 9% ABOVE LAST FISCAL YEAR AND 24% ABOVE, ABOVE THE BUDGETED LEVEL.

THERE IS A TWO MONTH TIME LAG IN RECEIPTS.

SO THE JUNE, JULY RECEIPTS REPRESENT MAY SAY, OKAY, THE EXPENDITURES FOR THE DENTAL FUN ARE 51.9 MILLION THROUGH JULY, WHICH ARE CURRENTLY BELOW BUDGET BY 4.6 MILLION, BUT IT DID AMENDMENTS ARE REQUESTED THROUGHOUT .

UH, THE AMENDED BUDGET HAS AN ENDING FUND BALANCE OF APPROXIMATELY 23.2 MILLION OR 124 DAYS OF OPERATING EXPENDITURES, A BUDGET OF MEN, AND IN AUGUST REDUCED OFFEND BALANCE TO 22.2 MILLION, OUR 118 DAYS.

SO YOU CAN SEE THAT THE FEND DOWNS IS STILL WELL IN EXCESS OF THE MINIMUM REQUIREMENT, 60 DAYS, PLUS ONE AND A HALF YEAR YET TURN THE PAGE LINDSEY TO THE WATER FUND.

SO, OKAY.

UH, REVENUES FOR THE WATERFRONT TOTAL 24.6 MILLION IN JULY.

THIS IS A BAD, THE BUDGETED LEVEL LEVEL BY ABOUT 1.1 MILLION WATER SERVICE CHARGES FROM INDUSTRY STEVE, THE BUDGETING LEVELS BY FOREIGNERS AND WE TEACH HOUSING AN INCREASE IN WATER RATES, A 3% INCREASE IN WATER RIGHTS AND A 12% INCREASE IN SEWER RATES THAT WAS EFFECTIVE IN MAY HAS CONTRIBUTED TO AN INCREASE IN THE REVENUES, UH, OPERATING EXPENSES, TOTAL 16.1 MILLION, WHICH IS UNDER BUDGET BY 17,000.

MOVING TO THE NEXT PAGE IS UNC SOLID WASTE AT THE TOP, UH, SOLID WASTE REVENUES, TOTAL 7.6 MILLION AND JULY 31ST, WHICH IS BELOW ESTIMATES BY 591,000, UH, AN INCREASE THE GARBAGE RATES WAS EFFECTIVE IN MAY.

AND THIS INCREASE ALONG WITH A RECENT INCREASE FOR TRASH COLLECTIONS AND INSTALLATION OF THE TRICE STEEL AT THE LANDFILL WILL BRING EVENTUALLY ADDITIONAL REVENUE FOR THIS FUND EXPENSES ARE CURRENTLY EVERY BUDGET ON 1.2 MILLION, A BUDGET AMENDMENT.

UH, THE EDC PRESS BUILDING RENOVATION TO DO AT 10.9 MILLION OF WHICH 4.7 AND SPENDING BY A GRANT FROM EDA TO DATE 6 MILLION HAS BEEN STABBED, LEAVING A BALANCE OF 4.9 MILLION INTO THIS PROJECT.

THE COMMITTEE CONTINUED TO MEET, TO DISCUSS VARIOUS CONCERNS INVOLVING THE AUTHORITY OF THE CODE OFFICER, UM, THE INCREASE OF FINES, BETTER COMMUNICATION AND COORDINATION WITH THE MUNICIPAL COURT SYSTEM, THE CREATION OF OTHER SUPPORTING ORDINANCES TO ADDRESS THE REGISTRATION OF RENTAL PROPERTY AND BY ANNUAL INSPECTIONS, ORGANIZED ENFORCEMENT, UM, STING OPERATIONS IN ALL AREAS OF THE CITY WITH MULTIPLE VIOLATIONS, TRAINING, AND CERTIFICATION OF STAFF, UM, TO ENABLE THEM TO ACTUALLY WRITE CITATIONS, UM, RELATED TO VARIOUS CODE VIOLATIONS.

THESE MEETINGS WERE HELD ON APRIL THE SEVENTH.

UM, ON APRIL THE EIGHTH IS WHEN THERE WAS A COUNCIL RETREAT WITH CITY COUNCIL DID IDENTIFIED THAT CODE ENFORCEMENT WAS ONE OF THE TOP PRIORITIES OF THE CITY.

AND FOR THIS COUNCIL ON APRIL 14TH, UM, CODE ENFORCEMENT STAFF, WHICH DID INCLUDE THE FIRE DEPARTMENT AND THE FIRE MARSHALL'S OFFICE DID MEET TO ADDRESS SOME OF THESE CONCERNS, APRIL 22ND, MAY 4TH.

AND ON JUNE 14TH, THERE WAS A MEETING WITH THE MUNICIPAL MUNICIPAL COURT OFFICIALS, UM, TO SPEAK ABOUT SOME OF THE CONCERNS THAT MAY EXIST WITH THE COURT SYSTEM ON JULY 27TH, 2021, THE CITY ATTORNEY FORWARDED THE DRAFT RED LINE VERSION OF CHAPTER 10, WHICH ENCOMPASSES ANIMALS OF THE CODE OF ORDINANCE FOR REVIEW.

THE STAFF HAS REVIEWED THE DOCUMENT INDEPENDENTLY.

HOWEVER, A MEETING HAS NOT BEEN SCHEDULED TO DISCUSS THE FINDINGS DUE TO VARIOUS WORKSHOPS, SPECIAL SESSIONS, BUDGET MEETINGS, COLLECTIVE BARGAINING, AND OTHER PROCEEDINGS THAT HAVE BEEN TAKING PLACE ON AUGUST 7TH, 2021.

THE CITY ATTORNEY RECEIVED A MESSAGE FROM BORE QUEST LAW FIRMS STATING THAT THE TIRE NEEDS OR REVIEWING CHAPTER 18, WHICH IS BUILDINGS, WHICH COVERS PROPERTY MAINTENANCE.

UM, ALSO CHAPTER 34 34, WHICH IS ENVIRONMENT THAT AGAIN, SPEAKS TO JUNK MOTOR VEHICLES AND LITTER.

THE LEAD ATTORNEY WAS ON LEAVE OF ABSENCE DUE TO A MEDICAL REASON.

HOWEVER, THE DRAFT WOULD BE FINALIZED IN 42, THE CITY ATTORNEY'S OFFICE UPON HER RETURN.

THE FOLLOWING REVIEW WILL BE CHAPTER 28, 22, ARTICLE EIGHT AND 10, WHICH UNCONFERENCES BUSINESSES, APPROXIMATELY 250 CITY RELATED BILLS PASSED DURING THE LEGISLATIVE SESSION THAT COULD AFFECT LOCAL ORDINANCES, SUCH AS HOUSE BILL 33 40, WHICH TALKS ABOUT DANGEROUS DOGS.

BASICALLY THIS HOUSE DEAL REQUIRES THAT AN AMENDMENT BE MADE TO THE HEALTH AND SAFETY CODE THAT THE OWNER OF A DOG WE DEEMED DANGEROUS AS A PERIOD OF 10 CALENDAR DAYS FROM THE DATE, THE ORDER IS ISSUED.

THEY WILL HAVE THE ABILITY TO FILE A NOTICE OF APPEAL WITHIN THE DISH, THE, UM, COUNTY COURT SYSTEM, OTHER HOUSE BILLS INCLUDED SENATE BILL 8 77, WHICH WAS BUILDING INSPECTIONS HOUSE BILL 7 38, THAT ADDRESSES BUILDING CODES AND SENATE BILL 86, WHICH IS, WHICH IS A CHICKEN BILL.

UM, THIS BILL DID NOT PASS THE FIRST TIME AROUND, BUT IT WAS EARMARKED TO GO BACK TO THE LEGISLATIVE SESSION THAT WOULD ALLOW PEOPLE TO HAVE A CERTAIN AMOUNT OF FILE.

UM, WITHIN RESIDENTIAL AREAS, SAC WILL CONTINUE TO WORK WITH THE CITY'S LEGAL DEPARTMENT AND BOARD REQUEST LAW FIRMS TO REVIEW AND REVISE THESE ORDINANCES.

UM, I JUST WANTED TO NOTE AS WELL, COUNCIL MEMBER HOME, UM, ALSO ATTENDED MEETINGS REGARDING ENFORCEMENT CONCERNS, AND WE ALSO CONDUCTED DISTRICT TOURS WITH COUNCIL MEMBER HOLMES AND COUNCIL MEMBER MARKS TO ADDRESS SIGNIFICANT ISSUES WITHIN THEIR DISTRICTS.

STAFF HAS ALSO BEEN WORKING WITH THE LEGAL DEPARTMENT UNTIL I'VE CHANGED CHAPTER 54 JUDGEMENTS FROM DISTRICT COURT RELATING TO SIGNIFICANT ISSUES.

UM, ONE OF WHICH RESULTED IN THE MITIGATION OF CEREBRAL VIOLATIONS THAT WAS ON 67TH STREET IN PORT ACRES.

NUMBER TWO, THE FEDERAL INFRASTRUCTURE STIMULUS BILL CURRENTLY UNDER CONSIDERATION, THERE IS $4.5 TRILLION PROPOSED INFRASTRUCTURE PLAN PROPOSED BY THE HOUSE ON AUGUST 24TH, 2021, ONE, AND BIPARTISAN INFRASTRUCTURE BILL PASSED BY THE SENATE 3.5 TRILLION RECOMMENDED BY THE HOUSE, INCLUDING HUMAN INFRASTRUCTURE, NUMBER THREE, COMPETITIVE BRANDS AND FUNDING ECONOMIC V A ADMINISTRATION FINANCING OF WHICH IN THE PAST, WE HAVE RECEIVED $3.7 MILLION OR $3 MILLION FROM THE ED OR BROADBAND INFRASTRUCTURE, ECONOMIC AND FACILITIES, RECOVERY FUNDING THAT IS AVAILABLE, THAT WE COULD TAP INTO EDA RECOVERY AND REVEAL RESILIENCE, INVESTMENT POLICIES, FUNDING 2021 EDA INVESTMENT PRIORITIES, COLLABORATIVE AND REGIONAL INNOVATIONS AND PUBLIC PRIVATE PARTNERSHIPS FOR TOURISM AND GLOBAL COMPETITIVE THAT'S FUNDING OF WHICH I DO INTEND TO APPLY FOR $10 MILLION FOR PLEASURE ISLAND TO MAKE SURE THAT PLEASURE ISLAND CONTINUES TO REMAIN AS AN AREA FOR REVENUE GENERATION, NOT ONLY FOR THE CITIZENS OF WHAT APPLE, BUT FOR THE SURROUNDING COMMUNITIES AS WELL, CONTINUED FUNDING FOR DISASTER RECOVERY AND MITIGATION FOR HURRICANE HARVEY, WHICH IS STILL OUT THERE, WHICH WE HAVE AN OPPORTUNITY AT THAT.

MY GOAL IS FOR FUNDING WITH THE NEW BUDGET AND WITH THIS NEW MONIES THAT APPEAL OF BLACK FEDERAL LABOR.

MY OVERALL GOALS FOR USE OF THIS POTENTIAL PERMITS INCLUDE CONTINUED AND IMPROVE CORE CITY SERVICES, REIMBURSEMENT FOR COSTS ALREADY INCURRED FOR CITY SERVICES, ADDRESSING CRITICAL INFRASTRUCTURE NEEDS BY INVESTING IN WATER TO ROAD BAN INFRASTRUCTURES, RESPONDING TO THE CONTINUED COVID-19 PANDEMIC.

AS WE WILL SEE WITH THE IMPROVEMENT OF THE HEALTH DEPARTMENT, INVESTING TO ADDRESS THE ECONOMIC IMPACT OF COVID ON THE COMMUNITY AND BUSINESSES SUPPORT, AFFORDABLE HOUSING AND RENTAL ASSISTANCE FOR FAMILIES AND INDIVIDUALS.
